MRC Secretariat is now recruiting highly qualified consultants for the following consultancies
1. International Consultant for Socio-Environment |

Key Responsibilities:
- Preparation of a note with approach and methodology to be followed for this part of the project and to be presented and discussed at the first workshop;
- Preparation of a specific questionnaire on the socio-environmental issues of waterborne transport in the Lower Mekong Basin, to be used by the National experts to collect data and information;
- If necessary, carry out additional surveys and studies to complete set of data and information;
- Assessment of the domestic and regional navigation socio-environmental data in the Lower Mekong Basin, including the upper region of the Lower Mekong Basin (upstream the Khone Falls) and the lower region of the Lower Mekong Basin by a review of the Cambodian Master Plan and Vietnamese Mekong Delta Sector plans;
- Prepare, in close cooperation with the National counterpart experts, a future short-term and long-term strategy to reduce the socio-environmental threats and enhance the socio-environmental opportunities offered by the navigation on the Lower Mekong Basin;
- Identify socio-environmental actions and projects to reach higher developed strategy, with amongst others:
- Regional Cooperation in Contingency Planning;
- Climate Change Mitigation and Adaptation Measures;
- Environmental and Social Impact Assessments (EIA and SIA);
- Opportunities for Inland Rural Waterway Transport (IRWT);
- Social and Environmental Impact Evaluation of all proposed actions;
- Participate in all technical meetings and workshops, as mentioned in the TOR.
Qualifications/Requirements:
- Degree in Master of Social and/or Environmental Sciences with specialisation in waterbornetransport and water related environment;
- Ten years experience in the social and/or environmental sector;
- Highly qualified in Master Planning, inland waterway transport and socio-environmental sciences;
- High knowledge of the inland waterway transport and socio-environmental situation in the Lower Mekong Basin;
- Excellent computer skills;
- Excellent knowledge of written and spoken English is absolute requirement;
- Working Experience in the region is an advantage.
