Oxfam is an International NGO working with others to find lasting solutions to poverty and suffering in Tanzania and more than 80 other countries worldwide. In Tanzania Oxfam works with more than 46 civil society organisations in Shinyanga, Simiyu, Geita, Mwanza, Dodoma, Morogoro, Tanga, Lindi, Iringa, Mtwara, Kagera, Manyara and Arusha to implement three change goals that have been identified in the country strategy for 2011/2015, namely Economic Justice - Rural Livelihoods (including smallholder, pastoralist and women's livelihoods), Gender Justice – equality for women ending violence against women and to promote women's leadership and economic empowerment and Social Justice centred in active citizenship and effective governance for quality essential services.
We are currently looking for a dynamic and knowledgeable Human Resources Officer to enhance the impact of our work in Tanzania.
Roles and Responsibilities:
In this role you will report to the Country Human Resources Manager and you will be responsible for the following:
• Facilitate manpower planning by creating a platform for managers to be proactive in the determination of their manpower needs over a short, medium and longer term.
• Undertake the full range of staff recruitment and selection processes within agreed timeframes, advice and support to line management on the development of job profiles, job slotting, drafting and placing advertisements, drafting interview questions, coordinating candidate information and interviews, preparation of selection reports, conducting reference checks, constructing offers and employment contracts.
• Ensure compliance of the recruitment policies for the Oxfam GB and Oxfam Ireland
• Work with the HR Manager to develop and implement a Learning & Development Strategy
• Coordinate staff performance management and provide ongoing support to line management and staff ensuring the activities in the process are carried out in a timely manner and followed up as per Oxfam procedures
• To maintain records for all employees training undertaken and evaluation of in order to provide relevant statistical information and to ensure both appropriateness of training and value for money
• Support the HRM in the salary review process in gathering the required data and analysing them in order to measure Oxfam's compensation and benefit package competitiveness in the labour market and make recommendation as appropriate.
• Implement Oxfam's salary structure, and benefits including staff loan, pension and Insurance schemes
• Provide a timely, and accurate Compensation & Benefits advisory to recruiting managers
• Manage Oxfam's medical plan, ensuring medical bills are scrutinised and have expenditure registered against individual's staff members while making sure providers are paid on time
• Assist in monitoring and ensuring organisational legislative compliance in relation to workplace practices
• Ensure that all health and safety incidents are reported to management and Regional centre
• support the implementation of the Oxfam Policies i.e. code of conduct, PSEA and child protection policy that are meant to safeguard staff, partners and beneficiaries by clearly communicating the existence of the policies and ensure all staff clearly understand the standard of behavior that Oxfam expects from its staff.
Skills and Competencies:
A candidate envisaged for this role will have:
• Relevant HR qualification to a degree level with at least 2 years experience at a similar post/level.
• Writes clear letters, and basic reports using technology as appropriate within specialist area suitable for Senior HR management. Verbal communications are clear and effective.
• Technology, time and expertise inside and outside specialist area are used effectively to assist achievement of objectives.
• Advise and inspire confidence using professional/ specialist knowledge up to the country level.
• Manages conflicting priorities.
• Motivates colleagues modelling follower ship.
• Overcomes challenges, despite hurdles, and resolves challenges consistent with Oxfam's values and ways of working
• Willingness to travel when necessary.
