Period:12 months
Starting date:10 february 2015
Reporting to: Country Director.
Supervise: project managers, sector specialist, M&E officer.
External Coordination: donors, political authorities, other AVSI offices.
Main duties:
The Technical Advisor is a cross project position that will be engaged in a variety of cross-mission projects and tasks related to programme development that will involve collaboration with colleagues from all the geographical areas of the programme. The Advisor reports to the Country Director. Sectors of interests: Education, Child Protection, Health, Food Security, Livelihood all the sectors work in conflict and post conflict settings
Responsibilities:
In a mix context where humanitarian interventions are still ongoing and there is some space for new LRRD projects we are seeking a Technical Advisor to be part of the AVSI DRC coordination team. With her/his technical expertise the Advisor will support the Country Director to enhance project quality and design new project and activities in line with the country strategy. In particular the advisor will support the strategy development and will transfer this into project proposals, positioning papers. She/he will foster the discussion on specific issues and topics within the AVSI core activities (education, livelihood, food security and health). The advise will assure that concepts and information are included and put in place in the projects according to sectors guidelines.
Tasks:
  • Provide input to programme and project development in line with the country strategy and in close coordination with project managers and sector specialists;
  • Prepare proposals, concept notes, position papers as request by the Country Director;
  • Monitor implementation and compliance of project activities and results, in partnership with project managers;
  • To support the project managers including the quality of projects' reports produced by project managers;
  • Coordinate project monitoring and evaluation and preparing regular reports on overall program;
  • Define and manages field mission to carry out assessment and data gathering;
  • Participation in other clusters/working groups if/as when required;
  • Supervise and support project managers on the programmatic aspects;
  • Support the development of DRCs strategy in line with the Cuontry Director.
Qualifications:
Preferred Master in Developments, Political Sciences or other field related degree. The candidate must have at least 4 years experience in project and programme management in the above mentioned sectors. Proven experience in writing project proposal and concept notes. Strategic thinking is essential. Be fluent in written and spoken French and English. Solid experience in team management. Sound of security management is required due to the volatile context registered in the area. Ability to adapt to basic condition environment.
