Deputy Director, Supply Chain Operations
for the Pooled Procurement Mechanism (PPM) project in Woerden, the Netherlands.

The Global Fund to Fight AIDS, Tuberculosis and Malaria is a major financing institution in the fight against these diseases in 140 countries. The Global Fund selected PFSCM to be its primary Procurement Agent for Global Fund principal recipients, under its Pooled Procurement Mechanism (PPM) aimed at ensuring a cost-effective and efficient procurement process that meets all the Global Fund standards for a Procurement Agent. This service provides support to countries to resolve procurement bottlenecks and supply chain management challenges and to facilitate timely access to pharmaceuticals and other health products.
Role & Responsibilities
The Deputy Director Supply Chain Operations is responsible for the quality and efficiency of PFSCM operations for the Global Fund Pooled Procurement Mechanism project and ensures accountability throughout the supply chain. This position requires leadership qualities, management proficiency, superior organizational expertise, strong interpersonal skills, and ability to work under pressure and manage time efficiently.
Specific Responsibilities
- Support the PPM Project Director in the implementation of PFSCM's strategy and objectives to provide quality and timely service to Global Fund and its Principal Recipients (PR) under PPM.
- Organize, lead and manage the PPM Operations team in full accordance with PFSCM policies, standard operating procedures and work instructions (via the appointed leads – Procurement, Supply Delivery and Freight & Logistics).
- Collaborate with the PFSCM Project Management Office functional leads.
- Responsible and serve as the focal point for PPM operations (procurement and transport) for all products within PFSCM.
- Identify continuous process improvements opportunities and ensure timely implementation within the Operations team and in coordination with other PPM teams.
- Responsible for the performance of the teams at both global level and individual staff level (including external and internal KPIs).
- Pursue improvements and alignments between PPM and SCMS procurement and Freight and Logistics operations.
- Responsible for accurate implementation of Global Fund procurement strategy, requirements and policies.
- Responsible for coordinating with PFSCM Quality Assurance unit for accurate implementation of the Global Fund's Quality Assurance policy.
- Ensure order placements are in line with the Global Fund algorithm.
- Monitor and work towards improvement of vendor performance.
- Contribute to PFSCM's market intelligence for PPM related products.
- Provide regular progress and status reports to the PPM Project Director.
- Support the PPM Project Director in creating and maintaining the PFSCM culture in the Woerden PMO in a way which respects the i+ solutions culture as the host Organization.
- Act as a key liaison with the Global Fund Sourcing team and other key designated Global Fund staff on procurement and freight and logistics related issues.
- In coordination with PFSCM corresponding leads provide technical inputs to the Global Fund sourcing team and in particular to the disease portfolio leads and API specialist.
- Participate in the pediatric coordinated procurement working group (PCPWG).
- Review and approve vendor selections proposed by the buying team for all orders falling under Global Fund's algorithm.
- Represent PFSCM/PPM in external partner meetings when required.
- Participate in vendor meetings regarding procurement operational issues.
- In coordination with PFSCM Freight & Logistics Manager, participate in meetings with PFSCM Freight Forwarders.
- Coordinate/collaborate with Client Relations and Finance units, other PPM support functions (HR, Communication, Performance Management, and MIS) and other PFSCM units to ensure achievements of PPM projects objectives.
- Manage and support PPM operations. This includes, but is not limited to:
- Ensuring the operations follow the Global Fund procurement policies
- Ensuring the PFSCM procurement and F&L SOPs are being used and updated as needed with the PPM.
- Ensuring that coordinated and consolidated information/status and response are provided to Principal Recipient's in a timely manner on ongoing orders (including shipment overviews).
- Ensure information on PPM orders is input into PFSCM's ERP system on key milestones.
- Participate/lead in regular PFSCM PPM team meetings.
- Oversee and contribute to the development of and/or generation and distribution of project reports and other communication as required.
- Perform special PPM activities/initiatives as required.
Other duties as assigned and as appropriate to the position.
Qualifications
- Bachelor Degree in logistics, procurement, supply chain management, business management or a relevant field.
- Minimum ten years work experience in procurement, customer service or supply chain systems.
- Excellent ability to function in a detail-oriented environment.
- Experience working with donor funded programs a plus.
- Demonstrated ability to work comfortably with Microsoft Office software, specifically Word, Excel, and PowerPoint.
- Experience with ERP or procurement/supply chain management software.
- Demonstrated ability to work effectively both independently and as a team member.
- Proficiency in using database applications with the ability to focus on delivering high-quality client services.
- Excellent organizational and communication skills.
- Strong written and verbal English language skills.
- Strong interpersonal skills.
