MSH seeks candidates for the position of Zonal Team Director for a health service delivery program that will be seeking to support the Government of Tanzania (GOT) to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition outcomes. The program will also support the GOT's Health Sector Strategic Plan (HSSP) IV Strategic Objective to deliver an integrated package of essential services in communities and health facilities, "applying evidence-based, efficient channels of service delivery," and the HSSP IV objective to "focus on geographic areas with higher disease burden."
The Zonal Director will provide overall leadership and management in the Zonal Offices, providing expertise in health systems strengthening and managing the coordination, implementation, and reporting of project activities within his/her assigned area. The Director strengthens partnerships with the local and state-level governments and supervises the technical advisors and local finance/administrative team.
Specific Responsibilities
- Assists the Project's Chief of Party (COP) in providing overall coordination of interventions for the Project in the Zones.
- Manages all activities within the zones and supervises the State Technical Specialist, Community Mobilization Coordinator, Data Specialist and other state level officers of the Project, integrating the activities into a single strategic approach at the States, local government, and community levels.
- Provides oversight and technical direction to the Project and collaborates with the COP in the appropriateness and quality of interventions.
- Has overall responsibility for coordinating all project activities in the zones under his/her jurisdiction.
- Serves as a technical liaison between the zonal offices, and other donors and stakeholders operating in states within the zone.
Qualifications
- Post graduate degree in public health, public administration or management, or a combination of equivalent or relevant experience and education.
- Minimum of 8 years' experience managing RH/FP, MCH, or integrated health projects. Demonstrated competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality. Demonstrated ability to lead a technical team to meet project objectives in multiple country sites and across multiple technical areas.
- Understanding of US Government regulations and administrative procedures.
- Proven ability to communicate well with, motivate, guide, and direct all levels of staff. Direct senior staff supervision experience required.
- Written and spoken fluency in English and Swahili.
