Key Responsibilities:
 
Contractual Management:
  • Plan, organize, manage and perform a day-to-day activities of contractual management to meet the objectives and timeline of the programmes / divisions and sections ensuring that the process is in line with MRCS policies and procedures and its budget;
  • Provide technical guidance and support to the programmes for contractual management and hiring the individual consultant;
  • Verify and check the requests with the Term of Reference to prepare contracts;
  • Negotiate bargaining agreements for the fee and other conditions including travel mode, DSA, and etc. when required;
  • Manage and work with the programmes / divisions and sections for required services;
  • Manage the consultants roster and system, maintain and update it on monthly basis, to ensure the information is up-to-date and accurate;
  • Organize, update and maintain the consultants filing/database system;
  • Develop and update the TORs for consultants;
  • Prepare consultant cost per head report of programmes / divisions / sections, and overall organisation, and prepare consultant cost budgets as required;
  • Update and maintain statistical data for HRM including numbers of consultants under SSA and SC and consultant fee rates;
  • Ensure HR services is being operated according to MRC policies and procedures, HR best practices, fairly and with transparency;
  • Provide advice related to HR and HRMS services to the programmes / division and section when required;
  • Update and improve the human resources manuals to be in line with MRC objectives and directions;
  • Create ID numbers and input data of individual consultants into SOLOMON;
  • Participate at the Interview as an Ex-officio and preparing the interview report; and performs other functions of HRM Unit when the HR officer is absent;
  • Prepare "triggers" and other workflow automation where it benefits the MCR objectives and timelines in the HRMS.
Human Resources Management & Development (ICBP):
  • Assist Chief of HRS to review, revise and update the existing policies, procedure and manuals. Manage and Analyse Human Resources policies to ensure compliance with legal requirements.
  • Manage legislation, arbitration decisions, and collective bargaining contracts to assess industry trends and legislative changes;
  • Provide HR material, documents and databases required for the meetings;
  • Perform other tasks as assigned by the Chief of Human Resources Section.
 
Qualifications/Requirements:
  • University degree in human resources management, business administration, labour relations or related fields. A Master's degree is desirable;
  • At least 10 -15 years progressive working experience in human resources or personnel management preferably in an international/regional development co-operation context and with HRMS best practices;
  • Experience in contractual management, general administration and organisational development is a plus;
  • Experience in KPI and knowledge of United Nations' regulations and practice is helpful;
  • Strong computer skills, knowledge of database management, and the SOLOMON program is an advantage;
  • Ability to work under pressure and meet deadlines;
  • Excellent command of written and spoken English   Knowledge of more than one riparian language is an advantage;
  • Ability to work in a team environment is required.
