Globally, the Campaign for Tobacco-Free Kids (CTFK) supports efforts to reduce tobacco use in low-and middle-income countries that have high rates of tobacco use and have been targeted by the tobacco industry as growth markets. With the support of Bloomberg Philanthropies and the Bill & Melinda Gates Foundation, the Campaign helps local tobacco control advocates push for and implement laws and policies that save lives. The current Africa Program provides financial and technical support to non-governmental organizations (NGO), civil society groups, and governmental agencies in Africa working to enact strong tobacco control laws to reduce tobacco consumption. This position will be based in Senegal.
POSITION DESCRIPTION:
The Francophone Sub-Regional Coordinator will serve as core member of the Africa Program and be responsible for providing assistance to Africa Program grantees and partners in Francophone Africa on programmatic and administrative issues relating to our large portfolio of grants to non-governmental organizations, civil society groups, and governmental agencies in Africa. This position requires great attention to detail, excellent communication and writing skills, patience and an interest in public health issues, and advocacy strategies. Reporting to the Director of Africa Programs, the Consultant will:
PRIMARY DUTIES:
- In consultation with the Director of Africa Programs, support the operationalization of the approved Africa Regional Strategy, plans and budgets in the designated sub-region.
- Help build and maintain productive partnerships among national, community and government stakeholders to ensure support for the passage of strong policies and implementation processes in selected countries in Francophone Africa, as prioritized in the approved Africa Regional Strategy.
- Coordinate and prioritize grantees and partners work and translate project goals and objectives into implementable strategies and plans. Produce quality and timely reports on activities and other deliverables for the assigned portfolio of work and report against established targets.
- Support grantees and partners to formulate policy objectives and timelines for advocacy campaigns for law passage or to support effective implementation in line with the approved priorities of the Africa Regional Strategy, plans and budgets.
- Arrange regular meetings of grantees to ensure synergy as well as smooth implementation of approved initiatives.
- Identify capacity and training needs of CTFK partners and support CTFK plans to address partner priorities.
- Support, where appropriate, the development and strengthening of tobacco control coalitions in the assigned priority countries.
- In close collaboration with the Director of Africa Programs and Financial Compliance Officer, monitor grantees activities to ensure best practices and timely submission of required reports to donors.
- Hold weekly strategy discussion meetings with the Director of Africa Programs to discuss progress of work in the sub-region.
- Participate in Africa Core Team and Africa Team meetings and telephone discussions. Represent CTFK at key meetings with partners, policy makers and grantees and ensure that CTFK policy positions and priorities are fully communicated to all stakeholders in the assigned sub-region.
- Identify regional tobacco control issues that are relevant to CTFK's work and share these with the Africa Director and Africa team.
- Perform any other duties as might be requested by the Director of Africa Programs from time to time.
QUALIFICATIONS:
- Bachelor or Master's degree in public health or public policy; law degree or other related degree with international focus highly desirable.
- A minimum of 10 years of professional experience coordinating and managing a wide variety of projects including advocacy or policy change; proven ability to create and maintain effective working relationships with government. Stakeholders, NGO partners, and international organizations at various levels.
- Demonstrated success in planning and conducting advocacy activities on health-related policies, including planning and conducting advocacy campaigns to achieve health-related policy outcomes.
- Fluency in French and English is required; Demonstrated ability to communicate (verbally and in writing) complex issues in a concise, compelling, and easily understandable manner in both English and French.
- Strong interpersonal and organizational skills.
- Proven ability to work effectively and collaboratively as a member of a dynamic and dispersed team. Ability to work effectively and to report and communicate regularly and promptly with supervisor in a long distance management set-up.
- A track record of working in an empowering and culturally sensitive style with an array of African CSOs, government officials and partners.
- Proven ability to translate overall regional /organizational program strategies, priorities, plans and budgets into result-oriented activity plans at country-level.
