The Norwegian Church Aid (NCA) is a Norwegian non-governmental and development organization working to promote Social Justice, Human Rights and Economic Justice for marginalized communities. NCA has its foundations based in the congregation of churches in Norway, whose efforts are dedicated towards eradicating poverty, its causes and social deprivation. In Tanzania, NCA works in collaboration with local partners. NCA seeks to recruit pro-active, self-motivated and experienced Planning, Monitoring, Evaluation and Reporting Program Officer to work on the country programme.
Overall objective for position the overall objective is to contribute to the effective planning, implementation, monitoring, evaluation and reporting of NCA Tanzania's Country Programmes. The position is responsible for ensuring programme achievements are measured and results are communicated clearly. The main focus of the position is to ensure cost efficient programme planning and implementation, to ensure learning among NCA staff and partners and timely monitoring, evaluation and reporting to various international donors.
Areas of responsibilities / Objectives' and duties
• As a member of the program team, contribute to the strategic direction of the Tanzania programme.
• Advise, monitor and follow up the implementation of goals and objectives of the country programme.
• Responsible for planning, monitoring, evaluation and reporting of NCA country programme
• Responsible for follow up of recommendations from evaluations and reviews to ensure continuous learning and effective project management
• Assist NCA and partners -in proposal writing, reporting and documentation of impacts according to NCA and donors r requirements.
• Prepare progress report and annual reports on partner's activities and share them with partners and other stakeholders.
• Function as a resource person in order to improve planning, monitoring, and reporting requirements of partner organizations.
• Compile, review and submit periodical, annual and situational plans and reports from the partners to the
• Programme Manager.
• Monitor the implementation of projects and ensure evaluations of the impact of the programmes/projects.
• Responsible for development of monitoring and evaluation framework
• Develop/organize training opportunities to build the capacity of the local partners in order to transfer skills.
• Provide professional support to partners.
• Contribute to cross-programme integration, learning, sharing and adoption of best practices from other NCA activities and programmes.
Qualifications:
• Tanzanian national with a good Master's degree in/or Social Science, Community Development, Development Studies, or Business Administration from a recognized learning institution.
• Strong social science research skills with practical knowledge in application of both quantitative and qualitative research methods
• Proven experience in project management
• Experience with evaluations and monitoring is desirable including development and tracking of indicators
• At least 5 years of relevant experience with relevant public or private institution
• Excellent verbal and written skills in English and Swahili
• Excellent report writing skills.
• Excellent communication and facilitation skills. commanding skills in computer application including MS Word, Excel, Internet and Microsoft outlook.

The ability to learn fast and adapt to change easily and work under pressure/tight deadlines with minimum supervision. Timely deliveries and good time management are expected.
Ability to work in multi-cultural settings and being able to interrelate with relevant stakeholders both at the national and sub-national levels. Professional inter-action with NCA head office in Norway and 17 country offices world-wide will apply.
