ACCOUNTANT
(EAC/HR//2014-2015/024)
Grade : P1 equivalent
Organ : EAC Secretariat
Directorate : Peace and Security
Reports to : Director, Finance and Administration
Duration : initial 6 months to be renewed for the subsequent
implementation phase (54 months after the initial period)
subject to performance appraisal.
Main purpose
To coordinate efficient financial resource utilization and ensure that all payments are made in compliance with rules and regulations
Duties & Responsibilities:
1. Handle all financial functions related to program/project;
2. Assist in the preparation and monitoring of program estimates/budget
3. Verify the correct application of contract and grant award procedures;
4. Verify the existence of adequate and reliable supporting documents for Commitments, payments and any recoveries;
5. Verify the contractual and financial details of each invoice, payment
6. Request and interim or final itemized statement of account;
7. Prepare payroll, update lists of staff and their pay,
8. Take inventory of materials and equipment and, where appropriate, Inventories of stock financed by the project or program;
9. Prepare and make requests for replenishment and for closure.
10. Prepare Payment Orders
11. Liaise with partners and finance unit as and when necessary
12. Ensure the smooth and timely disbursement of funds.
13. Prepare documentation for audit purposes; produce audit working papers as required.
14. Research and document explanations of significant budget variances on a periodic basis
15. Prepare timely and accurate periodic financial reports
16. Participate in periodic financial reviews as appropriate.
17. Perform other related duties
Qualifications & Experience:
• Bachelor's Degree in accounting and an internationally recognized professional accountancy qualification such as ACCA or CPA is required
• Intermediate to advanced computer literacy, including experience in word processing, spreadsheets and accounting software.
• Experience with or knowledge of EDF procedures is a must.
• 5 years of experience in Accounting and Finance.
Skills & Competencies:
• Knowledge of sun systems accounting software or other accounting platform
• Ability to work well with others under deadline situations and respond to changes in priorities.
• Good writing and verbal communication skills as well as strong organizational skills.
• Ability to work independently, take initiative, set priorities. Strong service orientation.
Terms and conditions of Service
This post is donor funded and is a non established position whose contract terms are limited to the period of support. It may be renewed subject to performance and extension of the funding. The post offers an attractive consolidated remuneration package.
