Oxfam is an International NGO working with others to find lasting solutions to poverty and suffering in Tanzania and more than 80 other countries worldwide. In Tanzania Oxfam is working in Shinyanga, Dodoma, Morogoro, Tanga, Manyara and Arusha to implement three change goals that have been identified in the country strategy for 2010/2015, namely Economic Justice - Rural Livelihoods (including smallholder, pastoralist and women's livelihoods), Gender Justice – equality for women and Social Justice centred in active citizenship and effective governance for quality essential services.
We are currently looking for a dynamic and knowledgeable Education Programme Manager to enhance the impact of our work in Tanzania.
Role and Responsibilities:
In this role you will report to the Social Justice Programme Coordinator and you will be responsible for the following:
• Leading the development and management of the education programme with project officers and strategic partners, including vision and programme development, implementation, monitoring and evaluation, partner management, advocacy and campaigning, cost effectiveness, strategic focus and overall impact, so that expected results and outcomes are achieved with an emphasis at the primary level.
• Working within the overall country programme, and specifically Governance and Essentials Services programme plan for Tanzania.
• Maintain detailed analysis of the current situation with a particular focus on identifying best practices and initiatives in education as a basis for long term improvements in education in Tanzania.
• Provide expert advice and support to programme teams to design creative and innovative approaches for facilitating education projects that can have significant impact across the country.
• Promote use of consistent project management approaches and tools across education project, where appropriate, to maximise programme efficiency and facilitate effective management.
• Lead Oxfam's lobbying and media engagement for the education programme in line with the advocacy and communication framework, an understanding of gender and diversity considerations within key areas of responsibility and commitment addressing inequalities.
Skills and competencies:
A candidate envisaged for this role will have:
• Proven ability to drive programmes and change in challenging circumstances,
• Experience of creating and communicating visions for programmes that leads for change, strong knowledge, technical competence and experience in creating and delivering complex development programmes.
• Extensive experience in all aspects of project management.
• Experience in partnership and alliance building as well as organizational development. Capable of working at both a strategic and operational level.
• Excellent communication and influencing skills.
• Excellent people management skills with a track record in developing individuals and teams, mature understanding of the grassroots and national development policy issues impacting Tanzania,.
• Good experience with community participation, facilitation programmes and organizational networking.
