Job Purpose ;
The Monitoring and Evaluation (M&E) Manager is responsible for developing, implementing and continuously monitoring the integrated program plans and systems for gathering, reporting and analyzing performance indicators/data. The M&E Manager works closely with the field operations/program officers, Field Managers, NACP or RCHS/MOHSW, CDC/Tanzania, and partners to ensure that performance-monitoring plans are feasible, appropriate and capture adequate scope of CDC funded HBC project in Tanzania.
In collaboration with other M & E program officers will be responsible for project indicator monitoring, ensuring monitoring tools are revised and project staff and implementing partners are properly trained to use them. She/he will continuously advise the project Manager on project status towards achieving set targets.
Key Responsibilities ;
Conduct update training on integrated service data collection tools
Participate in the preparation of quarterly and annual service reports
Receive service data from POs and entering them into the system
Receive reports from partners and field office, analyze and consolidate into a single quarter report
Develop M&E plans for proposals for future projects and/or review project proposals from the programmatic M&E perspective
Develop and review program M&E strategic plans to ensure that selected indicators can realize program targets
Develop and implement programs and district- level performance monitoring plans, including identification of performance indicators; performance reporting systems; field based technical assistance and monitoring of M&E system; and reporting.
Work closely with the respective program officers and line manager to ensure that the performance monitoring plans and strategic implementation frameworks are complementary and consistent.
Participate in the preparation of program reviews, reports and other M&E-related documents for review and approval by line manager and Deputy or Country Representative before their submissions to NACP, MOHSW and CDC.
Ensure that HBC, NGO, and CBO MIS are compatible with MOHSW/GoT and CDC formats.
Ensure that all donor and Red Cross requirements related to project M&E are fulfilled in a timely manner
Read partners and field reports and provide (individual) relevant feedback (HBC, HCT, OVC, FP/RH)
Provide implementation support to relevant Partners
Put in place systems for continuous programs implementation monitoring and feedback and make field visits where necessary
Be part of the Knowledge Management team that will vigorously work to share project learning and other resources from within and without for enhanced organizational effectiveness
Participate in planning and selection of qualified consultants for M & E related work and critically assess consultant reports and other deliverables
Leading targets setting Activities
Represent TRCS in relevant partners M&E forums
Carry out other duties and special assignments, as required by supervisor.
Basic Requirements ;
Masters level degree (MS or MPH) in demography, statistics or management information systems with a minimum of three years experience in Monitoring and evaluating health programs.
Thorough knowledge of HIV/A IDS and reproductive health issues, Home based testing and counseling related to effective M&E knowledge of Tanzania public sector, including CBO, FBOs and NGOs.
Excellent word-processing (word) and spread sheet (excel) skills required.
Experience in graphics, presentation software and statistical analysis software desirable.
Demonstrate excellent written and oral English communication Skills.
Experience in writing proposals, budgets, project documents, and reports.
Be able to make frequent travel within Tanzania
Experience with CDC -funded health projects will be an added advantage.
