PRINCIPAL ADMINISTRATIVE OFFICER

The East African Community (EAC) is the regional intergovernmental organization of the Republic of Kenya, the Republic of Uganda, the United Republic of Tanzania, the Republic of Rwanda and the Republic of Burundi with its headquarters in Arusha, Tanzania.

PRINCIPAL ADMINISTRATIVE OFFICER– (REF: EAC/HR/2014-2015/003)

Reports to: Deputy Executive Secretary (Finance and Administration)

Position Summary

To provide support services in matters regarding human resource, administration, and procurement.

Duties and Responsibilities

Coordinate proper budget, resource allocation and utilization in the department;
Design and maintain internal administrative and human resource systems;
Ensure periodic staff performance appraisal/ evaluation exercise;
Implement of council Decisions regarding human resource and administration;

Ensure the recruitment of staff in accordance with the established rules, procedures and practices;
Ensure cost effective and efficient procurement of goods and services;
Provide protocol services to visitors and dignitaries;

Liaise with the Ministries of Foreign Affairs and International Cooperation of the Partner States in respect of Immunities and Privileges including handling of diplomatic correspondences on Identity Cards, accreditation, visas, and resident permits;

Handle management of transport, including planning, allocation, maintenance, and insurance, vehicle registration, controlling and accounting for fuel and making regular reports;

Liaise with the Accounts Section to ensure payments for goods and services delivered are effected;
Facilitate audit exercises in relation to administrative services;

Carry out general office management and coordinate provision of conference, protocol, procurement, and security and estates management services;

Develop and implement security policies to guide and harmonize management of security in the commission and advise management and staff on security matters;
Plan and ensure efficient management of the EASTECO premises, office facilities and transport;

Prepare progress and annual reports and follow up on implementation of Council and Summit decisions related to administrative matters of the Community; and
Promote a positive corporate culture and image of the Community.

Key Qualifications and Experience

Master’s degree in Public Administration, Business Administration or equivalent qualification from a recognised university.

10 years of experience in equivalent position in busy organization with five (5) years at senior level.

Substantial experience of public procurement procedures and consular/protocol services is essential.

Excellent communication skills (listening and questioning, written and presentation);
Excellent planning and coordination skills;
Very strong skills in effectively managing, coaching and mentoring diverse teams;
Proven high level of creativity and innovation;

Duration of Contract:  Five (5) years, renewable once.

Finance duties:

Summary
This job seeks to provide best services to all customers that use servers under HIS in order to ensure efficient and effective run of the daily business operations for the optimum business performance

Reports To:- Senior Database and System Administrator

Duties  
1. Administer Oracle and SQL database server for applications of CCBS, PAYROLL, SUNSYSTEM, SUNFLOW, CCBS INTERCONNECT, CRS, INFLUX, HRMS, INTRANET, WEBSERVER, and ALL OTHER DATABASES OWN BY HIS by making sure that they up and running and users are able to connect to it.
2. Administer Domain controller (DC) and exchange server at HQ and in all Zones that is DODOMA, MWANZA, MBEYA, ZANZIBAR and ARUSHA by making sure that users are connected to DC and receive their E-Mails.
3. Administer of server operating system that is UNIX, LINUX and WINDOWS 2003 SERVER for the systems mentioned in item 1 and 2 by making sure that the databases and application are running smoothly on it.
4. Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, database systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs for all systems mentioned in item 1, 2 and 3 by constantly monitoring of logs.
5. To proactively monitor the databases, server's Operating system and respectively hardware and all system resources to ensure systems are secure with minimum downtime.
6. Maintain the Disaster recovering plan (DRP) by performing daily backup operations of all required Databases, group files and user files stored on the servers, file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and copy sent off site as necessary.
7. Document the DRP procedures and test them.
8. Working closely with IT project managers, developers, users support and IT security section to ensure high applications availability, high security and optimum performance
9. Maintain System Change Log for all hardware, software and Application Systems which run on mentioned on item 1,2 and 3
10. Creating and Maintaining Users of databases, mail server (exchange server), systems and domain controller.
11. Monitor System resources and plan for expansion for all systems.
12. Providing technical support of outdated data 'legacy systems' like sobs and centralized archived mail.
13. Keep management appraised on potential risks by providing security and growth trend report.
14. Ensure smooth Roll-out of new software and hardware of the systems and new Versions (patches) of application systems and Hardware upgrades by testing them on test environment.
15. Maintain configuration compliance to avoid risk of system outages or compromised data.
16. Ensure that all structures, procedures, processes, instructions on Quality Management System are properly documented, maintained and implemented. Also Prepare and maintain necessary documentation of database servers, mail server and domain controller to ensure business continuity
17. Develops, maintain and monitor the process of CDR collection from all over the country on daily basis.
18. Work closely with billing section to ensure all CDR are collected loaded into the databases (interconnect, CCBS and RAMS) in order to maximum revenue collection.
19. Propose and make recommendations for new software and hardware and services to purchase and work with various vendors for procurements.
20. Monitor plans and coordinate the distribution of client software services parks, patches and upgrades.
21. Assists in planning, design, and documentation, implementation of various systems which include servers, databases, network equipment and software applications.
22. Ensure our hardware and software are properly licensed
23. Perform routine services and maintenance for the systems mentioned on item 1, 2 and 3.
24. Promptly act on the problem arises from all systems such E-Mail, Billing system, Payroll System etc and resolving the problems as soon as possible by using your knowledge or consultation with Manager IT Operations.

Qualifications
1. University Degree in Computer science/Electronics Or equivalent qualification. 2. At least Two (2) years experience in IT operations in reputable organization 3. Microsoft Infrastructure Certification 4. Data Base Certification (Added Advantage). 5. Linux/Unix Certification (Added Advantage). 6. Exchange Server / Active directory Administration. 7. Background
 
Health Poverty Action (HPA) is an international NGO (UK Registered Charity Number 290535) which has been working in Laos since 1994. Prior to 2011 we were operating under the name Health Unlimited.
 
The Rural Livelihoods Program Manager will lead and steer the implementation of the Social Protection Activity (SPA) and Livelihoods for the Poor activities in Phin District, Savannakhet Province, Lao PDR. The Programme is funded by the Australian Department of Foreign Affairs and Trade.
The Program Manager will play an instrumental role in managing and motivating the project team and ensuring timely and quality implementation of the program. The overall purpose of the program is to provide enhanced livelihood opportunities for vulnerable families in rural areas through the provision of productive assets, increased access to markets and access to financial literacy training. The Rural Livelihoods Program Manager reports directly to the HPA Country Director and will have management and oversight responsibilities for the Operations Manager, Administrator, Senior Facilitators and Facilitators.
 
Location
 
The position will be based in the provincial capital of Kaysonphonvihan, Savannakhet Province with frequent travel to the HPA Phin District office and the HPA head office in Vientiane.
 
 
Roles and Responsibilities 
  • Managing the effective and efficient delivery of project outcomes that meet beneficiaries' needs and comply with program guidelines
  • Effective monitoring, evaluation and reporting of the SPA activities; managing all components of program effectiveness
  • Management and oversight of implementation teams and the provision of support for the Operations Manager
  • Ensure appropriate coordination with the Managing Contractor, including the provision of technical support for quality assurance
  • Managing and developing the project team, including recruiting, training, performance appraisal
  • Monitor project progress against agreed project objectives and activities using appropriate tools, especially the work plans
  • Any other responsibilities as requested by the Country Director
 
Job Requirements
 
Essential Requirements:
  • At least 5 years of experience of project management in rural livelihoods, income generation, social protection and development programs
  • Extensive knowledge and skills in project cycle management
  • The ability to develop people and provide oversight for implementation teams
  • The ability to plan, monitor and report on project activities
  • Representational skills, diplomacy and the ability to communicate and negotiate at all levels
  • Excellent written and spoken English
  • Willingness to live and work in remote areas
 
Desirable Requirements:
  • Masters level diploma in relative discipline
  • Sound Experience in project management in Laos or countries in South East Asia;
  • Proven management and supervisory experience in motivating and leading multi-disciplinary teams and stakeholders 
  • Proven analytical writing skills, demonstrated leadership, management and coordination skills;
  • Experience working in Lao PDR and the ability to understand and speak Lao is a significant advantage
 
The salary range for the post is from GBP 25,187 to GBP 28,348 per annum, based on experience and profile of the selected candidate.

EuroHealthNet is a leading not for profit partnership of bodies responsible for public health and health promotion in EU states. Our Office is based in Brussels on Rue de La Loi close to the EU institutions. From here we coordinate research, policy and capacity building activities to help improve health determinants and address health inequalities. We are looking for two stagiaires, one for Health Promotion Europe (HPE) and one for our Centre for Innovation, Research and Implementation (CIRI)
Health Promotion Europe (HPE)
1. INTERNSHIP ON EUROPEAN STRUCTURAL AND INVESTMENT FUNDS FOR HEALTH
EuroHealthNet aims to support the EC Communication "Solidarity in Health: Reducing Health Inequalities in the EU" as well as the Social Investment Package (SIP) and support member states and regions to apply structural funds for health equity and the social determinants of health.
We produced a report on "Health Equity and Regional Development in the EU: Applying EU Structural Funds", which provides practical tips and recommendations on how public health actors can use this important EU funding mechanism to improve and ensure a better distribution of health across society. EuroHealthNet also developed www.fundsforhealth.eu, an on-line tool providing information and examples on this theme. EuroHealthNet also manages the European Health Inequalities Portalwww.health-inequalities.eu.
About the Internship
EuroHealthNet is offering a paid internship (stagiaire) post based in Brussels, to help set up the ESIF help desk and support our capacity building activities in this area, to facilitate a further exchange and learning amongst health agencies in EU Member States.
Responsibilities Include:
  • To monitor DG REGIO policies, EU Cohesion Policy, as well as ESIF developments and health related events related to the Committee of the Regions (CoR).
  • To update the www.fundsforhealth.eu guidance tool to reflect the 2014-2020 programming period and add good practice examples for health equity.
  • To maintain and develop a EuroHealthNet working group, by contacting members and other parties that expressed interest in its work, to identify any progress made in advocating for and applying EU Structural and Investment Funds to reduce health inequalities since the new programming period began in January 2014.
  • Provide updates on the use of EU Structural and Investment Funds for Health Inequalities to members and partners of EuroHealthNet.
  • To organise a webinar to exchange on and further explore experiences and future opportunities for public health authorities to apply Structural Funds to reduce health inequalities.
  • To investigate potential funding opportunities for EuroHealthNet and Members under current EU Structural and Investment Fund programmes.
  • To help update the www.health-inequalities.eu portal
Abilities Required
  • Proven expertise and experience with EU Structural and Investment Funds. Please note that this is crucial. Those who do not meet this criteria need not apply;

2. INTERNSHIP ON ADVOCACY AND COMMUNICATIONS FOR DRIVERS
EuroHealthNet co-ordinates DRIVERS (www.health-gradient.eu), a three-year research project funded by the EU 7th Framework Programme. DRIVERS aims to promote health equity through policy and practice in early childhood development, employment & working conditions, and income & social protection. It does so by:
  • Bringing together existing knowledge and testing theories about how the three key drivers affect health inequalities.
  • Conducting novel data analyses using cohort and survey data, focus groups and interviews.
  • Assessing existing research methodologies and suggesting more effective ones.
  • Researching advocacy for health equity, and developing more effective means of advocating effectively.
  • Conducting case studies across Europe, individually tailored to context.
  • Developing recommendations for policy, research and practice.
About the Internship
To support and learn from the work of our experienced multinational team of professionals skilled in research, evaluation and knowledge transfer and translation, EuroHealthNet is offering a paid internship (stagiaire) post based in Brussels. The stagiaire will help further develop advocacy and dissemination work undertaken as part of DRIVERS.
Responsibilities Include:
  • To help support interviews with high-level academics and other high-level stakeholders with knowledge about advocacy for health equity.
  • To help develop a graphical advocacy for health equity toolkit.
  • To produce fact sheets reporting scientific evidence to different audiences.
  • To support the team with the organisation of high-level events and seminars and policy round tables
  • To monitor relevant scientific and policy developments.
  • To help develop our library of information through literature research and reporting.
  • To keep the DRIVERS website up to date. This includes website administration but also the scanning of relevant events to be advertised on our websites, as well as contributing content.
  • To help collate and edit information for the DRIVERS newsletter and Consortium Updates (the project's internal newsletter aimed at project partners and third parties).
  • Other tasks include supporting the team with the organisation of project-related meetings and taking notes and drafting minutes of meetings and teleconferences.
Abilities Required
  • Proven communications background (education curriculum or equivalent experience);
  • Good understanding of the fields of public health, health promotion and/or health inequalities, or of at least one of the following policy areas examined by the DRIVERS project: early childhood development, income and social protection, or employment and working conditions;
  • Ability to grasp complex subjects quickly;
  • Fluency in written and spoken English (native-speaker level). Other languages would be an advantage but are not essential;
  • Ability to produce written material for a variety of different audiences and distil meaning from technical texts. Journalistic experience at some point during your academic or working experience would be a clear asset;
  • Good ICT skills, including familiarity with graphic design, websites management (CSM) and MS Office software;
  • Excellent organisational skills with ability to manage competing deadlines;
  • Able to show initiative within multi-stepped tasks;
  • Motivated and responsible team worker;
  • Accurate and detail oriented;
  • Commitment to complete the 6 months internship period.
PRACTICALITIES FOR BOTH INTERNSHIPS
Both posts will run up to 6 months from early July 2014 and are offered according to national conditions. They are available on a full-time basis.
The interns will report directly to EuroHealthNet's Health Promotion Europe Manager as well as to the CIRI Research Manager.
All applicants must be qualified, eligible and able to work in Belgium.
