Job Summary

​The Pacific Leadership Program (PLP) is a regional governance initiative of the Australian Department of Foreign Affairs and Trade (DFAT). PLP builds, applies and shares knowledge on 'developmental leadership', i.e. leadership involving collective action towards locally owned, inclusive, policy and institutional change for the public good.
A key objective of PLP is to build a high quality body of research and other knowledge on developmental leadership in the Pacific, and to disseminate this knowledge to inform and influence policy making and practice, stimulate debate and discussion, and contribute to regional and international discourse on developmental leadership.
PLP is seeking a range of Communications Specialists to provide a variety of services in support of this objective. Suitably qualified firms and individuals are invited to apply for PLP's Communication Service Provider Panel.

Format and Method of Submission Expressions of Interest should include a cover letter outlining relevant experience, CVs of the key individuals who will be undertaking the work, and up to three (3) samples of recent written work.

​To be successful, candidates will need to demonstrate the ability to provide high quality services for at least one of the required services areas, and meet the attributes as specified below.
 
Successful applicants will be appointed to PLP's Communications Service Provider Panel, however there will be no guarantee of a minimum level of work. PLP will negotiate tasking notes with these pre-qualified providers on an ad hoc basis as need arises.

Key Responsibilities

PLP's Communications Service Provider Panel will include prequalified experts to provide services across the following areas:
Strategic communications and branding services. This may include: advising PLP on branding and visual identity for knowledge and communications products; developing a strategy for engaging and informing key audiences (e.g. government, policymakers); or disseminating research and other knowledge generated on the Program.
  • Location: Flexible, but may include travel within the Pacific region.
Media and stakeholder relations services. This may include development and management of event-related or other specific media campaigns, including preparation of strategies and plans, speeches, media releases, story pitches and other relevant documentation.
  • Location: Flexible, but may include travel within the Pacific region.
Writing and producing 'knowledge products'. This may include adapting existing material for different audiences (for instance adapting research papers into blog posts, news articles or briefing documents).
  • Location: home base
Photography and video production. This may include producing photos for inclusion in program material, and producing a short film highlighting program work.
  • Location: flexible, but may include travel within the Pacific region. 
Editing and copywriting services across a variety of media – for example website, promotional materials, program reports.
  • Location: home base
General graphic design and printing services, including business cards, invitations, flyers.
  • Location: preferably located in Fiji.

​Required Attributes of Suppliers
Eligible suppliers must demonstrate:
  • Expertise and past experience in at least one of the relevant service areas
  • Ability to work to tight deadlines
  • Relevant industry experience
  • Cross-cultural communication skills
Desirable Attributes of Suppliers Eligible suppliers should be able to demonstrate:
  • Familiarity developing communications materials on donor-funded development programs, or for development audiences
  • Understanding of developmental leadership within the Pacific, including key challenges and issues

This EoI process will prequalify suitable providers for PLP's Communications Service Provider Panel. Inclusion on the Panel does not guarantee a minimum level of work. If identified to undertake a specific activity for PLP, you may be requested to provide a written quotation for that work, or will be advised of the applicable daily fee rate (in AUD), which is likely to be B2-B4 (short-term) under DFAT's Adviser Remuneration Framework (accessed: http://aid.dfat.gov.au/Publications/Documents/adviser-remuneration-framework.pdf).
