Job Description:
 
The overall purpose of this position is to streamline, coordinate and support improved grant management processes within Programs and Policy (P&P) in order to ensure effective, fiscally responsible and quality project implementation. The Team Leader for Grant Management and Compliance (TL) will ensure quality assurance across the whole grant portfolio. In coordination with the designated Grant Finance lead, the Team Leader will monitor and mitigate programmatic, compliance and financial risks associated with grant management.
 
They will provide oversight, management support and coordination for the implementation, monitoring and reporting of all grants and contracts within the P&P division. They will also build the organization's grant management capacity. They will contribute to ongoing development and review of the Resource and Acquisition Management strategic direction, and will support the acquisition team by providing information gained from field and client contacts.   
 
Job Requirements:
  • Analyze and manage grant portfolio performance and risks: Ensure high level analysis of portfolio performance and financial results. Work with the P&P Grant Finance lead to develop portfolio level financial reporting in key financial areas including overhead recovery, underspends, significant contract amendments, and contract extensions.
  • Grant startup and management systems: Support the inception stage of newly awarded contracts: start up new grants from award of contract by the client through to engagement of the grant manager and implementation team, engaging support as needed. Develop an annual work plan/implementation plan for grant management tracking for analytical purposes. Work with Grant Project Managers to develop and roll out common systems and processes to be used across the whole grant portfolio.
  • Participate in guiding Resource Acquisition & Management (RAM) strategic direction: Participate in the Compliance Working Group to ensure resolution of legal and financial compliance issues that will impact Grant Acquisition Management (GAM) activities. Participate in the RAM Steering Committee to contribute to the strategic direction for RAM activities. Contribute to the ongoing development, implementation and review of the RAM strategy by contributing knowledge of compliance issues, lessons learned from grant management, and intelligence gained from client contact.
  • Manage and build capacity of Grant Project Managers: Ensure accountability and performance management of Grant Project Managers through regular communication and feedback.
  • Provide information to support resource acquisition: Provide any information sourced from field based client personnel, project personnel, industry contacts or partner contacts on potential acquisition opportunities to the Business Development team.
Minimum Requirements:
  • Undergraduate degree with preference given to an advanced degree in international development or related field.
  • 5-7 years' experience managing successful institutional donor funded grants. Demonstrated experience in monitoring and mitigating financial and programmatic risks.
  • 5 years' experience managing and building the capacity of teams in the grant context.
  • Demonstrated experience in using and continuously improving grant management systems and processes.
  • Availability to travel internationally 2-3 times per year.
