Oxfam is an International NGO working with others to find lasting solutions to poverty and suffering in Tanzania and more than 80 other countries worldwide. In Tanzania Oxfam is working in Shinyanga, Simiyu, Geita, Mwanza, Dodoma, Morogoro, Tanga, Manyara and Arusha to implement three change goals that have been identified in the country strategy for 2010/2015, namely Economic Justice - Rural Livelihoods (including smallholder, pastoralist and women's livelihoods), Gender Justice – equality for women and Social Justice centred in active citizenship and effective governance for quality essential services. Gender justice change goal aims at ending violence against women and to promote women's leadership and economic empowerment.
We are currently looking for a dynamic and knowledgeable Programme Finance Officer to enhance the impact of our work in Tanzania
Roles and Responsibilities:
In this role you will report to the programme Quality Coordinator and you will be responsible for the following:
• Conduct ongoing partnership assessments to ensure they reflect best practice with regard to financial accountability.
• Conduct periodic partner financial reviews for Oxfam partners in consultation with respective programme staff from programmes and or projects.
• Participate and critically contribute to project's peer reviews of partner proposals and budgets.
• Provide regular financial consultancy and support to partners in an effort to promote accountability and proper use of resources.
• Conduct periodic assessments of the finance management systems and capacities of partner organisations.
• Make recommendations for strengthening capacity and support implementation.
• Organise and conduct training or workshops in Financial Management for Oxfam partners.
• Support the programme quality unit with monthly risky monitoring update from the partner finance point of view.
• Support partners to use gender sensitive budgeting and financial reporting mechanisms.
• Support HIV&AIDS and Gender mainstreaming by ensuring that partner budgets and finance systems demonstrate resource allocation to these areas.
• Review all partner financial reports to Oxfam to ensure compliance with financial requirements and report to line manager accordingly.
• Prepare quarterly and annual progress reports to Country Programme Manager.
Skills and competencies:
A candidate envisaged for this role will have:
• Excellent communication skills, this will include strong written and spoken skills in both English and Kiswahili and the ability to translate complex concepts into simple to understand language.
• Relevant work experience in the management of financial resource preferably in an NGO including: audit, financial reporting requirements, operating computerised accounting systems and coding systems and knowledge of spreadsheet design and use.
• Relevant experience of organising and providing training preferably in financial management.
• Innovative, creative, and problem solving person with strong strategic thinking ability and have impeccable planning, organisation, and documentation skills.
• Flexible, adaptable and good team player person with willingness and ability to travel upcountry more frequently (the post will involve working with Oxfam's national civil society partners in Tanzania, currently the position will require approximately 12 field visits per year).
• Ability to both give and receive constructive feedback and a commitment to lifelong learning.
• High level of numeracy and accuracy and ability to produce accurate information and reports to set deadlines.
• Analytical skills and attention to detail.
