The Euro-Mediterranean Human Rights Network (EMHRN) is looking for a PROGRAMME OFFICER ON FREEDOM OF ASSOCIATION based in its Paris office.

The EMHRN is looking for a dedicated and dynamic Programme Officer to coordinate and implement its Freedom of Association, Assembly and Movement programme during the maternity leave of the current Programme Officer. The position is based in Paris, France (Montreuil).
BACKGROUND
The Euro-Mediterranean Human Rights Network (EMHRN) is a network of more than 80 human rights organizations in 30 countries. Its mission is to promote and strengthen human rights and democratic reform within Euro-Mediterranean relations, the European Neighbourhood Policy and other EU- Arab cooperation frameworks. The Network seeks to develop and strengthen partnerships between NGOs in the Euro-Med region, disseminate human rights values and increase members' capacity in this regard (see also www.euromedrights.org). EMHRN's headquarters are in Copenhagen, and it has offices in Brussels, Paris, Tunis and Amman.
Since 2006 the EMHRN has developed a regional project aimed at promoting the right to freedom of association in the Euro-Mediterranean region with a specific focus on the Southern-Mediterranean countries. EMHRN's work builds on a close cooperation with its member organisations, in particular trough a Working Group on Freedom of Association made of 22 human rights organisations from the whole region. This Working Group monitors freedom of association and assembly in the region, publishes regional and country studies and carries out advocacy and awareness-raising actions on these issues. As an example, it published in 2013 a Regional Study on Freedom of Assembly in the Euro-Med Region, a fact-finding mission report on Turkey and a trial-observation report.
THE JOB
As officer of EMHRN's programme on freedom of association, assembly and movement, you will be responsible for coordinating and managing EMHRN initiatives in the field of freedom of association and freedoms of assembly and movement. You will work under the supervision of the EMHRN management team and in close contact with EMHRN's Executive Committee and EMHRN's Working Group on Freedom of Association. You will be based in our office in Paris, where you will work closely with our Solidarity team which works specifically on supporting human rights defenders in Algeria and Syria.
Applicants should have a minimum a university/Master degree in political or social science, law, human rights or related fields. Applicants should be strongly committed to working in the field of human rights and have a previous international experience within project management, preferably in an NGO and of minimum 3 years. They should in particular be able to demonstrate experience in:
  • Working effectively with civil society organizations, in particular coordinating activities and building alliances  to achieve common objectives;
  • Identifying, analyzing and understanding the trends and strategic developments in human rights issues in the region, both in law and practice.
Main qualifications are:
  • Proven track record with civil society work in the Middle East/North Africa
  • Knowledge of human rights standards and particular knowledge and experience with issues related to freedom of association and/or assembly
  • Knowledge and experience of advocacy, preferably addressing the EU institutions
  • Experience in drafting or coordinating publications on human rights issues
  • Excellent English and French (both written and spoken)
  • Computer literacy (Word and Excel required)
Other key qualifications, experience and assets include:
  • Analytical skills, resourceful and organized work practices with ability to deal with multiple, sometimes conflicting priorities, and to adapt to changing environments
  • Ability to work efficiently in a multicultural environment, in particular in North African/Middle East context, and to maintain excellent working relationships
  • Knowledge of international law will be considered an advantage
  • Knowledge of Arabic will be considered an advantage
  • Ability to keep strict deadlines and deal with several projects simultaneously
  • Ability to draft clearly and succinctly
  • Good communication skills (oral and written)
  • Ability to establish and maintain contacts with NGOs, government representatives and representatives of inter-governmental institutions

Salary:  based on EMHRN internal salary scale
