Job Summary

The Government of Australia (GoA) is providing support to the Papua New Guinea Law and Justice Sector through a cohesive whole-of-Government approach, including the Papua New Guinea Law &  Justice Partnership - Transition Program (PALJP-TP), the Strongim Gavman Program and the PNG-Australia Policing Partnership. This assistance is an important element of the shared goals of the GoA and the Government of Papua New Guinea (GoPNG).

During the Transition Program (July 2014 to December 2015), a number of agency specific and cross sectoral training activities, including with provincial administration officials, will be conducted. The training aims to improve management and leadership, including ethical decision making; and build a network of like-minded participants to enhance opportunities for cooperation across the law and justice sector and provinces.

Key Responsibilities

We are currently seeking a Training Evaluation Adviser who will develop and trial a standardised evaluation toolkit and methodology for training initiatives funded by PALJP-TP. This will involve whole-of-lifecycle evaluation measures, from initial activity design to longitudinal behavioural impacts at the point of service delivery, including establishing baseline data.   

Activities will include:
  • Research and develop an training evaluation toolkit and methodology for measuring both skills and behaviours impact at individual and agencies levels; 
  • Develop and document appropriate evaluative principles  for integration  into the design and delivery of future PALJP-TP funded or facilitated training activities; 
  • Test the toolkit and methodology by applying it to selected activities;
  • Develop a system to monitor and report the impact of training through the evaluation data collected to provide clear information for PALJP-TP and development partners which complements the Partnership's broader M&E framework;
  • Work with GoPNG development partners to enhance their understanding of the strategic value of evaluating training.​
