As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. In its programme 'Support to the East African Community (EAC) Integration Process', GIZ cooperates with the Secretariat of the EAC.

GIZ is currently looking to fill the position of Change Manager for the East African Community.

Duty Station: Arusha

Background

GIZ, as part of German Development Cooperation, is cooperating with the Secretariat of the East African Community (EAC) to improve the steering of the integration process. As one part of the overall EAC-GIZ programme,, Organizational Development focuses on improving processes and systems to ensure that the Secretariat can effectively and efficiently perform its mandate: to facilitate the EAC integration process. In that regard, the EAC-GIZ programme is supporting the ISO-certification of the EAC Secretariat in terms of quality management (ISO standard 9001:2008), and has institutionalized over the past years the online East African Monitoring System (EAMS).

Position description

The Change Management Expert will play a key role in helping performance improvement projects such as Performance contracting, Quality Management, Budget management, Risk Management, East African Monitoring System etc. (change initiatives) meet organisational schedule and budget objectives. He/she will focus on the people side of change – including changes to business processes, systems and technology, job roles and organization structures. The primary focus will be creating and implementing change management plans that minimise employee resistance and maximise employee engagement.

The Change Management Expert will work to drive faster adoption, greater ultimate utilisation and higher proficiency on the changes impacting staff of the Community so that Community results are achieved.

Role and Responsibilities

The Change Management Expert will be directly supporting the Secretary General of the East African Community, and will be attached to the Human Resource department. He/she will be providing time-sheets to the GIZ Manager of the Organizational Development component within the EAC-GIZ program. Also, he/she will have to interact with all departments and directorates in the Secretariat to succeed. The Change Management Expert will act as a coach for the Secretary General, senior leaders and executives in helping them fulfil the role of change sponsors. The Change Management Expert will also support project teams in integrating change management activities into their project plans. Finally, he/she may provide direct support and coaching to front-line managers and supervisors as they help their direct reports through transitions.

The general duties encompass

Applying a structured change management approach and methodology for the people-side change caused by the new projects and change efforts.

Developing a change management strategy based on a situational awareness of the details of the change and the groups being impacted by the change.

Identifying potential people-side risks and anticipated points of resistance, and developing specific plans to mitigate or address the concerns.

Conducting readiness assessments, evaluating results and presenting findings in a logical and easy-to-understand manner.

Developing a set of actionable and targeted change management plans – including communication plan, sponsor roadmap, coaching plan, training plan and resistance management plan.

Supporting the execution of plans by employee and Management

Be an active and visible coach to executives/leaders who are change sponsors.

Creating and managing measurement systems to track adoption, utilization and proficiency of individual changes.

Identifying resistance and performance gaps and work to develop and implement corrective actions.

Creating and enabling reinforcement mechanisms and celebrations of success.

Determining appropriate processes for organization improvement and optimization.

Providing Organization Development solutions such as organizational employee assessment and organization team building sessions.

Initiating and participating in benchmarking of internal and external best practices related to OD solutions.

Identifying and using instruments and surveys to analyze individual and group behaviour and recommending strategies for making needed changes.

Influencing and supporting changes in organizational behaviour by facilitating team building; resolving work group conflict; influencing changes in group in norms values and culture.

Creating a forum for Human Resource staff in all organs and institutions to harmonise and integrating change management activities.

Working with HR and Communication departments to ensure that internal communication is strengthened and formulate plans and activities to support implementation of the change initiatives.

Consider the results of the EAC branding analysis, especially the internal EAC survey, propose and implement strategies to address the salient issues in terms of Employer branding.

Qualifications

At least a Master's degree in Organizational Development, Human Resource, Strategic Management or a related field from a recognised university/institution.

Professional certification in change management is a MUST.

Minimum 10 years work experience in change management processes in corporate/public or intergovernmental entities.

Skills and Competencies

Demonstrated and solid understanding of how people go through a change and the change process; experience with different change management models (theory of change; Lewin model, Adkar etc.) is a plus.

Experience and knowledge of change management principles, methodologies and tools.

Exceptional communication skills – both written and verbal.

Excellent active listening skills.

Ability to clearly articulate messages to a variety of audiences.

Ability to establish and maintain strong relationships.

Ability to influence others and move toward a common vision or goal.

Flexible and adaptable; able to work in ambiguous situations.

Resilient and tenacious with a propensity to persevere.

Experience with large-scale organizational change efforts.

Conditions of contract

The above position will be sponsored by the EAC-GIZ programme until February 2016 (end of current program phase) according to GIZ rules and regulations. The assignment is expected to start in January 2015. Further employment is subject to extension of the Organizational Development component of the EAC-GIZ programme as well as to the performance of the position holder.
