MSH seeks candidates for the position of Community Based Health Director for an anticipated comprehensive and integrated USAID health service delivery program that will be seeking to support the Government of Tanzania (GOT) to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition outcomes. The program will also support the GOT's Health Sector Strategic Plan (HSSP) IV Strategic Objective to deliver an integrated package of essential services in communities and health facilities, "applying evidence-based, efficient channels of service delivery," and the HSSP IV objective to "focus on geographic areas with higher disease burden."
The Community Based Health Director will provide technical support and oversight in the implementation of community health-specific program activities for an anticipated project that will focus on promoting access to quality Basics Package of Health Services and Essential Package of Hospital Services. The Director coordinates and provides technical assistance that encourages more effective community-based interventions and supports the Ministry of Health's Community-based Health Care Department in its policy and stewardship role.
This position is subject to project award and funding.
Specific Responsibilities
- Support the MOH Community-based Health Care Department in its policy and stewardship role.
- Coordinate technical inputs into the development of more effective community-based interventions to ensure their appropriateness and fit within the overall CBHC system.
- Develop programs to ensure the effectiveness of ongoing training, support and supervision of CHWs.
- Strengthen the support to community mobilization and ownership of activities to bring about behavior change in healthier life styles and use of health services.
Qualifications
- Master's Degree or higher in Public Health, Social Sciences, Rural Development, Community Mobilization or other relevant discipline.
- Minimum of eight years demonstrated experience in designing, managing, and evaluating community-based health care programs that support the priorities of the Basic Package of Health Services.
- Demonstrated track record in capacity building for NGO and facility health staff.
- Experience in quality improvement and strong monitoring and evaluation skills.
- Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization.
- Excellent cross-cultural interpersonal skills. Proven ability to interact professionally with culturally and linguistically diverse staff, clients and consultants.
- Able to travel to USAID-supported provinces, as the security situation allows.
- Written and spoken fluency in English and Swahili.
