Human Resource Officer , Good Neighbors International (GNI)



Good Neighbors International (GNI) is an international humanitarian and development organization with Headquarters based in Seoul, the Republic of Korea. The Mission/Vision of GNI is to ensure a peaceful and secure world, where no one suffers from starvation; where no one fall victim to preventable diseases; where everyone is comforted and respected with no alienation for any reason. Good Neighbors Tanzania (GNTZ) was established in 2005 and has offices in Dar es Salaam, Mwanza, Shinyanga and Dodoma.
Good Neighbors Tanzania - Dodoma is looking for a dynamic individual to join our highly motivated team in the following role;

Position: Human Resource Officer (1 post)

Location: Dodoma
Objective: To ensure effective and transparent human resources management for the Saemaul Zero Hunger Communities project. He/she is required to support the organizations operation and administration procedures and is responsible for GNTZ's staff recruitment administration, establishment and management of human resource policies, terms and regulation, administration of routine HR and management of staff members personnel and performance evaluation records.
Project Background: The Saemaul Zero Hunger Communities project is a World Food Programme pilot project implemented by Good Neighbors Tanzania and Chamwino District Council, and funded by the Government of the Republic of Korea. The project is based in Chamwino District (Fufu, Suli and Chiboli villages), Dodoma region, Tanzania.
Duties and Responsibilities:
1) Staff Recruitment Process
• Review/prepare required job descriptions and terms of Reference
• Prepare vacancy announcements
• Screening process bases on qualifications for the post
• Arrangement and logistics for interviews
• Preparation of documents for the interview panel
• Organizing and participation in interview panel
• Drafting of contract for new staff members

2) Staff Terms and Regulations, and Terms of reference
• Review GNTZ terms and regulation and provide training to staff
• Provide Awareness of allowances, benefits, health insurance and income tax to all staff 
• Drafting, editing, reviewing and renewal of all staff members contracts and Job description

3) Staff Members Personal Records
• Maintaining and updating staff members personal records
• File each personal records and keep them updated (soft and Hard copy)

4) Routine Human Resource Administration
• Supervise and Manage staff members leave days, extra duties, attendance records
• Manage and record all Travel Authorization Forms and leave forms
• File all forms with staff members personal folder
• Prepare travel logistics in and outside the country
• Preparation of staff payroll monthly
• Taking Pension contribution to NSSF, Medical to NHIF and PAYE to TRA monthly.

5) Staff Induction, Training and Supervision
• Provide orientation and induction to New staff on GNTZ HR policies
• Use of office property
• Open bank account and register them to pension fund and health insurance
• Preparation of IDs to new staff
• Preparation of internal trainings, and workshops

6) Staff Performance Appraisal
• Communicate the importance of appraisal and how it will be done.
• Coordinate and help staff members to prepare their appraisal reports annually

7) Staff knowledge Management
• Responsible for coordinating and preparing staff knowledge management sessions.
• Follow up with staff members on their personal development and training agenda.

8) Handling disciplinary matters

10) Perform any other related duties as requested by your Supervisor

Competencies and Qualification
• Degree/ Advance Diploma in Human Resources, Sociology or any related course
• Minimum of 2 years work experience in Human resource issues, being stick in one organization for almost 2 years. 
• Extensive knowledge of Tanzania Labor Laws
• Strong interpersonal and communication skills
• Excellent skills in use of Microsoft Excel and MS word
• Ability to work in an international and multi-national environment
• Religious and cultural tolerance
• Ability to work independently and under pressure
