Director, Health Systems Strengthening

MSH seeks a Director of Health Systems Strengthening (HSS) for a comprehensive and integrated health service delivery program that will be seeking to support the Government of Tanzania (GOT) to increase access to high quality, comprehensive and integrated health services, especially for women and youth, with a focus on maternal, neonatal, child and reproductive health and nutrition outcomes. The program will also support the GOT's Health Sector Strategic Plan (HSSP) IV Strategic Objective to deliver an integrated package of essential services in communities and health facilities, "applying evidence-based, efficient channels of service delivery," and the HSSP IV objective to "focus on geographic areas with higher disease burden."
The Director of HSS will oversee project institutional and systems strengthening support provided at all levels; will assure that both country ownership and accountability (both Tanzania Mainland as well as well Zanzibar) stays at the forefront of all project activities; and will coordinate and align with the work of Ministry of Health and Social Welfare (MoHSW) as well as Prime Minister's Office and Regional Administration Local Government (PMO-RALG) as well other relevant line ministries and stakeholders in their efforts to strengthen GOT commitment to and resourcing of the Reproductive Maternal Newborn Child and Adolescent Health (RMNCAH) responses. The HSS Director leads the assessment of current health systems, constraints, and priorities at all levels, developing and scaling up enhanced programs in line with the Tanzania strategic health development plan. The D/HSS will also liaise with GOT officials in charge of key systems, such as the Reproductive Child Health Unit (RCH) Health Management Information System (HMIS), and MDS, in the MoHSW.
This position is subject to project award and funding.
Specific Responsibilities
  • S/he focuses on design and implementation to build sufficient and sustained capacity and monitors results to enable strong integrated health activities in the four levels of integration throughout the Tanzanian health system.
  • S/he has primary responsibility for the general oversight of all technical assistance in the development of health system management capacities and management tools.
  • As needed, the Director gives guidance and support to the Ministry of Health and Social Welfare (MoHSW) in the development of policies that promote strong health systems, integrated program and stewardship of new technical ideas and identifies and track new opportunities.
  • The Director supervises a team of technical long-term and short-term advisors and participates in the development of the project strategic and operational plans, overseeing the development and successful implementation of the HSS capacity building annual work plans.
  • Assist to plan and organize cost – recovery and health financing activities and integrate these into incentive programs for health care providers.
  • Assist to strengthen the network model to ensure that all levels of the network are supported to improve linkages and referrals throughout the system including community services, health centers and hospitals.
Qualifications
  • Minimum of a Master's degree in public health or other relevant field.
  • Minimum of 8 years senior-level, relevant public health experience in health systems strengthening and HSS interventions.
  • Demonstrated technical expertise in providing technical support and/or capacity building to government institutions in leadership, management, or governance; demonstrated ability to develop linkages with other organizations, including the private sector.
  • Proven experience with management and monitoring of development programs in the health arena.
  • Strong understanding of interventions in health systems strengthening. Excellent conceptualization, facilitation, planning and mentoring skills.
  • Experience in leadership, planning, management and organizational skills.
  • Willingness to travel within Tanzania as needed.
