ABOUT THE CLIMATE PARLIAMENT
The
Climate Parliament is a global network of legislators working to
accelerate the transition from fossil fuels to renewable energy. We
raise awareness of climate change amongst MPs, as well as of the
multitude of other risks of a reliance on fossil fuels. We support
legislators in taking political, legislative and budgetary initiatives
to promote solar, wind, hydroelectric, biomass, geothermal and other
forms of renewable energy. Our approach involves developing policies
that promote investment in renewables from the smallest scale: the rural
standalone and mini-grid technologies that can transform lives in the
poorest communities, to the largest: inter-regional renewable energy
supergrids that will give humanity the power to ditch fossil fuels for
good.
Active
in Tanzania since 2012, we are embarking on an exciting project to
deepen our policy impact in the Tanzanian parliament, working with our
existing cross-party network of Tanzanian MPs. Our focus will be on
seizing key policy moments in the coming months to ensure that
Tanzania’s renewable energy policy is strengthened so as to attract the
investment the country needs to harness its rich renewable resources and
increase energy access for those without modern energy services. The
project forms part of our on-going work to strengthen our parliamentary
networks across the East African region.
The
successful candidate will be an experienced political networker with a
background in advocacy and a strong grasp of Tanzanian energy, climate
and national development policies. S/he will be a native of Tanzania and
a fast learner with an ability to hit the ground running.
Essential - please do not apply unless you meet all of these criteria:
• A personal commitment to taking urgent action on climate change;
• Experience
of – or detailed professional knowledge of – the Tanzanian political
system, preferably with experience engaging with the National Assembly;
• Familiar with climate and energy policy, particularly in terms of options, impacts and implications for Tanzania;
• Educated to degree level in relevant discipline;
• Fluent in English and Swahili;
• Cooperative, team worker;
• Calm under pressure;
• Self-confident
personality with experience of liaising and working with senior
politicians – an outgoing individual who enjoys working with a diverse
range of political actors; and
• Proactive approach, with sufficient independent initiative to achieve results without daily supervision;
• Highly
organised individual and efficient administrator – please note that
since we are a small organisation with low overheads, all staff largely
manage their own logistics and administration in addition to their core
work;
• Confident
and autonomous user of web-based technologies, including online
applications and smartphone apps (most of our team collaboration is
managed online);
Desirable - one or more of the following:
• Experience
working in - or professional knowledge of - energy policy and/or
parliaments of other countries in the East African Community;
• Familiarity
of managing international donor-funded projects, with experience of
monitoring and evaluation, documentation and learning, financial and
narrative reporting;
• Fundraising experience with institutional or individual donors;
• Experience of organising conferences and events;
• Fundraising experience with institutional or individual donors;
• Experience of organising conferences and events;
• Experience of managing external consultants;
• Experience working in the energy sector, whether in government, civil society or the private sector; or
• Experience of drafting legislation or policy.
Job Description – the Tanzania Programme Officer will:
• Provide
research, policy and other forms of support to existing members of the
Climate Parliament Tanzania group as well as developing and expanding
the group;
• Work
with experts, partners and other stakeholders, mobilise MPs around
existing opportunities for parliamentary action and identify other
moments to influence renewable energy policy;
• With
support from the Climate Parliament Global Team, build relations with
international renewable energy experts and developers working in
Tanzania;
• Coordinate
the organisation (including logistics) of workshops and conferences for
senior politicians, public officials and renewable energy experts;
• Stay abreast of relevant research and policy developments, feed such work into parliamentary advocacy;
• Build and maintain networks with civil society, donors, industry experts to further the project’s development;
• Regularly meet with and report to donors, including documenting and recording project outcomes and successes;
• With support from the Climate Parliament Global Team, manage project budget and finances;
• Be the main point of contact for work across East Africa; and
• Carry out any other work that the Climate Parliament may require.
