In Tanzania Oxfam is working in Shinyanga, Simiyu, Geita, Mwanza, Dodoma, Morogoro, Tanga, Manyara and Arusha to implement three change goals that have been identified in the country strategy for 2010/2015, namely Economic Justice - Rural Livelihoods (including smallholder, pastoralist and women's livelihoods), Gender Justice – equality for women and Social Justice centred in active citizenship and effective governance for quality essential services. Gender justice change goal aims at ending violence against women and to promote women's leadership and economic empowerment.
We are currently looking for a dynamic and knowledgeable Programme Manager for Gender Justice programme to enhance the impact of our work in Tanzania.
Roles and Responsibilities:
In this role you will report to the Gender Justice Coordinator and you will be responsible for the following:
• Ensuring that projects within the Gender Justice programme are linked together through a clear focus on the aims and objectives of the programme in the Gender Justice Strategy.
• Contributing to the ongoing development of the Gender Justice Strategy for Tanzania in line with the Joint Country Strategy (JCAS) and support the development of annual operational plans.
• Develop proposals for raising funds for the programme, prepare terms of reference for external consultants and partner organisations and prepare progress report of the implementation of the gender Justice Project and the Annual Operational plan. Identify and find means of strengthening internal capacity of partners to undertake programme planning monitoring and evaluation.
• Take lead in the provision of Support to partners on proposal writing, budget preparation and approval, report submissions, partner appraisal while ensuring partners understand the donor funded projects.
• Liaise with other Oxfam affiliates and organisations working on gender justice to ensure that there is learning between Oxfam programmes.
• Facilitate the development of effective planning monitoring and evaluation system by partner organisation and conduct monitoring and evaluation for partners through partner meetings and field visits.
• Support programme Coordinator to undertake annual learning event for Gender Justice Programme partners and stakeholders.
• Assist the Gender Justice Coordinator with effective financial management of gender justice projects including fund transfers, contracts management, budget approval, and financial monitoring.
• Be an active member of the Gender Justice team.
Skills and competencies:
A candidate envisaged for this role will have:
• Excellent working knowledge of the gender justice and women's rights context in Tanzania and the impact of poverty and development.
• Possess at least 3 years of work experience on gender justice/women rights programming with demonstrated ability to work at managerial and operational levels in the preparation and presentation and proposals, budget, reports and in monitoring and evaluation.
• Excellent competence and experience in managing and delivering capacity building support to partner NGO's and CSO's.
• Demonstrable knowledge of gender sensitive, participatory and sustainable development principles, approaches and models supporting civil society partners. Good IT skills with a working knowledge of Microsoft Office ( word processing, spread sheets, power point, internet and email),
• Fluent in both spoken and written English and Swahili, good communication and interpersonal skills.
• Flexibility in terms of travel and working hours.
• Ability to be an effective team player and adjust own ways of working and performance and to enable improvement in the work performance of the team while being sensitive to working in different environments with diversity of people and commitment to Oxfam values and objectives.
