The Urban Programming Advisor, South & Asia Pacific Region will provide strategic leadership and champion urban programming in the South Asia & Pacific (SAP) Region and support National Offices (NOs) in building urban programming capacity and the adoption and scaling of existing tools and frameworks; support the development of national urban strategies (where applicable) and coordinate efforts to establish and link Urban Learning Hubs in SAP countries; help identify gaps and facilitate evidence-based research, learning and knowledge exchange between practitioners and technical experts; build and strengthen urban networks and collaboration with external agencies, donors and organizations; and support innovation and resource mobilisation related to urban programming.

RESPONSIBILITIES INCLUDE:
- Lead the development and implementation of the Regional Strategic Guidance for Urban Programming, in alignment with other regional and global strategies and priorities.
- Share / facilitate access to urban programming resources and appropriate learning and support opportunities for National Offices. These may include active involvement in training, establishing institutional links, identifying opportunities for staff exchange or mentoring.
- Document and disseminate learnings, research material, and programming resources throughout South Asia & Pacific, working with the Urban Centre of Expertise.
- Coordinate a peer action-learning group of committed National Offices to review, adapt, and pilot new urban programming tools and models.
- Participate and actively contribute in the partnership forums, working groups and networks related to Urban Programming.
- Liaise regularly with the regional Business Development Director to monitor significant donor opportunities relevant to Urban Programming in the SAP Region.
REQUIRED SKILLS INCLUDE:
- Post graduate qualifications and / or Professional background in Urban Planning, Urban Development, or other relevant field.
- Knowledge of urban development and poverty dynamics, issues, and contributing factors.
- Knowledge of programming resources and tools in urban community development programming.
- Understanding of fundamental R&D processes leading to project model development.
- Understanding of strategy implementation and organisational change processes.
- Demonstrated inter-personal and negotiation skills.
- Experience in an advisory or leadership position.
- Regular travel to field locations is expected for this role, particularly to Asia Pacific member countries of the peer action-learning group.
- This role involves contributing to the facilitation and coordination of a virtual, geographically-dispersed Urban Learning Network.
