Senior Finance Officer

The Seeds GROW team is looking for a Senior Finance Officer
36 hours per week; one year contract. Duty station The Hague
Purpose of the function
To implement and monitor the financial aspects of the SDHS (Sowing Diversity = Harvesting Security) and the Grow component of the SeedsGROW programme; to manage the financial risks and opportunities and to arrange the necessary internal and external reports and to co-ordinate the activities of the financial team of Seeds Grow.
Main tasks of the function
  1. Draws up the consolidated budget for (externally funded) project proposals on the basis of intended project activities and on the basis of the information supplied by the consortium partners, implementing CO / ON bureaus including the implementation actvities by the Seeds Grow team in ON.
  2. For implementation of activities by/in Oxfam (Novib): checks, including for eligibility, and processes declarations and invoices, requests for corrections; calculates what part of project implementation to charge to the programme. Keeps the overview of the total spending of the project , financial officers of the implementing ON bureaus/country offices (where relevant) and consortium partners, including monthly monitoring of the (general and payroll) ledger and samples from partner ledger. Consolidates in part and writes quarterly financial reports including absorption and forecasting for the SFM to finalise for the steering group and programme leader for his/her approval.
  3. In the case of project approvals, writes the financial management reports in line with the standards of the back-donor(s), including a (first) analysis, and puts these to the programme leader for review and for his/her approval.
  4. Periodically monitors the approvals, spending and performance at project level and revises where necessary and possible the (financial) planning. Registers this in management information systems and reports on overruns, deviations and such, and makes proposals to the programme leader for the (manner of) financing this within the approved project budget.
  5. Checks and appraises, in co-operation with the implementing ON bureaus and consortium partners, the financial aspects of funding proposals of intended local partners, on internal and external risks and opportunities. Co-ordinates on findings with the programme leader and makes proposal on the (manner of) financing.
  6. Plans and coordinates with consortium partners project audits as required and in this frame, checks and appraises, in co-operation with the consortium partners, implementing CO / ON bureaus, the financial reports and audits of consortium partners, taking into account the conditions as mentioned in the project approval and donor/funding conditions.
  7. Checks and appraises, in co-operation with the consortium partners, implementing CO / ON bureaus, and also the (regional) programme officer, the organisational structure, the (financial administrative) capacities and the management systems used by consortium partners. If necessary, makes proposals in close consultation with the (regional) programme officer and/or works with consortium partners on capacity plans to improve and strengthen them.
  8. Checks, appraises and monitors the financial risk profiles of consortium partners and co-ordinates on this with the programme leader, and takes appropriate action.
Requirements
  • An academic level (master degree) or a relevant qualification at HBO (Higher Vocation Education) in finance management or economic area; or equivalent combination of subjects;
  • 4 years of relevant work experience in financial position including financial management, planning, administration and budgeting & auditing;
  • Several years of working experience related to NGOs and international development;
  • Experience in independent financial planning, budgeting, reporting, project audits and capacity to evaluate these against the political and socio-economic context within which they are carried out;
  • Experience and knowledge of relevant financial IT-system SAP and Account view;
  • Excellent social skills and you are a team player;
  • Fluency in written and oral English and Dutch and knowledge of French and/or Portuguese is an advantage;
  • Willing to travel to different countries.

A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. The Senior Finance Officer is a scale 8 position within the Oxfam Novib salary structure. The gross month salary is in the range of EU 2.381,- to EU 3.662,- based on a fulltime position. This is excl. 8% holiday fee.
