MRC Secretariat is now recruiting highly qualified consultants for the following consultancies

Key Responsibilities:
  • Assistance and advise given in selection of the international consultants and national experts if they have not yet been selected;
  • Preparation of a questionnaire on the current status of the Cambodian Master Plan for Waterborne Transport on the Mekong River System in Cambodia and the Vietnamese Sector plans for the Mekong Delta, to be used by the National counterpart experts to collect data and information;
  • Development of the Inception Report, giving approach, methodology, schedule and planning of the workload, including the results of the first Workshop;
  • Development of the Current Situation and Baseline Conditions Report, based on the Current Situation notes of the other international consultants and in full cooperation with the National counterpart experts;
  • Continuous appraisal and assessment of the project implementation, objectives, scope of work, schedule and methodology as presented in the Inception Report and dialogue with PMU to change where and whenever necessary;
  • Solid communication with the Project Director and Deputy Director. Ensure that the draft reports are meeting the deadlines;
  • Full responsibility / administration for the Consultant's reports and control quality management of the reports (reviews and edits);
  • Ensure a well-functioning coordination between the international consultants and between the international consultants and their national counterpart experts;
  • Ensure that each international consultant prepares a detailed questionnaire and list of tasks for their National counterpart experts;
  • Set up a sound mechanism for follow-up of the Master Plan reports, ensuring that the expert results of certain studies are communicated to the other experts who require the information;
  • Assist in the organisation of technical meetings and workshops to involve all stakeholders in the project;
  • Provision of technical advice regarding transport planning and strategy formulation;
  • Establish links with other projects / programs such as the MRC Navigation strategy, GMS Regional Transport Strategy, World Bank and ADB initiatives in order to find the optimal synergy and in order to avoid overlaps;
  • When necessary, hold extensive discussions with the main actors of the project and meet the various stakeholders in this project:
-          The MPW&T, other relevant ministries, the NMCs (coordinating units) and the MRC Secretariat (with the navigation program in particular);
-          The future beneficiaries of the implemented Master Plan (various stakeholders);
-          The relevant international organizations and multinational donor communities dealing with the water transport sector in the Lower Mekong Basin.
 
Qualifications/Requirements:
  • Degree as Master Mariner, Degree in Port Engineering, Marine Transport or Civil Engineering with specialisation in waterborne transport;
  • Ten years experience in the transportation sector;
  • Five years experience in the inland waterway transportation sector;
  • Highly qualified in Master Planning;
  • Project assistance and management experience in shipping;
  • High knowledge of Inland waterway transport on the Mekong River;
  • Excellent knowledge of international standards and operational rules and regulations related to inland waterway transportation and safety;
  • Excellent computer skills;
  • Excellent knowledge of project planning, implementation and monitoring;
  • Excellent knowledge of written and spoken English is absolute requirement;
  • Working Experience in the region is an advantage.
