Key Responsibilities:
  • Preparation of a note with approach and methodology to be followed for this part of the project and to be presented and discussed at the first workshop;
  • Preparation of a specific questionnaire on the port and terminal in the Lower Mekong Basin, to be used by the National experts to collect data and information;
  • If necessary, carry out additional surveys and studies to complete set of data and information;
  • Assessment of the domestic and regional river ports and terminals data in the Lower Mekong Basin, including the upper region of the Lower Mekong Basin (upstream the Khone Falls), especially the Quadrangle Area between China, Myanmar, Thailand and Lao PDR but also between Luang Prabang and Savannaketh and the lower region of the Lower Mekong Basin by a review of the Cambodian Master Plan and Vietnamese Mekong Delta Sector plans;
  • Prepare, in close cooperation with the National counterpart experts, a future short-term and long-term strategy for river port development and management in the Lower Mekong Basin, to increase cross-bordering, domestic and rural waterborne transport opportunities in the upper and lower region of the Lower Mekong Basin;
  • Identify port development and management actions and projects to reach higher developed strategy, with amongst others:
-          Forecasted trends for the development of ports, terminals and landing facilities (upgrading, expansions, new port and terminal constructions, …);
-          Dry ports and multi-modal transport;
-          Port Management Actions (information systems, privatisation, safety and security, …) ;
-          Prioritisation of port development investments (especially in the upper region of the LMB);
  • Participate in all technical meetings and workshops, as mentioned in the TOR.
Qualifications/Requirements:
  • Degree as Master in Business Engineering and/or Economics, specialisation in waterborne transport
  • Ten years experience in the port development and management sector;
  • Highly qualified in Master Planning and Port Development and Management;
  • High knowledge of Inland waterway transport on the Mekong River;
  • Excellent computer skills;
  • Excellent knowledge of written and spoken English is absolute requirement;
  • Working Experience in the region is an advantage.
