Job Summary:
The Deputy Program Manager will work closely with the Program Manager, HR Director, and subcontractor personnel to ensure maximum recruitment of institutional contractor employee positions, consistent hiring practices and comprehensive orientation, and highest quality administrative support. The Deputy Program Manager will have direct contact with contract employees to provide day-to-day support and will work with the Program Manager to ensure that the project's policies and procedures are complete, appropriate, and effectively implemented.

· Prepare scopes of work, job descriptions, and employee budgets
- Source, Screen and qualify resumes against contract needs
- Prepare employment agreements and hiring packets
- Process and review O-1, Alien of Extraordinary Ability, Lawful Permanent Residence Petitions, and H-1B Temporary Skilled worker petitions.
- Review all visa requests for missing documentation and information.
- Track and monitor status of all petition filings to ensure timely update.
- Verify educational credentials and other required documents.
- Participate in employee orientations
- Manage logistical aspects for overseas placements and temporary duty travel
- Support the project's reporting requirements and information management
- Assist in the development of written policies and procedures, forms, and communication materials
- Coordinate community outreach efforts and activities for the Program.
- Participate in local and national social marketing activities and programs, including social marketing training and professional development opportunities.
- Work closely with upper management to coordinate content of materials, advertisements, and marketing messages.
- Develop recruitment fliers and outreach brochures.
- Represent the project at employee meetings, recruitment fairs, and other events as needed
Required Qualifications
- US citizenship is required
- Bachelor's degree in related business or technical field
- Minimum 10 years' experience leading recruitment services large scale staff augmentation contracts
- Demonstrated understanding of Federal Acquisition Regulations (FAR) and agency specific regulations, including the Defense Federal Acquisition Regulations (DFAR).
- Demonstrated experience managing transition activities for contracts or related work
- Strong working knowledge of program management methodologies
- Ability and desire to maintain and expand client relationships through the delivery of high quality work
- Ability to multitask and work effectively, independently and in teams, ensuring timely completion of assignments and meeting established quality standards.
- Excellent interpersonal and diplomatic skills, including the ability to interact in a professional manner with senior government managers and teammates during periods of high stress and tight deadlines.
- Excellent written and oral communications skills
- Ability to design, develop and deliver high-quality program results in a highly collaborative environment.
Position Type/Expected Hours of Work: This is a full-time position, and regular hours of work and days are Monday through Friday, 9 a.m. to 6 p.m.; however, this position can regularly require long hours and frequent weekend work.
Travel: 10-15 percent of local travel is expected.
