As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. In its programme 'Support to the East African Community (EAC) Integration Process', GIZ cooperates with the Secretariat of the EAC.
GIZ is currently looking to fill the position of Brand Manager for the East African Community.

Background
GIZ, as part of German Development Cooperation, is cooperating with the Secretariat of the East African Community (EAC) to improve the steering of the integration process. As one part of the overall EAC-GIZ programme Organisational Development focuses on improving processes and systems to ensure that the Secretariat can effectively and efficiently perform its mandate: to facilitate the EAC integration process. In that regard, the EAC-GIZ programme is supporting the ISO-certification of the EAC Secretariat in terms of quality management (ISO standard 9001:2008), and has institutionalized over the past years the online East African Monitoring System (EAMS).
Position Description
The EAC brand manager is the gatekeeper of the EAC brand, and is consulted on proper use throughout all advertising, promotions, internal publications, marketing, social media presence and any other environment in which the brand appears. He/she participates in brand strategy discussions with EAC Executives and communication counterparts from all EAC organs and institutions and collaborates with the planning and communication teams to ensure that strategic objectives are met and that increased recognition of the EAC is taking place.
The EAC brand manager's function consists of planning, developing and directing marketing efforts for the EAC brand. The Brand manager supervises the EAC brand's content and functions. He/she brand standards and usage guidelines and assists with integrating campaigns with brand consistency.
The general duties encompass:
• Developing, Executing, monitoring and tracking innovative brand communication activities, as well as advertising placement across the region.
• Monitoring/tracking brand health and overall performance.
• Conceptualize strategic initiatives and follow through with well-planned and executed campaigns that will favorably position the EAC in the minds of key stakeholders.
• Manage external marketing partners such as advertising agencies, digital marketing firms and production companies.
• Ensure that EAC brand guidelines and corporate identity elements are strictly adhered to in all communications and collaterals
Specifically, he/she is responsible for:
• Brand Planning:
Develop short and long term brand plans that achieve the organizations communication targets. This will include, but is not limited to advertising, program/promotions/campaigns, publications and research.
• Program management and execution:
Manage the day-to-day logistics of the brand programs. Among others, the Brand Manager will ensure that the approved calendar of activities is implemented within schedule and budget.
• Develop communication tools:
Work with external marketing partners to develop communication tools including audience segmentation and targeting tools, brand positioning and usage guidelines.
• Enhance Media Efficiency and Effectiveness:
Identify cost-effective opportunities maximize media reach at lower costs by analyzing audience data and guiding channel selection accordingly.
• Stakeholder Analysis:
Undertake periodic stakeholder analysis for the EAC brand. The Brand Manager will be required to brief research agencies, analyze surveys and generate insights and disseminate the same to the Executives and organs and institutions to better understand emerging trends and dynamics in the region. Also, identify opportunities in markets where there are unmet needs as part of this role, the Brand Manager will carry out regular opinion polls to assess public views on relevant EAC issues.
• Outreach activities:
Define schedules and budgets and provide support materials for the EAC outreach activities including with reports and publications for officials undertaking the outreach activities.
• Digital Communications Platforms:
Draft policy and strategy for digital communications in line with the overall EAC communication policy. Develop the day-to-day content calendar for EAC social media channels including image creation with the agency. In addition, the Brand Manager will:
o Oversee the set up and management of the communication portal for the
EAC
o Cultivate relationship with social influencers and seek integration opportunities for the brand.
o Track and measure impact of social media efforts using Omniture tracking tools and Google analytics.
o Monitor and evaluate impact of social media programs and make recommendations for program enhancements and improvements.
• Develop reports and circulate to key stakeholders across the organization on a timely basis.
Qualifications requirements
• Education: Bachelor's degree or MBA in Marketing or equivalent work experience.
• Minimum 6 years of related work experience.
• A professional qualification in marketing such as CIM will be an added advantage
Skills and Competencies:
• Strategic Leadership - ability to drive both short and long-term brand growth.
• Analytical - ability to convert analysis into insights, sustainable strategies, and actionable plans.
• Superior Critical Thinking and Problem Solving - resourceful at achieving objectives/ results despite obstacles. Able to sort through complex data to identify the core issues and develop a plan of action to resolve them.
• Strong communication and influence skills – clear, concise, and persuasive in style. Leads thinking of both marketing and cross-functional counterparts and agencies. Ability to build strong relationships with counterparts (EAC organs/institutions/ministries), civil society and private sector and cross-functional strategic EAC teams.
• Comfortable making decisions with limited information and resources. Self-reliant/proactive and has a pioneering spirit. Takes initiative and follows-through on commitments to achieve results
• Must be able to work collaboratively with EAC organs and institutions as well as with internal EAC Secretariat resources to drive superior results.
• Travel to EAC conferences, exhibitions and trade shows will be required.
• Ability to synthesize and communicate branding language for different audiences
• Well organized and able to function in an environment with multiple simultaneous projects
• Knowledge of design, photo, video, and how their used via social media.
Reporting
The Brand Manager will on a day to day report to the Head of EAC Corporate Communications and Public Affairs Department.
Terms and Conditions of service
The Brand manager will be contracted for 12 months under terms and conditions of GIZ. After 12 months, the position is funded by EAC on EAC terms and conditions.
The brand manager is expected to start in January 2015.
