The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. The ICRC's Office in Dar es Salaam co-ordinates the institution's humanitarian activities in Tanzania.
PROGRAMME OFFICER / HEAD OF ICRC OFFICE DAR ES SALAAM TANZANIA
The ICRC's Office in Dar es Salaam is seeking for an experienced and highly motivated person to fill the above mentioned position.
****Position with ICRC Structure;****
Operationally, the position reports directly to the Regional Delegation of the ICRC in Nairobi and works in close coordination with its Protection, Assistance, Communication, Cooperation and other departments.
****Mission;****
With or under the guidance of the Deputy Head of Regional Delegation (DHoRD) in ICRC Nairobi, the incumbent will be responsible to represent the institution and communicate its mandate and activities to various target audiences – programme beneficiaries, political authorities, humanitarian circles, general public - in Tanzania, to participate in the definition, planning and implementation of the programs of the ICRC in the country and to manage the office of the institution in Dar es Salaam.
****Responsibilities:****
****Head of ICRC Office Dar es Salaam****
  • Assesses the humanitarian needs in Tanzania and contributes to the definition, planning and implementation of ICRC activities.
  • Liaises with external interlocutors (authorities, international and national organizations, in particular) and with the Tanzanian Red Cross (TRCS).
  • Ensures smooth running of the office and the respect of ICRC guidelines, rules and procedures.
  • Manages ICRC assets as well as the security of ICRC staff members, including the ICRC Special Fund for the Disabled.
****Planning****
  • Contributes to the identification of annual and long-term priorities related to the implemented programmes (in close cooperation with the respective programme responsible from ICRC Nairobi Regional Delegation).
  • Contributes to the definition of relevant means to reach the objectives set.
Implementing
  • Implements ICRC objectives of the programmes directly run by or supported and monitored by ICRC Dar es Salaam.
  • Represents the ICRC towards national and international organizations and national authorities, including the Police and the Armed Forces, and Tanzania Red Cross Society (TRCS) on programme level.
  • In close contact with the concerned ICRC departments, supports the TRCS in the implementation of joint activities (Communication; Tracing, Emergency Preparedness and Response, etc.).
  • Liaises with the concerned detaining authorities and maintains RFL activities for Foreigners in identified places of detention, and maintains regular contact with relevant organisations;
  • Organizes public events such as seminars, training programs and competitions for different audiences in close coordination with programme responsibles from ICRC Regional Delegation.
  • Follows up ongoing files and projects with governmental and other authorities as well as civil society institutions, including academic circles.
****Minimum requirements and personal profile:****
  • University degree or equivalent professional experience;
  • 5 years work experience in a similar field;
  • Work experience with International organizations and NGOs an advantage;
  • Excellent knowledge of written and spoken English and Kiswahili; French will be an added advantage;
  • Good writing, public speaking, reporting and networking skills;
  • Computer knowledge in Windows and MS Office environment;
  • Self-motivated, Autonomous and dynamic person;
  • High level of flexibility, very good interpersonal skills, goals and quality oriented;
