Program Manager TB Operations, Tanzania

APOPO is a Belgian NGO that has developed an innovative method using African giant pouched rats, nicknamed "HeroRATs", to detect landmines and tuberculosis using their extraordinary sense of smell. APOPO's Head Office is based in Morogoro, Tanzania, where APOPO works in close collaboration with and is hosted by the Sokoine University of Agriculture. APOPO is currently looking for a fulltime Program Manager for the TB Operations, based in Morogoro. The program is already very successful as the application achieves a 43% increase in case detection over the TB clinics. A further expansion of the program can increase the impact of our HeroRAT's and save more lives. Please join APOPO's dynamic international team and help us make a difference!
Period: 3 years
ROLE PURPOSE
Develop and implement APOPO's TB Operations strategy in Tanzania
Coordinate and expand the TB Operations in Tanzania;
Liaise with current and potential stakeholders, operational partners and donors;
Contribute to the ongoing TB diagnostic research;
Be an active member of the management team.
EDUCATION
MD with specialization in Laboratory Techniques
MSc / PhD in Biomedical Sciences
Optional:
Relevant in country experience will also be considered
EXPERIENCE
3-5 years field experience in health care & development operations
Experience in project management
Experience in conducting health related development programs
Research experience in TB diagnostics
LANGUAGES
  • Fluency in English
  • Knowledge of Swahili is a big plus
KEY RESPONSIBILITIES
1 Develop APOPO's TB operational strategy in Tanzania
Develop and document short, medium and long term strategies for APOPO's TB operation program in Tanzania in line with APOPO's strategic goals;
Develop a project plan for implementation;
Actively engage in the search for funding for operations, both with traditional donors, such as Governments, and with foundations and possible corporate donors.
2 Promote APOPO's TB detection activities
Raise APOPO's profile with the TB stakeholders in Tanzania;
Strengthen the existing contact with central and local authorities, renew
research permits/ethical clearance amendments when required;
Liaise and negotiate MoU's with new local partners and stakeholders;
Ensure appropriate documentation of operational activities and regular reporting to the national authorities;
Prepare program visits in collaboration with the Communications Department and the Training Coordinator;
Present APOPO's work and concepts at conferences, workshops and other relevant fora;
Contribute to the publication of operational results in scientific journals;
Prepare scientific presentations at local, regional and international venues.
3 Manage APOPO's TB Project in Tanzania
Manage the project budget;
Manage the administrative and logistic aspects of the project, in line with
APOPO policies and procedures;
Recruit, contract and train an adequate HR capacity;
Implement and fine tune tools, methodology and training modules for staff, including APOPO SOP's.
Monitor and improve the patient follow-up system in collaboration with volunteer organization MKUTA and the DOTS centers.
4 Contribute to the ongoing TB diagnostic research
Identify research opportunities in collaboration with the management team and with stakeholders
Assist in the writing of research proposals as agreed by the management team and in close collaboration with specific researchers involved.
5 Be an active member of the management team
Write and submit regular progress reports to headquarters;
Participate in the management meetings;
Report any relevant information about the project and stakeholders;
Provide input to the communications team in support of the website or general communications;
Assist other APOPO projects when appropriate.
