BACKGROUND
The UTT Microfinance Plc (UTT-MFI) is a public financial institution promoted by the Government of the United Republic of Tanzania, under the ambit of the Ministry of Finance. The UTT MFI which commenced its business operations on 1st July, 2013; was incorporated on 28th June, 2013 as a public company limited by shares under the Companies Act (Cap 212), to implement Government policies on the matters relating to economic empowerment of the majority middle and low income Tanzanians. UTT MFI came into being as a result of the reorganization of Unit Trust of Tanzania (UTT) into three functional and independent companies.

1. Job Title: Senior Manager Operations

1.1 Reports to: Director of Operations
1.2 Job Summary:
Based in Dar es Salaaam, the Senior Operations Manager (SOM) will report to the Director of Operations (DOO) of UTT Microfinance. S/he will be responsible in supporting the work of the DOO by ensuring that branch operational activities run smoothly and efficiently; providing leadership, training and supervision within the branches; promoting business for the MFI by maintaining good customer relations. S/he will be responsible for growth and management of the portfolio of the MFI, including (but not limited to) loan portfolio management and deposit mobilization and management once the MFI is licensed to mobilize deposits. The SOM will assist the DOO to establish operations; and ensure portfolio quality and growth for long-term sustainability and profitability of the MFI.
1.3 Key Duties and Responsibilities:
i. Support the DOO in implementing the strategic plan of the MFI, focusing on increasing the outreach of the MFI through growth of the existing branches, the opening of new branches / outlets and deployment of new products;
ii. Support the growth of client base by mobilization, recruitment and registration of new clients, while maximizing client retention;
iii. Determine and recommend on new areas of business operations;
iv. Identifying areas of product innovation and modification;
v. With the support of the Product Development Unit / Department, championing the modification/refinement of the existing credit products in response to the dynamic market environment and available resources;
vi. Support the Research and Business Promotion Unit in pioneering to develop new products, including savings / deposits, fund transfer, micro-insurance, etc.
vii. Involved in a whole process of product development;
viii. Assist the DOO to ensure the quality of the portfolio (of all products) remains excellent, and grows both quantitatively and qualitatively for long-term sustainability and profitability of the MFI;
ix. Upon the licensing of the MFI by the Regulator, supervise branches and other operational outlets of all deposit operations and processes;
x. Assist the DOO to provide branches and other operations centers with adequate support, including ensuring efficient operations and maximum client satisfaction. This will include (but not limited to) making sure that disbursement, collections and deposits are always on time;
xi. Supervise the Branch Managers and other branch / outlet Operations staff in the management of the portfolio of the MFI;
xii. Support the approval of loan applications, where and when appropriate;
xiii. Supervise regular verification and reconciliation of daily transactions;
xiv. Support the branches in the delinquency management strategy, including legal actions against customers when necessary and appropriate;
xv. Monitoring and evaluating all Operational activities to ensure they conform to established procedures and required regulations. This will involve conducting periodic monitoring visits to the field;
xvi. Assist the DOO and HR department to recruit qualified and competent operations employees;
xvii. Assist the DOO to develop operations staff training plans and managing their implementation;
xviii. Provide effective training to Branch Managers, Credit Officers, Loan Administrators (if any) and other Operations staff;
xix. Assist the DOO to create job satisfaction and motivating staff through various motivational mechanisms;
xx. Assist the DOO to conduct performance evaluations of the staff under the Directorate of Operations and verify that the supervisory personnel in the department also perform evaluations of their staff in a timely manner according to established procedures;
xxi. Lead in improve the credit procedures of the institution when necessary and appropriate;
xxii. Assist the DOO to organize efficient and safe front office and back office procedures, including but not limited to:
a. Marketing & client acquisition.
b. Credit analysis.
c. Loan processing.
d. Loan disbursement.
e. Loan monitoring and efficient loan falling and over-due management.
f. Deposit mobilization.
xxiii. Perform any other duties as may be assigned by the Reporting Officer/ Chief Executive Officer.
1.4 Education and Experience:
i. The holder of this position must have a first degree plus a Master Degree in either Business Administration, Finance, Economics or other related social science fields;
ii. A minimum of five years experience in the operations of microfinance, with at least two years in middle or/and high management level;
iii. Knowledge of and recent experience with deposit operations and retail banking operations and products; including management and support of the deposit processing platform will be an added advantage;
iv. Advanced computer skills;
v. Excellent written and verbal communications skills in English and Swahili.
2. Job Title: Senior Research and Business Promotions Officer

2.1 Reports to: Research and Business Promotions Manager – UTT Microfinance Plc.
2.2 Job Summary:
Assist the Research and Business Promotions Manager in marketing and selling of UTT MFI products. Oversee Implementation of Annual Targets within the department and prepare Quarterly implementation reports for subsequent submission to the Management.
2.3 Key duties and Responsibilities:
i. Assists Head of the department in Preparing Departmental annual plans derived from the Strategic Plan and supervise implementation of such plan;
ii. Develop a situational analysis of the organization including its strengths, weaknesses, opportunities and challenges to assist in the development of business strategic plan;
iii. Marketing and acquiring new clients for UTT-MFI Loan Products and services; and submit monthly achievement report to the supervisor for subsequent submission to the Management;
iv. Develop and Generate new business ideas and opportunities and assist the Research and Business Promotion Manager in implementation of greed set Targets for the Unit;
v. Close follow up on business opportunities, ideas and provide feedback on existing products and develop clientele base and winning business proposals;
vi. Initiate and ensure proper marketing and promotion strategies are in place such that UTT Microfinance and its products are well promoted, advertised and that they don't lag behind other competitors and in the industry;
vii. Plan and prepare advertisement and promotional material to increase sales of products and services, working with customers, company officials, sales departments and advertising agencies;
viii. Inspect layouts and advertising copy and edit scripts, audio and video tapes and other promotional material for adherence to specifications;
ix. Provide presentation and product demonstration support during the introduction of new products and services to field staff and customers;
x. Assist Research and Business Promotion Manager in establishing new branches as per apron plan and renovating the existing ones;
xi. Performs any other duties as would be assigned by Supervisor/Senior officers.
2.4 Qualifications and Experience:
o Qualifications: The holder of this position must have a first degree in Business management, marketing, advertising or any equivalent qualification thereof; Plus a Masters degree with specialization in product designing or promotion.
o Experience: at least Five (5) years work experience in a reputable organization preferably in product designing and promotion.
3. Job Title: Senior Human Resources Officer

3.1 Reports to: Director of Human Resources
3.2 Job Summary:
Support the Director of Human Resources and UTT MFI Management to develop appropriate people strategies and solutions to meet business requirements. Assists the Director of Human Resources on planning and implementation of Directorate's Annual Plans and prepare quarterly implementation report for subsequent submission to the Management. Provides specialized Human Resource Management services in day to day management of human capital in alignment with UTT-MFI strategic objectives.
3.3 Key duties and responsibilities:
i. Assists the Director of Human Resources in managing the Human Resources Directorate by formulating short and long term work programs and supervises implementation of such programs;
ii. Interprets laws, Rules and Regulations governing the public Service Human Resource Management;
iii. Assist the Director of Human Resources in establishing and reviewing the Company's Human Resource policies and procedures to guide the management of people at work place; and takes measures to ensure that such regulations, policies and procedures are adhered to throughout the Company;
iv. Oversees all aspects of human resources management – including staff recruitment & placement, performance management training & development, staff welfare, staff Incentive, discipline, separation , etc. – in accordance with the UTT MFI's human resource management policies and systems;
v. Advices Directorates/ Functional Units on proper management of human resources, and in dealing with specific cases of staff matters;
vi. Deals with industrial relations and welfare matters, and ensures that the Company is properly represented when interfacing with external parties on employee-related matters;
vii. Oversee all issues relating to training and staff development matters, and ensures that the Company has a dynamic training program for its staff every financial year;
viii. Takes measures to ensure there is constant communication between the UTT MFI's Management and Staff on employee-related issues;
ix. Assist Director Of Human Resources in planning and implementation of Annual plans and targets and prepare quarterly implementation report for subsequent submission to the management;
x. Assist Director of Human Resources in making sure that Every Individual has a signed Job Description and work Targets for the respective financial year.
xi. Performs any other duty as may be signed by the Supervisor/ CEO.
3.4 Qualifications & Experience:
Qualifications: The holder of this position must have a degree in Public Administration, Human Resources Management, Sociology and Law , plus a Master's Degree in Human Resources Management, Public Administration; or Business Administration; majoring in Human Resources Management.
Experience: at least five (5) years of work experience since obtaining those qualifications.
4. Job Title: Senior Procurement Officer

4.1 Reports to: Administratively to the Director of Finance and Administrations & functionally to the Chief Executive Officer.
4.2 Job Summary:
Formulate and drive consistent approach towards all sourcing, purchasing and Tendering activities within the company and make sure that, the procurement activities and plans within the company are implemented as per plan, target or agreement.
4.3 Key duties and responsibilities:
i. Manages Procurement Management Unit [PMU] by formulating short and long term work plans for the Unit in line with approved Corporate plans; and supervises implementation of such plans;
ii. Advises the Chief Executive Officer on all matters relating to Procurement in the Company's functioning;
iii. Responsible for delegated functions and duties of the Unit;
iv. Provides timely advice to the Tender Board and user Departments on all matters pertaining to procurement;
v. Prepares annual Procurement plans, budgets and control of the resources of the PMU;
vi. Prepares periodic reports for submission to the Tender Board; Board of Directors or Management as the case may be;
vii. Ensures conformity with Public Procurement Act, its Regulations and Guidelines on All company procurement activities;
viii. Evaluates all procurement requirements and recommends the most appropriate procurement procedures;
ix. Manage Assigned contracts, taking responsibility for benchmarking, quality assurance and initiating corrective action as required;
x. To act as Secretary to the Tender Board;
xi. Responsible for the preparation and implementation of the annual procurement and disposal plans;
xii. Prepare draft bidding documents/requests for proposal, issue , receipt, opening and review evaluation reports for procurement of goods, and consultants and processing for clearance by the UTT MFI Tender Board;
xiii. Conduct training to the user department staff in areas of procurement and contract management;
xiv. Conduct training to members of the Tender board on basic procurement principles whenever necessary;
xv. Deals with stores, purchasing or clearing and forwarding and matters related therein;
xvi. Develops materials management policy, plans and control inventories;
xvii. Prepares plans for disposal of surplus assets and obsolete stock; and
xviii. Performs any other duties as may be assigned by the Supervisor/ Chief Executive Officer.
4.4 Qualifications and Experience:
Qualifications: Holder of Postgraduate degree in Material Management and Professional Qualification recognized by NBMM and registered with the NBMM as Certified Procurement and Supplies Officer
Experience: at least nine (9) years work experience in a reputable organization preferably in procurement and supplies field.
5. Job Title: Senior Risk & Compliance Officer

5.1 Reports to: the Chief Executive Officer.
5.2 Job Summary:
Formulate strategies on any potential risks to the profitability or existence of the company. Identify and assess threats, put plans in place for if things go wrong and decide how to avoid, reduce or transfer risks. Handle compliance issues relating to the day-to-day business of the Organization.
5.3 Key duties and responsibilities:
Functional Area: Risk Management
i. planning, designing and implementing an overall risk management process for the organization;
ii. risk assessment, which involves analyzing risks as well as identifying, describing and estimating the risks affecting the business;
iii. establishing and quantifying the organization's 'risk appetite', i.e. the level of risk they are prepared to accept;
iv. risk reporting in an appropriate way for different audiences, for example, to the board of directors, Chief Executive Officer and Management, so that they understand the most significant risks, to business heads to ensure they are aware of risks relevant to their parts of the business and to individuals to understand their accountability for individual risks;
v. corporate governance involving external risk reporting to stakeholders;
vi. carrying out processes to limit risks and prepare for if things go wrong;
vii. conducting audits of policy and compliance to standards, including liaison with internal and external auditors;
viii. Providing support, education and training to staff to build risk awareness within the organization.
Functional Area: Compliance
i. Developing and implementing the relevant strategies to tackle compliance issues;
ii. Ensuring all aspects of compliance are dealt with in an appropriate manner;
iii. Lead the development of a continuous improvement process in this area;
iv. Liaise with senior management on a regular basis reflecting on the compliance aspect of their respective business units and suggest how to reduce compliance risk;
v. Develop and periodically review and update Standards of Conduct to ensure continuing currency and relevance in providing guidance to management and employees;
vi. Respond to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures. Develop and oversee a system for uniform handling of such violations;
vii. Monitor, and as necessary, coordinate compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends;
viii. Identify potential areas of compliance vulnerability and risk; develop/implement corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future;
ix. Provide reports on a regular basis, and as directed or requested, to keep the senior management informed of the operation and progress of compliance efforts;
x. Ensure proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required;
xi. Institute and maintain an effective compliance communication programme for the organization, including promoting (a) heightened awareness of Standards of Conduct, and (b) understanding of new and existing compliance issues and related policies and procedures;
xii. Work with the Human Resources Department and others as appropriate to develop an effective compliance training programme, including appropriate introductory training for new employees as well as ongoing training for all employees and managers;
xiii. Monitors the performance of the Compliance Programme and relates activities on a continuing basis, taking appropriate steps to improve its effectiveness;
xiv. Perform any other duties as may be assigned by the Supervisor/ Chief Executive Officer.
5.4 Qualifications and Experience:
i. The holder of this position must have a first degree plus a Master Degree in either Business Administration, Banking & Finance, Economics, Risk Management Regulatory/ Compliance or other similar accreditation;
ii. A minimum of five years experience in the field of Risk Management and Compliance with a Bank/ Financial Institution with at least two years in middle or/and high management level;
iii. Advanced computer skills;
iv. Excellent written and verbal communications skills in English and Swahili.
6. Job Title: Credit Officer

6.1 Reports to: Branch In-charge
6.2 Job Summary:
Ensuring error free disbursement of loans to members in line with the approved UTT MFI credit policies and procedures. Meeting with members, evaluating their applications, advising them transparently about the details of UTT-MFI products and services, recruit clients/members, finalize loan applications and supervising loan collections and loan recoveries.
6.3 Key duties and responsibilities:
i. Recruit Clients and disburse loan products as per agreed Targets; and sell other UTT MFI services as per agreed performance targets (BSC);
ii. Coordinating and developing the formation of client groups for group guarantee products and handling other type as per the respective policy and procedures;
iii. Meet with applicants/clients, receive loan applications and respond to inquiries in respect to product features, loan eligibility, and application processes;
iv. Providing necessary assistance and training to all clients as per policies and procedures;
v. Prepare loan application and submit it to the Loan Committee for further action;
vi. Perform loan orientation to customers and sell the existing products to prospective customers;
vii. Compiles business information, analyze and provide recommendation; this will include applicants' financial status, credit, and property evaluation to determine feasibility of granting loans; Explain to customers the different types of products, loans and credit options that are available, as well as the applicable terms and conditions;
viii. Ensure consistence and thorough collection process in the event of defaults or problematic loan;
ix. Review and update credit and loan files;
x. Review loan agreements to ensure that they are complete and accurate according to applicable policies;
xi. Handle customer complaints and take appropriate action to resolve them;
xii. In conjunction with senior managers; recommend review and updates of products, credit policies, procedures and standards;
xiii. Timely and accurately processing of data into core Banking systems;
xiv. Perform any other duties as would be assigned by supervisor/senior officers from time to time.
Qualifications and Experience:
Qualification: The holder of this position must have First Degree in Finance Management, Commerce, Economics or Accountancy, Community Development, or Agribusiness.
Experience: minimum of three (3) years experience since obtaining those qualifications.
7. Job Title: Assistant Credit Officer

v. Explain to customers the different types of products, loans and credit options that are available, as well as the applicable terms and conditions;
vi. Monitors issuance of loans and ensure fully recovery;
vii. Review and update credit and loan collection book;
viii. Review loan agreements to ensure that they are complete and accurate according to applicable policies;
ix. Handle members complaints and take appropriate action to resolve them;
x. In conjunction with senior managers; recommend review and updates of products, credit policies, procedures and standards;
xi. Encourage each group to establish the yearly goal and ways to achieve them;
xii. Provide loan and saving development training to the UTT MFI members;
xiii. Performs any other duties as would be assigned by supervisor/senior officers from time to time.
7.4 Qualifications and Experience:
National Form VI certificate with Ordinary Diploma, Business Administration, Banking, Accountancy, Economics, Community Development or Insurance.
8. Job Title: Assistant Operations Officer (Customer Care)
8.1 Reports to: Branch in charge
8.2 Job Summary:
Receives members and prospective members' inquiries, analyses them requests, provides appropriate information as requested or ascertains who can best provide the information and route the requests/inquiries to the competent officer responsible in ensuring retention of the organization's members (customer) base.
8.3 Key duties and responsibilities:
i. Attending visitors/prospective members and investors calling at the offices and giving them appropriate and relevant information;
ii. Receives members and prospective members' inquiries, analyses them requests, provides appropriate information as requested or ascertains who can best provide the information and route the requests/inquiries to the competent officer responsible in ensuring retention of the organization's members (customer) base;
iii. Have a complete knowledge of services rendered by UTT-MFI, and complete range of products, taking responsibility to stay update and ask for assistance to acquire latest developments;
iv. Responsible for ensuring retention of the organization's members base which includes promoting the organization to the existing members;
v. Adhere to all company policies, guidelines and ethical business practices while providing services members or prospective members;
vi. Work with Organization branch Office staff to resolve customer/members problems, facilitate solutions and enhance customer service offering;
vii. Maintains detailed walk in and activity reports and provide them to the supervisor on daily basis;
viii. Conduct follow up phone call to survey respondents who have concerns, questions or inquiries;
ix. Receiving Incoming mails, distribute them accordingly and dispatch all outgoing mails;
x. Performs any other duty as may be assigned by supervisor/ senior officers from time to time.
8.4 Qualifications and Experience:
Qualifications: Holder of National Form VI certificate with Ordinary Diploma in Customer Care, Business Administration.
Experience: At least three (3) years of practical work experience in customer care from Microfinance or Banking Institutions.
Computer literacy: Ms. Word, Excel and Access.
Experience of similar tasks from Microfinance institutions would be an added advantage.
9. Job Title: Assistant Operations Officer (Teller)

9.1 Reports to: Branch In-charge
9.2 Job Summary:
Operate a teller window to serve clients, receive cash deposits for loan repayments and disburse cash, verify cash received/paid, offload cash from till, daily cash balancing, deposit cash with designated banks as would be directed by Management from time to time, generate reports, report cash differences and security conscious.
9.3 Key duties and responsibilities:
i. Receive cash in various forms such as Mobile money deposits, Agent banking deposits, loan repayments, cash from Treasury and any other fees or charges related to loans;
ii. Pay cash to clients as approved by Competent Authority as per existing financial and credit policies;
iii. Thoroughly verify cash in the physical presence of the other party/customer/ supervisor/other teller (note by note and coin by coin) and where doubts exist inform the concerned parties;
iv. Observes till limits, whenever a teller accumulates cash in excess of the established till limit notify Supervisor or Accountant to offload cash;
v. Count cash on hand and balance the day's accounts. Must ensure that figures and total balances reflected by the system match with physical cash at hand at close of business on a daily basis;
vi. Notify the Supervisor about any cash differences/counterfeit notes. Excess cash must be declared;
vii. Generate teller transaction list which shows all the transactions posted on clients' loan accounts on daily basis;
viii. Generate a teller balance report which shows net cash closed with and a breakdown by totals of amounts received on loan repayments, other deposits like loan refunds, loan recoveries of written off loans, etc;
ix. Note and verify significant information as required by policy/procedure;
x. Maintain favorable members relations through proper handling of all collection and disbursement functions;
xi. Direct customers to appropriate Officers for clarifications only on complex matters or enquiries;
xii. Perform any other related duties as would be assigned by the Supervisor/ Senior Officers from time to time.
9.4 Qualifications and Experience:
Qualifications: Holder of National Form VI certificate with Ordinary Diploma in Banking, Accountancy or Business Administration or Insurance.
Experience: At least 3 years' experience in similar tasks.
Experience on Teller services from Microfinance or Banking institutions will be an added advantage
10. Job Title: Office Assistant

10.1 Reports to: Principal Accountant.
10.2 Job Summary:
Assisting office duties assigned by supervisor's e.g photocopying & scanning, courier services, file movement. Meetings facilitation etc . Ensure that the office kitchen is clean all the time and washing all the utensils. Prepare and serve tea to UTT-MFI staff and other official guests when necessary.
10.3 Key duties and responsibilities:
• Collection and delivery of mails;
• Prepare and serve tea to UTT MFI staff and other Official guests when necessary;
• Ensure that Office kitchen is clean and wash all kitchen utensils;
• Open and closes office doors and windows;
• Dispatches mails, and other documents;
• Provide photocopy services & canning;
• Supervise office files movement and control file movement register;
• Reports maintenance problems to the supervisor immediately when arises;
• Perform any other duty assigned by superiors.
10.4 Qualifications and Experience:
Holder of Secondary Education Examination with a certificate in Office Practice from TPSC, NIP or any other Institute recognized by NACTE. Good interpersonal communication skills in Kiswahili.

1. Job Title: Senior Manager Operations

1.1 Reports to: Director of Operations
1.2 Job Summary:
Based in Dar es Salaaam, the Senior Operations Manager (SOM) will report to the Director of Operations (DOO) of UTT Microfinance. S/he will be responsible in supporting the work of the DOO by ensuring that branch operational activities run smoothly and efficiently; providing leadership, training and supervision within the branches; promoting business for the MFI by maintaining good customer relations. S/he will be responsible for growth and management of the portfolio of the MFI, including (but not limited to) loan portfolio management and deposit mobilization and management once the MFI is licensed to mobilize deposits. The SOM will assist the DOO to establish operations; and ensure portfolio quality and growth for long-term sustainability and profitability of the MFI.
1.3 Key Duties and Responsibilities:
i. Support the DOO in implementing the strategic plan of the MFI, focusing on increasing the outreach of the MFI through growth of the existing branches, the opening of new branches / outlets and deployment of new products;
ii. Support the growth of client base by mobilization, recruitment and registration of new clients, while maximizing client retention;
iii. Determine and recommend on new areas of business operations;
iv. Identifying areas of product innovation and modification;
v. With the support of the Product Development Unit / Department, championing the modification/refinement of the existing credit products in response to the dynamic market environment and available resources;
vi. Support the Research and Business Promotion Unit in pioneering to develop new products, including savings / deposits, fund transfer, micro-insurance, etc.
vii. Involved in a whole process of product development;
viii. Assist the DOO to ensure the quality of the portfolio (of all products) remains excellent, and grows both quantitatively and qualitatively for long-term sustainability and profitability of the MFI;
ix. Upon the licensing of the MFI by the Regulator, supervise branches and other operational outlets of all deposit operations and processes;
x. Assist the DOO to provide branches and other operations centers with adequate support, including ensuring efficient operations and maximum client satisfaction. This will include (but not limited to) making sure that disbursement, collections and deposits are always on time;
xi. Supervise the Branch Managers and other branch / outlet Operations staff in the management of the portfolio of the MFI;
xii. Support the approval of loan applications, where and when appropriate;
xiii. Supervise regular verification and reconciliation of daily transactions;
xiv. Support the branches in the delinquency management strategy, including legal actions against customers when necessary and appropriate;
xv. Monitoring and evaluating all Operational activities to ensure they conform to established procedures and required regulations. This will involve conducting periodic monitoring visits to the field;
xvi. Assist the DOO and HR department to recruit qualified and competent operations employees;
xvii. Assist the DOO to develop operations staff training plans and managing their implementation;
xviii. Provide effective training to Branch Managers, Credit Officers, Loan Administrators (if any) and other Operations staff;
xix. Assist the DOO to create job satisfaction and motivating staff through various motivational mechanisms;
xx. Assist the DOO to conduct performance evaluations of the staff under the Directorate of Operations and verify that the supervisory personnel in the department also perform evaluations of their staff in a timely manner according to established procedures;
xxi. Lead in improve the credit procedures of the institution when necessary and appropriate;
xxii. Assist the DOO to organize efficient and safe front office and back office procedures, including but not limited to:
a. Marketing & client acquisition.
b. Credit analysis.
c. Loan processing.

e. Loan monitoring and efficient loan falling and over-due management.

xxiii. Perform any other duties as may be assigned by the Reporting Officer/ Chief Executive Officer.
1.4 Education and Experience:
i. The holder of this position must have a first degree plus a Master Degree in either Business Administration, Finance, Economics or other related social science fields;
ii. A minimum of five years experience in the operations of microfinance, with at least two years in middle or/and high management level;
iii. Knowledge of and recent experience with deposit operations and retail banking operations and products; including management and support of the deposit processing platform will be an added advantage;
iv. Advanced computer skills;
v. Excellent written and verbal communications skills in English and Swahili.
2. Job Title: Senior Research and Business Promotions Officer

2.1 Reports to: Research and Business Promotions Manager – UTT Microfinance Plc.
2.2 Job Summary:
Assist the Research and Business Promotions Manager in marketing and selling of UTT MFI products. Oversee Implementation of Annual Targets within the department and prepare Quarterly implementation reports for subsequent submission to the Management.
2.3 Key duties and Responsibilities:
i. Assists Head of the department in Preparing Departmental annual plans derived from the Strategic Plan and supervise implementation of such plan;
ii. Develop a situational analysis of the organization including its strengths, weaknesses, opportunities and challenges to assist in the development of business strategic plan;
iii. Marketing and acquiring new clients for UTT-MFI Loan Products and services; and submit monthly achievement report to the supervisor for subsequent submission to the Management;
iv. Develop and Generate new business ideas and opportunities and assist the Research and Business Promotion Manager in implementation of greed set Targets for the Unit;
v. Close follow up on business opportunities, ideas and provide feedback on existing products and develop clientele base and winning business proposals;
vi. Initiate and ensure proper marketing and promotion strategies are in place such that UTT Microfinance and its products are well promoted, advertised and that they don't lag behind other competitors and in the industry;
vii. Plan and prepare advertisement and promotional material to increase sales of products and services, working with customers, company officials, sales departments and advertising agencies;
viii. Inspect layouts and advertising copy and edit scripts, audio and video tapes and other promotional material for adherence to specifications;
ix. Provide presentation and product demonstration support during the introduction of new products and services to field staff and customers;
x. Assist Research and Business Promotion Manager in establishing new branches as per apron plan and renovating the existing ones;
xi. Performs any other duties as would be assigned by Supervisor/Senior officers.
2.4 Qualifications and Experience:
o Qualifications: The holder of this position must have a first degree in Business management, marketing, advertising or any equivalent qualification thereof; Plus a Masters degree with specialization in product designing or promotion.
o Experience: at least Five (5) years work experience in a reputable organization preferably in product designing and promotion.
3. Job Title: Senior Human Resources Officer

3.1 Reports to: Director of Human Resources
3.2 Job Summary:
Support the Director of Human Resources and UTT MFI Management to develop appropriate people strategies and solutions to meet business requirements. Assists the Director of Human Resources on planning and implementation of Directorate's Annual Plans and prepare quarterly implementation report for subsequent submission to the Management. Provides specialized Human Resource Management services in day to day management of human capital in alignment with UTT-MFI strategic objectives.
3.3 Key duties and responsibilities:
i. Assists the Director of Human Resources in managing the Human Resources Directorate by formulating short and long term work programs and supervises implementation of such programs;
ii. Interprets laws, Rules and Regulations governing the public Service Human Resource Management;
iii. Assist the Director of Human Resources in establishing and reviewing the Company's Human Resource policies and procedures to guide the management of people at work place; and takes measures to ensure that such regulations, policies and procedures are adhered to throughout the Company;
iv. Oversees all aspects of human resources management – including staff recruitment & placement, performance management training & development, staff welfare, staff Incentive, discipline, separation , etc. – in accordance with the UTT MFI's human resource management policies and systems;
v. Advices Directorates/ Functional Units on proper management of human resources, and in dealing with specific cases of staff matters;
vi. Deals with industrial relations and welfare matters, and ensures that the Company is properly represented when interfacing with external parties on employee-related matters;
vii. Oversee all issues relating to training and staff development matters, and ensures that the Company has a dynamic training program for its staff every financial year;
viii. Takes measures to ensure there is constant communication between the UTT MFI's Management and Staff on employee-related issues;
ix. Assist Director Of Human Resources in planning and implementation of Annual plans and targets and prepare quarterly implementation report for subsequent submission to the management;
x. Assist Director of Human Resources in making sure that Every Individual has a signed Job Description and work Targets for the respective financial year.
xi. Performs any other duty as may be signed by the Supervisor/ CEO.
3.4 Qualifications & Experience:
Qualifications: The holder of this position must have a degree in Public Administration, Human Resources Management, Sociology and Law , plus a Master's Degree in Human Resources Management, Public Administration; or Business Administration; majoring in Human Resources Management.
Experience: at least five (5) years of work experience since obtaining those qualifications.
4. Job Title: Senior Procurement Officer

4.1 Reports to: Administratively to the Director of Finance and Administrations & functionally to the Chief Executive Officer.
4.2 Job Summary:
Formulate and drive consistent approach towards all sourcing, purchasing and Tendering activities within the company and make sure that, the procurement activities and plans within the company are implemented as per plan, target or agreement.
4.3 Key duties and responsibilities:
i. Manages Procurement Management Unit [PMU] by formulating short and long term work plans for the Unit in line with approved Corporate plans; and supervises implementation of such plans;
ii. Advises the Chief Executive Officer on all matters relating to Procurement in the Company's functioning;
iii. Responsible for delegated functions and duties of the Unit;
iv. Provides timely advice to the Tender Board and user Departments on all matters pertaining to procurement;
v. Prepares annual Procurement plans, budgets and control of the resources of the PMU;
vi. Prepares periodic reports for submission to the Tender Board; Board of Directors or Management as the case may be;
vii. Ensures conformity with Public Procurement Act, its Regulations and Guidelines on All company procurement activities;
viii. Evaluates all procurement requirements and recommends the most appropriate procurement procedures;
ix. Manage Assigned contracts, taking responsibility for benchmarking, quality assurance and initiating corrective action as required;
x. To act as Secretary to the Tender Board;
xi. Responsible for the preparation and implementation of the annual procurement and disposal plans;
xii. Prepare draft bidding documents/requests for proposal, issue , receipt, opening and review evaluation reports for procurement of goods, and consultants and processing for clearance by the UTT MFI Tender Board;
xiii. Conduct training to the user department staff in areas of procurement and contract management;
xiv. Conduct training to members of the Tender board on basic procurement principles whenever necessary;
xv. Deals with stores, purchasing or clearing and forwarding and matters related therein;
xvi. Develops materials management policy, plans and control inventories;
xvii. Prepares plans for disposal of surplus assets and obsolete stock; and
xviii. Performs any other duties as may be assigned by the Supervisor/ Chief Executive Officer.
4.4 Qualifications and Experience:
Qualifications: Holder of Postgraduate degree in Material Management and Professional Qualification recognized by NBMM and registered with the NBMM as Certified Procurement and Supplies Officer
Experience: at least nine (9) years work experience in a reputable organization preferably in procurement and supplies field.
5. Job Title: Senior Risk & Compliance Officer

5.1 Reports to: the Chief Executive Officer.
5.2 Job Summary:
Formulate strategies on any potential risks to the profitability or existence of the company. Identify and assess threats, put plans in place for if things go wrong and decide how to avoid, reduce or transfer risks. Handle compliance issues relating to the day-to-day business of the Organization.
5.3 Key duties and responsibilities:
Functional Area: Risk Management
i. planning, designing and implementing an overall risk management process for the organization;
ii. risk assessment, which involves analyzing risks as well as identifying, describing and estimating the risks affecting the business;
iii. establishing and quantifying the organization's 'risk appetite', i.e. the level of risk they are prepared to accept;
iv. risk reporting in an appropriate way for different audiences, for example, to the board of directors, Chief Executive Officer and Management, so that they understand the most significant risks, to business heads to ensure they are aware of risks relevant to their parts of the business and to individuals to understand their accountability for individual risks;
v. corporate governance involving external risk reporting to stakeholders;
vi. carrying out processes to limit risks and prepare for if things go wrong;
vii. conducting audits of policy and compliance to standards, including liaison with internal and external auditors;
viii. Providing support, education and training to staff to build risk awareness within the organization.
Functional Area: Compliance
i. Developing and implementing the relevant strategies to tackle compliance issues;
ii. Ensuring all aspects of compliance are dealt with in an appropriate manner;
iii. Lead the development of a continuous improvement process in this area;
iv. Liaise with senior management on a regular basis reflecting on the compliance aspect of their respective business units and suggest how to reduce compliance risk;
v. Develop and periodically review and update Standards of Conduct to ensure continuing currency and relevance in providing guidance to management and employees;
vi. Respond to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures. Develop and oversee a system for uniform handling of such violations;
vii. Monitor, and as necessary, coordinate compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends;
viii. Identify potential areas of compliance vulnerability and risk; develop/implement corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future;
ix. Provide reports on a regular basis, and as directed or requested, to keep the senior management informed of the operation and progress of compliance efforts;
x. Ensure proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required;
xi. Institute and maintain an effective compliance communication programme for the organization, including promoting (a) heightened awareness of Standards of Conduct, and (b) understanding of new and existing compliance issues and related policies and procedures;
xii. Work with the Human Resources Department and others as appropriate to develop an effective compliance training programme, including appropriate introductory training for new employees as well as ongoing training for all employees and managers;

5.4 Qualifications and Experience:

ii. A minimum of five years experience in the field of Risk Management and Compliance with a Bank/ Financial Institution with at least two years in middle or/and high management level;

iv. Excellent written and verbal communications skills in English and Swahili.
6. Job Title: Credit Officer

6.1 Reports to: Branch In-charge
6.2 Job Summary:
Ensuring error free disbursement of loans to members in line with the approved UTT MFI credit policies and procedures. Meeting with members, evaluating their applications, advising them transparently about the details of UTT-MFI products and services, recruit clients/members, finalize loan applications and supervising loan collections and loan recoveries.
6.3 Key duties and responsibilities:
i. Recruit Clients and disburse loan products as per agreed Targets; and sell other UTT MFI services as per agreed performance targets (BSC);
ii. Coordinating and developing the formation of client groups for group guarantee products and handling other type as per the respective policy and procedures;
iii. Meet with applicants/clients, receive loan applications and respond to inquiries in respect to product features, loan eligibility, and application processes;
iv. Providing necessary assistance and training to all clients as per policies and procedures;
v. Prepare loan application and submit it to the Loan Committee for further action;
vi. Perform loan orientation to customers and sell the existing products to prospective customers;
vii. Compiles business information, analyze and provide recommendation; this will include applicants' financial status, credit, and property evaluation to determine feasibility of granting loans; Explain to customers the different types of products, loans and credit options that are available, as well as the applicable terms and conditions;
viii. Ensure consistence and thorough collection process in the event of defaults or problematic loan;
ix. Review and update credit and loan files;
x. Review loan agreements to ensure that they are complete and accurate according to applicable policies;
xi. Handle customer complaints and take appropriate action to resolve them;
xii. In conjunction with senior managers; recommend review and updates of products, credit policies, procedures and standards;
xiii. Timely and accurately processing of data into core Banking systems;

8. Job Title: Assistant Operations Officer (Customer Care)
8.1 Reports to: Branch in charge
8.2 Job Summary:
Receives members and prospective members' inquiries, analyses them requests, provides appropriate information as requested or ascertains who can best provide the information and route the requests/inquiries to the competent officer responsible in ensuring retention of the organization's members (customer) base.
8.3 Key duties and responsibilities:
i. Attending visitors/prospective members and investors calling at the offices and giving them appropriate and relevant information;
ii. Receives members and prospective members' inquiries, analyses them requests, provides appropriate information as requested or ascertains who can best provide the information and route the requests/inquiries to the competent officer responsible in ensuring retention of the organization's members (customer) base;
iii. Have a complete knowledge of services rendered by UTT-MFI, and complete range of products, taking responsibility to stay update and ask for assistance to acquire latest developments;
iv. Responsible for ensuring retention of the organization's members base which includes promoting the organization to the existing members;
v. Adhere to all company policies, guidelines and ethical business practices while providing services members or prospective members;
vi. Work with Organization branch Office staff to resolve customer/members problems, facilitate solutions and enhance customer service offering;
vii. Maintains detailed walk in and activity reports and provide them to the supervisor on daily basis;
viii. Conduct follow up phone call to survey respondents who have concerns, questions or inquiries;
ix. Receiving Incoming mails, distribute them accordingly and dispatch all outgoing mails;
x. Performs any other duty as may be assigned by supervisor/ senior officers from time to time.
8.4 Qualifications and Experience:
Qualifications: Holder of National Form VI certificate with Ordinary Diploma in Customer Care, Business Administration.
Experience: At least three (3) years of practical work experience in customer care from Microfinance or Banking Institutions.
Computer literacy: Ms. Word, Excel and Access.
Experience of similar tasks from Microfinance institutions would be an added advantage.
9. Job Title: Assistant Operations Officer (Teller)

9.1 Reports to: Branch In-charge
9.2 Job Summary:
Operate a teller window to serve clients, receive cash deposits for loan repayments and disburse cash, verify cash received/paid, offload cash from till, daily cash balancing, deposit cash with designated banks as would be directed by Management from time to time, generate reports, report cash differences and security conscious.
9.3 Key duties and responsibilities:
i. Receive cash in various forms such as Mobile money deposits, Agent banking deposits, loan repayments, cash from Treasury and any other fees or charges related to loans;
ii. Pay cash to clients as approved by Competent Authority as per existing financial and credit policies;
iii. Thoroughly verify cash in the physical presence of the other party/customer/ supervisor/other teller (note by note and coin by coin) and where doubts exist inform the concerned parties;
iv. Observes till limits, whenever a teller accumulates cash in excess of the established till limit notify Supervisor or Accountant to offload cash;
v. Count cash on hand and balance the day's accounts. Must ensure that figures and total balances reflected by the system match with physical cash at hand at close of business on a daily basis;
vi. Notify the Supervisor about any cash differences/counterfeit notes. Excess cash must be declared;
vii. Generate teller transaction list which shows all the transactions posted on clients' loan accounts on daily basis;
viii. Generate a teller balance report which shows net cash closed with and a breakdown by totals of amounts received on loan repayments, other deposits like loan refunds, loan recoveries of written off loans, etc;
ix. Note and verify significant information as required by policy/procedure;
x. Maintain favorable members relations through proper handling of all collection and disbursement functions;
xi. Direct customers to appropriate Officers for clarifications only on complex matters or enquiries;
xii. Perform any other related duties as would be assigned by the Supervisor/ Senior Officers from time to time.
9.4 Qualifications and Experience:
Qualifications: Holder of National Form VI certificate with Ordinary Diploma in Banking, Accountancy or Business Administration or Insurance.
Experience: At least 3 years' experience in similar tasks.
Experience on Teller services from Microfinance or Banking institutions will be an added advantage
10. Job Title: Office Assistant

10.1 Reports to: Principal Accountant.
10.2 Job Summary:
Assisting office duties assigned by supervisor's e.g photocopying & scanning, courier services, file movement. Meetings facilitation etc . Ensure that the office kitchen is clean all the time and washing all the utensils. Prepare and serve tea to UTT-MFI staff and other official guests when necessary.
10.3 Key duties and responsibilities:
• Collection and delivery of mails;
• Prepare and serve tea to UTT MFI staff and other Official guests when necessary;
• Ensure that Office kitchen is clean and wash all kitchen utensils;
• Open and closes office doors and windows;
• Dispatches mails, and other documents;
• Provide photocopy services & canning;
• Supervise office files movement and control file movement register;
• Reports maintenance problems to the supervisor immediately when arises;
• Perform any other duty assigned by superiors.
10.4 Qualifications and Experience:
Holder of Secondary Education Examination with a certificate in Office Practice from TPSC, NIP or any other Institute recognized by NACTE. Good interpersonal communication skills in Kiswahili.
