You
You are fascinated and inspired by the question how to measure the impact of War Child's work? How can War Child help even more war affected children effectively? War Child has been successful in acquiring donor-funded projects that require more support from the Monitoring & Evaluation team at Amsterdam Head Office. For that reason we are expanding the team. You are a talent in Planning, Monitoring and Evaluation (PM&E) and you are passionate about improving PM&E methods and tools for better result measurement, accountability and learning. You enjoy training others in PM&E. You are detail oriented without losing the big picture out of sight. You are part of the Quality Accountability and Learning (QAL) department and report to the Senior PM&E Advisor. You work in close collaboration with colleagues and management in both Head Office (HO) and War Child Country Offices.
Your challenge
You are responsible for supporting the development of logical frameworks and monitoring and evaluation plans for donor-funded projects. You support the roll out and use of PM&E standards, guidelines, methods and tools in these projects. You contribute to improvements in data collection and data analysis to enable internal and external reporting and learning. You review proposals, monitoring reports and project evaluations from a PM&E perspective. You monitor the use of PM&E methods and tools in War Child projects and report on status and quality. You design and provide PM&E briefings, training of trainers and tailored PM&E support to War Child staff in HO and in War Child Country Offices. You advise and support War Child Country Offices in the design, implementation and reporting on baselines and follow up outcome measurements. You build the capacity of War Child staff in the use of War Child's project administration database. You stimulate knowledge sharing and learning between War Child Country Offices. You contribute to reports to external donors when required.
Your profile
You have a relevant academic degree or studies, eg. Social Sciences. You have relevant experience in monitoring and evaluation and at least 3 years of experience in a similar position. Some field experience is a must. You have a proven track record in developing M&E systems for donor-funded projects and in supporting the development of new projects. You have experience in M&E and reporting requirements of donors such as the Ministry of Foreign Affairs and the EC and have been involved in preparing donor reports. You also have experience in developing and delivering training. Good facilitation skills and intercultural sensitivity is a must. You have excellent communication skills in English (oral and written). Good working knowledge of French, Spanish or Arabic is a big plus. You enjoy sharing knowledge and experience, and you are willing to travel 2-4 times to the countries where War Child implements projects.
You are able to start January 2015 and you are available for 40 hours p/week. You are committed to invest at least two years in further developing this position. War Child offers a contract for one year with the intention to prolong.
