DIRECTOR -FINANCE AND ADMINISTRATION POSITION

Currently, we are seeking qualified professionals for the following positions to serve for an anticipated USAID-funded assistance activity-Comprehensive Community HIV Prevention Program for Key & Vulnerable Population (CP2) in Tanzania. Availability of position is contingent upon successful award of the project to FHI 360.

4. Director of Finance and Administration – based in Dar es Salaam
Position Description: The Director of Finance and Administration is primarily responsible for overall financial management and administration of the CP2 Program.

Key Responsibilities:
• Ensuring operational functions are effectively coordinated, including finance/accounting, operations, IT;
• Developing and maintaining current standard operating procedures (SOPs) to document roles and responsibilities in the areas of finance and accounting, operations and IT;
• Managing all aspects of grants, contracts, finance and operations, ensuring efficient performance in these areas in full compliance with USG rules and regulations and FHI 360 policies and procedures;
• Contributing to capacity assessment and development in the areas of financial management, reporting, and audit;
• Maintaining accurate financial pipeline reports;
• Developing and implementing improvement plans for the finance, operations and IT departments;
• Liaising with FHI 360's Office of Compliance and Internal Audit;
• Preparing quarterly and annual financial reports;
• Reviewing all procurement actions; Reviewing all payment actions;
• Ensuring high-functioning administrative systems

Minimum Requirements:
• Master's Degree in Business Administration, Finance, Accounting or other relevant field, or a Bachelor's or certified accounting degree;
• CPA, ACCA, CA (SA), CIMA or any other relevant professional certification/qualification is preferred;
• 8-10 years' experience in accounting, operations and financial management of large-scale, complex, international development assistance programs;
• Demonstrated supervisory experience, interpersonal skills and team building experience;
• Familiarity with USG financial reporting and compliance requirements;
• Demonstrated experience and skills in developing and managing large budgets;
• Three to five years of relevant grants and contract management experience;
• Prior experience building or enhancing financial management capacity of civil society organizations;
• Proficiency in relevant computer applications and databases;
• Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in Tanzania.
