Job Summary

​Cardno Emerging Markets USA, Ltd (Cardno) is seeking technical experts for the anticipated USAID-funded Support Services for Local Solutions IQC in the Asia region. The purpose of the IQC is to provide capacity development assistance in the areas of technical and/or advisory services to local development organizations and USAID funded organizations to increase aid effectiveness and sustainability.  Capacity development services will focus on financial management, procurement, and project/contractual management. Cardno is therefore seeking international and local experts (with ability to work regionally) candidates with expertise and experience in the following technical areas:

• Financial management
• Development and implementation of accounting systems and tools
• Program budgeting
• Internal controls and risk management
• Procurement
•  Internal and external auditing

Key Responsibilities

• ​At least seven years of relevant experience in any of the technical areas listed above
• Regional experience required in Southeast Asia or China
• Master's degree or professional qualification in a related field is preferred.
• Good understanding of the NGO sector in the region (or part of the region)
• Experience working on USAID or other donor projects
• Experience providing technical assistance or capacity building to NGOs or government entities preferred
• Experience with institutional capacity assessments and/or capacity building a big plus.
