DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Chief, Organization Design and Classification Unit, Field Personnel Operations Service, and the overall guidance of the Project Manager, the Human Resources Officer will be responsible for the following duties:
• Participate in the preparation and validation of the organizational structure, reporting lines, numbers, levels and categories of posts in peacekeeping operations and special political missions
• Provide an analysis of the relation between staffing of missions and the functions and jobs;
• Prepare comparative analysis of staffing of similar sections for missions of the same size;
• Keep abreast with legislative decisions and organizational guidelines and prolicies pertaining to staffing of peacekeeping operations and special political missions;
• Review the job descriptions for functions applicable to positions across field missions;
• Conduct systematic review of the staffing structure of the missions at the same size and provide advice for level and functional title of all posts in similar sections based on the classified job descriptions relevant to the posts;
• Prepare reports on the finding of the structural review and job classification for field missions;
• Review and advice on the feedback of the missions on the recommendations for the level of posts in sections;
• Conduct classification review of the individual requests from field missions;
• Review of the appealed cases with a view to resolving them before submission to the Classification Appeals Committee;
• Contribute to the implementation of classification result and maintaining detailed organizational charts, staffing tables, job descriptions and standard functional titles;
• Perform other duties as required

Knowledge of United Nations classification system and experience of applying classification standards. Well-developed analytical, statistical, communications and drafting skills. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

QUALIFICATIONS
Experience
A minimum of five years of progressively responsible experience in human resources management or related area. Experience in organisational design, post and staffing table management is desirable. A minimum of one year experience in post classification is desirable. Experience with IMIS, Nucleus, database management and statistical systems is required.
Education
Advanced university degree (Master's Degree or equivalent) in the field of Human Resources Management, Administration or related field. A first level university degree with a relevant combination of academic qualifications and extensive experience in Human Resources Management may be accepted in lieu of the advanced university degree.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.
