Financial Manager (International)
Duration: 2 years (24 working months)

The Program Support to private plantation forestry and value chains in Tanzania – Panda miti kwa biashara aims at increasing rural income in the Southern highlands area, thereby reducing poverty and inequality through developing sustainable plantation forestry, value addition including employment creation in the entire production value chain from quality seeds to quality products in markets. The Program supports sustainable land use planning, facilitates the organising of tree growers into Tree Growers Associations (TGAs), and develops the capacities of tree growers, SMEs and service providers (extension and business services). The Program will accelerate tree growing, improve its quality and strengthen wood-based value chains by introducing a Tree Growth Incentive Scheme (TGIS) and Income Generating Activities (IGA). The experiences of the Program's innovative approaches will be processed into best practices to be disseminated widely within the sector.
The key beneficiaries of the Program are tree growers and wood processing SMEs in the Program area, especially members of already existing and to be established Tree Growers' Associations (TGAs). Inclusive and equal participation in TGAs will be promoted, and the rights of vulnerable groups will be  strengthened also through their active involvement in the land use planning processes, through supporting their employment in the value chain as well as through promoting income generation in collaboration with relevant other programs and NGOs. To ensure environmental sustainability, the Program will integrate biodiversity conservation in land-use planning and improve biodiversity management in plantation development.


Main Functions of the Financial Manager:
  • Manage and coordinate contributions of the technical assistance team on the TGIS and IGA development
  • Supervise implementation of the TGIS piloting and from the gained experience and lessons learnt propose new versions of the TGIS and IGA to be updated before every new  financial year
  • Collect experiences from development and piloting of different TGIS and IGA models
  • Plan and execute the establishment of the TGIS IGA and their procedures.
  • Use methods such as Innovation, Quantification and Orchestration to develop the TGIS and IGA
  • Manage the TGIS and IGA
  • Capacity building (training, development of manuals) on TGIS and IGA management and funding
  • Develop Program's procurement mechanisms and procedures
Specific Functions:
  • Support the Programme Director with the TGIS and IGA management activities (planning and budgeting, reporting, procurement, development of the TGIS and IGA financial management and administration mechanisms)
  • Prepare TORs for studies and research on economic and financial issues and supervise their execution
  • Provide expertise to capacity building and training related to TGIS and IGA management. Overview, supervise and manage the TGIS and IGA component together with the Plantation Forestry Manager and Extension Manager.
  • Support and supervise service provider procurement and contracting
  • Plan and lobby for additional financing for TGIS and IGA from other donors, particularly for the subsequent project phases after the first 4 year phase
  • Plan and lobby for developing feasible private sector financing mechanism for tree growing
  • Plan and prepare for the subsequent project phases of the TGIS and IGA, and for the eventual phasing out / termination of the TGIS and IGA.
Key qualifications:
  • MSc relevant to development of funding mechanisms and incentive schemes for rural development/tree planting/income generating grants
  • Working experience in management positions
  • Experience in developing financing mechanisms relevant to the proposed TGIS and IGA
  • Experience in financial management of international projects
  • Minimum 5 years of working experience, including at least 2 years of working experience in
  • developing or transition economy countries
  • Professional command of written and spoken English
