Local Supplier Development Manager, BG Group - Tanzania
About the role
Coordinate development and implementation of upstream C&P aspects of the BG Tanzania Local Content Strategy, so as to differentiate BG in the East African integrated oil and gas sector through the development of a competitive Tanzanian supplier industry and access for Tanzanian citizens to opportunities driven by the supply chain, in alignment with economic priorities of BG's business and project plans and applicable Tanzanian legislation.  

Key accountabilities

Position specific;
  • Ensure the implementation of BG Tanzania Local Content Strategy; keep abreast of and ensure compliance with relevant Government guidelines and legislation.
  • Deliver relevant studies, surveys and analysis in order to develop adequate local content and to establish appropriate targets for local content inputs.
  • Evaluate the competencies and know-how of Tanzanian contractors in order to ascertain their capabilities: ensure the development of appropriate database and the preparation of relevant reports for management and regulators' information;
  •  Coordinate the development and implementation of a Local Supplier Development framework under the BG Tanzania Local Content Strategy, in support of the associated accountabilities of other functions, including BG Tanzania Upstream Project, C&P, SP, Sustainability, PCA and Legal. Include actions such as transparency on contract demand and measures to raise domestic suppliers to "world-class" to foster development of a globally competitive workforce and supply base.               
  • Build and inform and influence a network of Tanzania Local Content stakeholders, including international suppliers and local business community
Contractor delivered components;
  • Develop and drive application of model pre-qualification and tender evaluation criteria for Local Content, and participate in evaluations as required. Develop contract documents and exhibits aimed at promoting local content development in BG East Africa contracts.
  • Monitor contractor reporting to ensure compliance.
  • Map local market supply capability against asset demand forecasts. Identify areas for localisation of BG's procurement and supply chain and establish lists of local suppliers both suitable for inclusion on bid lists now, and with potential to be developed to deliver to international standards of HSE and quality in future.
  • Foster linkages between domestic companies and global supply chains based on projections of future spending, enhancing local capabilities and quality of the supply.
  • Become a key external point of contact for interfacing with local supply market and other local content stakeholders, and actively identify and broker development partnerships between international suppliers and local counterparts.
  • Develop a local supplier opportunity "shop window" to communicate employment and contract opportunities to the local market. Become an advocate for BG's Local Content Strategy, and a key "relationship holder" with the Tanzanian local supply market and other relevant local content stakeholders.
  • Facilitate international bidders to submit detailed Tanzanian Supplier Participation Plans (TSPP's). Monitor performance of contractors against their TSPP's and other local content commitments, and present local content performance to ALT and other stakeholders.
  • Promote BG's Business Principles and BG's position on compliance with Ethical Conduct standards amongst the local supplier community and other local content stakeholders.
  • In collaboration with the midstream facilitate the implementation of indigenous Business Incubation opportunities in Mtwara and Lindi through long term local contracts
BG Tanzania delivered components;
  • Ensure timely delivery of upstream C&P accountabilities under the BG Tanzania Local Content Strategy, and provide progress updates to maintain the Tanzania Integrated Local Content Plan.
  • Develop standardised metrics and gathering methodology for measuring and reporting local content development from BG and front-line contract partners.
  • Working closely with the East Africa C&P team, prepare communication materials for, and take the lead in, publicising BG opportunities to the local supply market.
  • Engage with Tanzanian sub-contractor and supplier industry bodies to inform them of progress in implementing BG's Local Content Strategy and to identify and execute opportunities to partner in meeting the objectives of the strategy.
Other;
  • Assure vendors in SAP vendor data base are correctly assigned to local content classifications within SAP.
  • Prepare periodic reports on BG's local content performance, including interrogation of SAP classifications and contractor performance data.
  • Prepare periodic reports on level of risk to business/project objectives and reputation of implementing the Local Content Strategy, including wage/cost inflation and skills non-availability.
  • Identify and drive supply chain cost saving opportunities through transferring of sourcing from foreign suppliers to indigenous suppliers

Desired Skills and Experience

What we are looking for
  • Fully competent in all phases of the C&P process, with the ability to anticipate and manage outcomes within an asset/project or across a category. High level of industry knowledge, and understanding of BG Group's position in the market and how to maximise competitive advantage. Provides leadership across organisational boundaries in regulatory and ethical matters.
  • Noted for commercial acumen, creativity, ability to contribute to the development of global C&P strategy, clarity of communication and conceptual thinking ability.
  • C&P Managers will have proven team leadership skills, including the ability to coach and manage individuals and teams to achieve outstanding performance.
  • Consistent record of delivery in a number of substantial group and asset C&P roles, normally including international experience and/or an assignment. May also have held a developmental role in another function.
  • Wide internal network and developing ability to work and influence across organisational boundaries, integrating people, systems, and expertise.
  • Experienced in working with and being influential internally at AGM/GMlevel, and externally with senior managers of suppliers and contractors and peers in JVs, regulators and host governments.
  • C&P Managers will have previously held a supervisory role.
