Our next Head of Restless Development (Tanzania) will build on a successful legacy to ensure the highest standards in performance and accountability are achieved across the agency. Based in our Head Office in Iringa (with regular travel to Dar and other operational locations), you will ensure our team of 40+ staff across 4 locations is delivering to the highest operational standards as are required by our strategy, business plan, and annual operational plans and budgets.
You will join at an exciting time, in which we will be evaluating the success of our current strategy and working closely with the Country Director, Management and Board to develop our next strategy and business plan beyond 2015.
Working under the leadership of the Country Director, you will drive internal performance through the management team and 5 business units (Strategy & Direction, People & Performance, Finance & Administration, Fundraising, and Programme Quality) to meet or exceed the targets set against our strategy and business plan.
The successful candidate will be highly systems and process oriented, ensuring that up to date information is available, analysed and acted upon by the management team to address agency level risks and challenges to performance of the business units. The Young Reporters Network (YRN) falls under the Mabinti Tushike Hatamu(MTH) project delivered in partnership with UNICEF and Tanzania AIDS Commission, and implemented in Mbeya, Iringa and Temeke. MTH aims to test, evaluate and share strategies for reducing the vulnerability of adolescent out-of-school females aged 10-19 to HIV and AIDS, pregnancy and violence.
Working alongside the MTH project teams, you will support the YRN to grow in Mbeya. You will focus on educating, training, and mentoring the young women and girls in radio reporting, writing, editing and production of children’s programmes and mediated radio products. You will provide young girl reporters with basic journalism skills; and increase active participation of children and young people in the production of children’s programmes in the districts.
You will support MTH volunteers to mobilize children to identify issues affecting them, and gather information and stories for broadcasting on community radio stations; Nuru FM (Iringa) and Generation (Mbeya).

1. PLANTATION MANAGER

Purpose of the position:To plan, lead and control all plantation activities on a large plantation (1000 – 5000ha) with the help of a team of plantation foresters, contractors or own wages staff; community development officers and other technical experts.

Skills and competencies required:
Proven ability to apply technical knowledge related to Silviculture and Harvesting operations.  Excellent communication skills – verbal and written.
Proven ability to negotiate with procurement suppliers, contractors and the community.
Demonstrated ability to resolve conflict situations between community stakeholders and a company. Demonstrated ability to manage the comprehensive supply chain for silviculture and harvesting.
Excellent ability to plan all activities, and provide for resource availability to execute the operation according to budget, schedule and plan.
Ability to formulate an Annual Operating Plan for all operations with adjacent budgets. Track record of ability to deliver on all objectives and targets as per weekly, monthly and quarterly plans.
Excellent problem solving ability through a collaborative approach.
Proven ability to mentor and coach forestry teams to develop their skills, grow their technical knowledgebase and support their career development. Proven project management abilities, ability to plan, develop Gantt charts and implement the sameand monitor progress.

Requirements:Recognised Diploma / Degree in Forestry, or applied Forestry.In addition to the Forestry qualification, candidates with managerial qualifications, project management training will be at a distinct advantage.

2.SILVICULTURE FORESTER

Purpose of the position:To plan, lead and control allocated plantation activities on a small plantation (2000-5000ha) with the help of a team of contractors or own ops labour, and other technical experts. The incumbent is responsible to deliver the right quantity and quality of volumes at the right time, safely and environmentally responsible and sustainable.  The Forester is also responsible to manage all stakeholder and community relationships.

Skills and competencies required:Nursery establishment ● preparation of the planting sites ● management of the plantation’s establishment activities including: carefully planned and monitored marking, pitting, planting and fertilizer operations ● plan, manage and monitor all weeding and pruning activities●protection of the plantation and related assets through effective management of pest and diseases, fire, grazing and encroachment●ensure effective and positive management of all community and community stakeholder relationships●infrastructure establishment and maintenance●contractor management●financial management and management reporting●people management● implementation of all FSC principles and standards● implementation all relevant Health & Safety provisions and Labour Legislation.

Requirements:Recognised Diploma or Degree in Forestry, or applied ForestryAt least 2 - 5 years’ experience in plantation forestry ● Minimum requirement to have managed outsourced contractors for at least 1 year ● Minimum requirement to have coached and mentored workers for at least 3 years.
3.ACCOUNTANT

Purpose of the position:Responsible for preparation of accounting information and providing high quality support service to managers/officers in the organization.
Skills and competencies required:
Thorough knowledge of cost accounting in a manufacturing environment.
Excellent knowledge of the Company’s Act and related rules and regulations
Ability to effectively manage change to enhance business processes and efficiencies
Knowledge of finance and accounting software packages (Sage Pastel Evolution)
Knowledge of tax related rules and legislations, and the ability to understand tax laws and interpret these.
Proven ability to solve complex problems and communicate solutions
Excellent written and oral communication skills
Demonstrated leadership ability and team management

Programme Officer, Tanzania

ABOUT THE CLIMATE PARLIAMENT

The Climate Parliament is a global network of legislators working to accelerate the transition from fossil fuels to renewable energy. We raise awareness of climate change amongst MPs, as well as of the multitude of other risks of a reliance on fossil fuels. We support legislators in taking political, legislative and budgetary initiatives to promote solar, wind, hydroelectric, biomass, geothermal and other forms of renewable energy. Our approach involves developing policies that promote investment in renewables from the smallest scale: the rural standalone and mini-grid technologies that can transform lives in the poorest communities, to the largest: inter-regional renewable energy supergrids that will give humanity the power to ditch fossil fuels for good.

Active in Tanzania since 2012, we are embarking on an exciting project to deepen our policy impact in the Tanzanian parliament, working with our existing cross-party network of Tanzanian MPs. Our focus will be on seizing key policy moments in the coming months to ensure that Tanzania’s renewable energy policy is strengthened so as to attract the investment the country needs to harness its rich renewable resources and increase energy access for those without modern energy services. The project forms part of our on-going work to strengthen our parliamentary networks across the East African region.

The successful candidate will be an experienced political networker with a background in advocacy and a strong grasp of Tanzanian energy, climate and national development policies. S/he will be a native of Tanzania and a fast learner with an ability to hit the ground running.


PERSON SPECIFICATION

        A personal commitment to taking urgent action on climate change;

        Experience of – or detailed professional knowledge of – the Tanzanian political system, preferably with experience engaging with the National Assembly;

        Familiar with climate and energy policy, particularly in terms of options, impacts and implications for Tanzania;
        Educated to degree level in relevant discipline;

        Fluent in English and Swahili;

        Cooperative, team worker;

        Calm under pressure;

        Self-confident personality with experience of liaising and working with senior politicians – an outgoing individual who enjoys working with a diverse range of political actors; and

        Proactive approach, with sufficient independent initiative to achieve results without daily supervision;
        Highly organised individual and efficient administrator – please note that since we are a small organisation with low overheads, all staff largely manage their own logistics and administration in addition to their core work;
        Confident and autonomous user of web-based technologies, including online applications and smartphone apps (most of our team collaboration is managed online);

Desirable - one or more of the following:

        Experience working in - or professional knowledge of - energy policy and/or parliaments of other countries in the East African Community;
        Familiarity of managing international donor-funded projects, with experience of monitoring and evaluation, documentation and learning, financial and narrative reporting;

Job Description – the Tanzania Programme Officer will:


        Provide research, policy and other forms of support to existing members of the Climate Parliament Tanzania group as well as developing and expanding the group;


        Work with experts, partners and other stakeholders, mobilise MPs around existing opportunities for parliamentary action and identify other moments to influence renewable energy policy;

        With support from the Climate Parliament Global Team, build relations with international renewable energy experts and developers working in Tanzania;

        Coordinate the organisation (including logistics) of workshops and conferences for senior politicians, public officials and renewable energy experts;

        Stay abreast of relevant research and policy developments, feed such work into parliamentary advocacy;
        Build and maintain networks with civil society, donors, industry experts to further the project’s development;
        Regularly meet with and report to donors, including documenting and recording project outcomes and successes;
        With support from the Climate Parliament Global Team, manage project budget and finances;
        Be the main point of contact for work across East Africa; and

        Carry out any other work that the Climate Parliament may require.
