Job Description: | Reports to: Program Officer, Water Resources Management and Development Duty Station Kigali, Rwanda The Nile Basin Initiative (NBI)/ Nile Equatorial Lakes Subsidiary Action Program-Coordination Unit (NELSAP-CU) is an inter-governmental organization initiated and led by the Nile riparian countries to promote joint development, protection and management of the common Nile Basin water resources. NBI has a Shared Vision, namely: 'to promote sustainable socioeconomic development through the equitable utilization of', and benefit from, the common Nile Basin water resources'. The NBI provides a unique forum for the countries of the Nile Basin to move toward a cooperative process to realize tangible benefits in the basin and build a solid foundation of trust and confidence. The Nile Basin Initiative (NBI)/ Nile Equatorial Lakes Subsidiary Action Program (NELSAP-CU) now seeks to hire a competent and qualified person to fill the position of Environmental Management Specialist Position that exists at the Nile Equatorial Lakes coordination Unit (NEL-CU) in Kigali, Rwanda. 1. Purpose The role of the NELSAP Environmental Management Specialist is to ensure that environmental requirements are implemented within the project implementation cycles and that capacity to carry out /oversee Environmental Assessments is enhanced within the Project Staff and the Regional Project Steering Committees. The NELSAP Environmental Management Specialist will support the NELSAP in all aspects related to Environmental Management. 2. Accountability and Reporting The environmental management specialist will report and be accountable to the Program Officer --Water Resources management and Development in a format and schedule as required. 3. Scope The functions and responsibilities include, but are not limited to; • Environmental considerations and documentation; which involves (i) reviewing proposed actions (projects) and ensuring that environmental effects are considered in planning and decision-making, that these considerations are documented, and that provision is made for public involvement; (ii) complying with all environmental reporting requirements; and (iii) analyzing and managing environmental information or information systems for all NELSAP projects. • Compliance; which involves evaluating and securing compliance with environmental laws and programs through self-assessment, audits, inspections, investigations and corrective action activities for all NELSAP related activities and projects. • Formulation of Environmental Rules and regulations ; which involves developing, reviewing, and implementing legislative proposals, regulations, standards, policies, safeguards and operating guidance incorporating trans-boundary aspects for NELSAP projects. • Capacity building: Build the capacity of the governance, NELSAP CU staff, Project Management Unit Staff, the Regional Project Steering Committees and other stakeholders in aspects of Strategic and Environmental Impact Assessment processes; • Collaboration on environment issues with other centers of the NBI; • Involvement as needed in incorporating environmental perspectives and issues into NELSAP-CU modelling work, program and project identification; • Collaborate and perform any other duties as may be instructed by Program Officer or NELSAP CU Regional Coordinator. |
Preferred Skills: | Qualifications and Experience • A Bachelor's degree in Environmental or natural resources management, Physical Sciences or engineering related field with aMastersdegree or its equivalent in environmental or water resources management or a natural resources related field. • Have at least 10years' relevant environmental management experience in water resources and/or power development projects; including in developing environmental instruments (EIAs, EMPs, SSEAs, etc) and/or in monitoring compliance with these instruments; • Demonstrate knowledge of and experienceworkingwithenvironmentalsafeguardsrequirements, standards and instruments of international donors, including but not limited to World Bank, Sida, AfDB and NELSAP countries; • Good working knowledge of environmental management systems • Have demonstrated computer literacy in MS office and EIA software • Have experience with managing and supervising environmental aspects of regional projects and working with multi-disciplinary teams; • Demonstrated writing, presentation and reporting skills • Fluency in English. Working knowledge of French is an advantage. • Membership of Environmental Practitioners associations of their national institutions of Affiliation is an advantage. 5. Performance indicators • Environmental concerns in project identification, preparation, detailed designs for infrastructure are integrated into project development; • Environmental clearance from National Environmental Management Agencies for the NELSAP projects in liaison with the Project Managers is obtained in a timely fashion; • The required environmental mitigation measures are incorporated into contract documents and in subsequent implementation of environmental conditions attached to the environmental clearance; • The implementation of the Environmental Management Plans during project implementation and operation of the project(s ) is monitored on a timely and regular basis; • Semi-annual reports in implementing Environmental Management Plans of various projects are prepared and presented; • Environmental regulations, standards, policies, and safeguards reviewed as appropriate • Capacity building programs for the NELSAP CU staff, Project Management Unit Staff and the Regional Project Steering Committees in aspects of Strategic and Environmental Impact Assessment processes are prepared and implemented; • Other performance indicators to be added, as need arises. 6. Duty Station The environmental management specialist will be stationed at the NELSAP CU, Kigali, Rwanda but shall be travelling extensively in the Nile Equatorial Lakes Region. 7. The appointment will be on contract for 3 years renewable once based on performance with the initial 6 months as probation period. However, performance evaluation will be done every year and any unsatisfactory performance may lead to termination of contract.
