Budget Manager, P-4, New York at UNICEF
Purpose of the Position
Under the general guidance of the Senior Budget Manager, the incumbent will be responsible for the review and analysis of budget proposals and the management, monitoring and control of budgetary expenditure for offices as assigned.
Key Expected Results
  1. Analyze budget submissions from the assigned regions, and evaluate cost effectiveness of proposals and determine affordability based on organizational resources and priorities. Ensure proposals adhere to organizational policies, rules, regulations and procedures. Submit outcome of analysis to Senior Budget Manager.
  2. Monitor budgetary expenditure, analyze expenditure forecasts and prepare variance analysis for the assigned offices to ensure appropriate and optimum use of approved budget allocations.
  3. Ensure allotments are issued in line with relevant budgetary authority and provide guidance and advice on the efficient and correct use of allocated resources.
  4. Support regional integrated budget reviews through guidance, advice and support on all budgetary issues affecting the offices.
  5. Advise and support offices on budgetary process and the correct application and interpretation of policies and procedures; to assist them in the budget planning, preparation and management process. Conduct training courses on budget systems and procedures.
  6. Draft budget narratives and submit consolidated tables for inclusion in budget estimates for the assigned regions.
  7. Establish work plan and performance evaluation for the geographical unit under his/her supervision.
Qualifications of Successful Candidate
  • An advanced university degree (Master's) in Accounting, Business Administration, Financial Management, Economics, or a directly-related technical field(s) is required. Valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level (Bachelor's) university degree (as identified above), may be taken in lieu of an advanced university degree.
  • A minimum of eight (8) years of relevant work experience, at the national and international levels, in Budget, Finance, Accounting, Banking or a directly-related field(s), with direct involvement in budget systems and management, is required.
  • Knowledge and experience of International Public Accounting Standard (IPSAS) and/or International Financial Reporting Standards (IFRS) is considered highly desirable.
  • Knowledge and experience in an Enterprise Resource Planning system (i.e. SAP) is highly desirable.
  • Previous hands on experience in a supervisory/managerial capacity is required.
  • Previous work experience within an international organization is highly desirable.
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
