Position Summary

The Executive Secretary is the Chief Executive and Accounting Officer of the Kiswahili Commission. The main purpose of the job is to promote and coordinate the development and usage of Kiswahili for regional unity and sustainable socio- economic development in EAC Partner States

Duties and Responsibilities

Responsible for the overall management of the Commission in fulfilling its mandate as provided for in the Protocol;
Coordinate policy formulation on sustainable development and management of the Kiswahili;
Coordinate Resource Mobilization for the various Programs and Projects of the Commission
Initiate and oversee the implementation of the strategic framework;

Coordinate and implement of Partnership Agreements between the Commission and Development partners;
Prepare and harmonize EAC positions on Kiswahili;
Develop work plans, budgets and monitor Programmes  for the work of the Commission;

Promote operational linkages with other similar regional and international agencies and Institutions;
Initiate studies and research related to the implementation of programs for the Commission;

Jointly with Deputy Executive Secretary Finance and Administration provide guidance and technical support to the Sectoral Council of Ministers and take appropriate follow up actions as decided or directed by the Sectoral Council;

Promote a positive corporate image of the East African Community in general and the Kiswahili Commission in particular;
Perform other related duties as prescribed in the protocol that assigned by the Council.

Key Qualifications and Experience

Masters’ degree in Arts (Linguistics) or equivalent qualification from a recognised university.

Minimum 15 years experience in academic or linguistic research fields with eight (8) of which should be at senior managerial level.

Skills and Competencies

Excellent leadership and people management skills;
Very strong conceptual, analytical and problem solving skills;
Demonstrated research and publishing ability;
Excellent communication skills (oral, written and presentation) in Kiswahili and English;

Demonstrated experience in networking, and building and sustaining strategic partnerships High level negotiation skills;
Proficiency in Microsoft Office applications
High level proficiency Kiswahili language

Duration of Contract:  Five (5) years none renewable

Coordinate the recruitment and separation processes  and facilitate the process of staff discipline;
Ensure the existence of and coordinating welfare programs;
Maintain and updating the Commission’s Human Resource database;

Manage the Commission’s payroll;
Manage the Commission’s  staff leave roster; and
Perform any other duties assigned by the Principal Administrative Officer.

Key Qualifications and Experience

Master’s degree in Human Resource Management, Business Administration, Public Administration, Social Sciences or equivalent qualifications from a recognized University

Minimum of eight (8) years of experience in similar position with three (3) years at middle level management

Skills and Competencies

Excellent interpersonal and communication skills (listening and questioning, written and presentation);

Very strong skills in effectively, guiding and counselling diverse staff;

Duties and Responsibilities

Manage the Executive Office, provide secretarial services and securing of office and information;

Provide administrative support for official travel arrangement, including itinerary arrangement, clearance, tickets and other necessary travel documents;
Arrange for timely requisition of office supplies and stores;
Facilitate information sharing between various directorates, departments and stakeholders;
Prepare briefing materials for meetings and appointments and taking minutes;
Receive, attend to and direct clients and ensure good customer relations;

Manage and update office diary, arrange for appointments, meetings, and follow up on deadlines, commitments made and action taken;
Create and maintain appropriate record and file sub systems  for the office;
Transcribe and draft official correspondences and memoranda; and

Key Qualifications and Experience

Diploma in secretarial training or equivalent qualification from a recognised university. Higher qualification is secretarial training will be an added advantage

Ten years relevant experience, five (5) years of which should have been served in an office of a busy organization

Very strong communication skills (listening, questioning and written );

Position Summary

To provide support services in matters regarding human resource, administration, and procurement.

Duties and Responsibilities

Implement of council Decisions regarding human resource and administration;

Negotiate  bank commission rates  and fixed deposit interest rates;

Monitor financial utilization of funds on bank accounts;
Reconcile  and maintain of General ledger accounts;

Provide accurate, timely, reliable financial information as well as timely submission of annual financial statements of accounts; and

Perform other related duties assigned by the Deputy Executive Secretary.

Key Qualifications and Experience

A Masters’ degree in Finance or Accounting or equivalent qualification from a recognised university

with certification in any of the following: Chartered Accountant (ACCA/ACA), Certified Public Accountant (CPA)
Minimum ten (10) years relevant experience, with five (5) years at a senior level,

Skills and Competencies

Ability to operate modern accounting software,
Proficiency in computerised accounting packages
Very good communication skills (verbal, written and presentation);
Strong analytical  and negotiation skills;

In-depth experience of accounting principles and international accounting standards (IPSA); Proficiency in Computerised accounting packages (Sunsystems)

PROGRAM OFFICER

PROGRAM OFFICER (EAC/HR//2014-2015/011)

Role Summary

Under the direct supervision of the Principal Resource Mobilisation Officer, the Programme Officer will support and facilitate the management and implementation of Partnership Fund activities and delivery of its services in line with EAC Rules and Regulations, in close collaboration with the Officers implementing the activities and within the timeframe, work plans, and budget of the project. Support Resource Mobilisation Office in the day-to-day functioning of the Partnership Fund.

Professional Staff Category:   (P1 Equivalent)

Reports to: Principal Resource Mobilization Officer

Funding: Partnership Fund

Station: EAC Secretariat, Arusha, Tanzania

Duties and responsibilities:

Assist in the preparation of Annual Work Plan based on approval of the priorities by steering committee;

Prepare monthly, quarterly and annual progress reports and organize, correspondingly, monthly, quarterly and annual progress reviews of Partnership fund;

Organize Partnership Fund Steering Committee meetings (Preparation, facilitation and documentation);

Assist in implementation of the Resource Mobilisation strategy and specifically recruiting more donors to the fund;
Perform other related duties as required by the Principal Resource Mobilisation Officer.

Key Qualifications and Experience:

Bachelor’s degree in social sciences or equivalent qualification from a recognised university;

Five (5) years’ experience in programme/project management, funds management, fundraising proposal development;


Skills and Competencies

Strong fund management experience in donor funded projects;

Sound experience in all aspects of project management cycle (design, implementation, monitoring and evaluation);

Proven experience in networking, building sustainable business partnerships and managing relationships with diversified Donors/Developmental Partners;
Proficiency in Microsoft Office applications
Excellent communication skills (speaking, report writing and presenting in English).
Strong experience in resource mobilisation and fundraising

Duration of Contract:

Two years renewable, based on performance and availability of funds.

Role Summary

To provide technical assistance on risk management for the assigned Departments/areas of the EAC Organs and Institutions and come up with the risk register that to be updated time to time.

Duties and Responsibilities

Initiate and champion the risk management practices in the Community. That is Plan, design and implement risk management process for the assigned areas by developing practical operating models;

Offer technical assistance in relation to Risk Management to EAC Management in designing processes, policies and procedures to identify and manage threats to the achievement of objectives over the assigned Departments/areas of EAC Organs and Institutions;

Oversee the process of identifying and assessing the risks affecting the assigned Department/areas of EAC Organs and Institutions;

Facilitate the risk identification and assessment/ analysis workshops for heads of departments and compile the result into a risk registers of Units/Departments and Directorates;

Assist in selecting and implementing measures to control and mitigate risks including activities to avoid risks, transfer risks and terminate risks;

Monitor effectiveness of the processes used in identifying the external and internal risks that the assigned EAC Organs and Institutions face, evaluating the likely effect of these risks, proposing a range of control measures and monitoring and evaluating the success of these measures;

Oversee, and assist in implementing, the plan of risk control actions (e.g. on health and safety measures, liaison with regulators, and business continuity plans etc.)

Coordinate monitoring and evaluation of the assigned areas of EAC Organs and Institutions’ success in managing their risks;

Organize appropriate risk reporting procedures in line with the EAC approved Risk Management Framework;
Ensure establishment of a strong, proactive risk management culture.

Assist in implementation of an appropriate risk reporting to unit heads and top management providing a plan on how to minimize any exposure;

Provide support, education and training to staff, commonly at management level of the assigned areas;

Ensure that Head of Department are aware of risks relevant to their areas of operations and the individual staff understands their accountability for individual risks;

Collaborate with Other EAC assurance services such as Internal Audit, Legal Departments, the Audit and Risk Committee and the Audit Commission to ensure compliance with established legal and regulatory requirements.

Key Qualifications and Experience

Bachelor’s Degree in Finance, Accounting, Management or equivalent qualification from a recognized university
Certification in Risk Management Assurance (CRMA);
At least five  (5) years’ experience in risk management

Skills and Competencies

Advanced organizing and planning, negotiation, and numeracy skills;
Proficiency in Microsoft Office applications
Excellent interpersonal and communication skills (speaking, writing and presenting in English).
Practical knowledge of the general tools and techniques of risk management;

Duration of Contract: One year renewable, based on performance and availability of funds

Establish sub-regional benchmark information on sexual, reproductive, maternal, new born, child and adolescent health and rights, immunization, nutrition and reproductive health commodity Security in East Africa Community Partner States;

Strategic programme support for EAC regional sexual, Reproductive, maternal, new born, and adolescent health and rights as well as immunization and nutrition, including integration of Population, Health and Environment (PHE) Projects and Programmes;

Undertake any other related task that assigned by the EAC Secretariat from time to time.

Key Qualifications and Experience:

Master’s degree in Obstetrics, Gynaecology or Paediatrics and Child Health or equivalent qualification from a recognised university.

Post-graduate qualifications in Public Health, Gender, Demography or Population Studies with an emphasis on programme development and management, health management or training on health communication from a recognized University.

At least 8 years of relevant working experience in the field of reproductive, maternal, new born, child and adolescent health, youth development and population issues, with extensive experience in programming, policy analysis and development;

Competencies and Skills:

Excellent report writing and proposal development skills;
Fluency in English is required and working knowledge of Kiswahili
Proficiency in Microsoft Office applications

Arrange for timely requisition of office supplies and stores;
Facilitate information sharing between various directorates, departments and stakeholders;
Prepare briefing materials for meetings, appointments, and taking minutes;
Receive, attend to and direct clients and ensure good customer relations;

Manage and update office diary, arrange for appointments, meetings, and following up on deadlines, commitments made and action taken;
Create and maintain appropriate record and file sub systems  for the office;

Diploma in secretarial training. Higher qualification is secretarial training will be an added advantage

Ten years relevant experience, five (5) years of which should have been served in an office of a busy organization
