Job Vacancy Field Project Officer Position
The Eastern Arc Mountains Conservation Endowment Fund (EAMCEF) is a Trust Fund that was
established as a mechanism to provide sustainable financing for biodiversity conservation in the
Eastern Arc Mountains of Tanzania. The Eastern Arc Mountains Conservation Endowment Fund
was originally conceived as a joint initiative of the Government of the United Republic of
Tanzania, the Board of Trustees, the World Bank and the Global Environment Facility (GEF). The
Fund aims at providing long- term and reliable funding support to conservation activities related to
the promotion of biological diversity, improvement of ecological functions and sustainable use of
natural resources in the priority areas of the Eastern Arc Mountains. Major mountain blocks of the
Eastern Arc spread over fifteen districts in five regions of Tanzania namely, Tanga (East and West
Usambara and Nguu Mountains), Kilimanjaro (South and North Pare Mountains), Morogoro
(Udzungwa, Ukaguru, Nguru, Rubeho, Malundwe, Mahenge and Uluguru Mountains), Iringa
(Udzungwa Mountains) and Dodoma (Rubeho Mountains). Governed by a Board of Trustees, the
Fund was officially registered in Tanzania in June 2001 under the Trustees' Incorporation Act
(Cap. 318 R.E 2002) and it operates as a not-for-profit Non- Governmental Organization (NGO).
Its day-to-day operations are run by the Endowment Fund Secretariat (EFS). The Fund's
Executive Director is the Head of the Secretariat with the main administrative offices located in
Morogoro Municipality.

The Endowment Fund Secretariat is committed to taking exceptional care of the environment of
the Eastern Arc Mountains and all stakeholders impacting positively/negatively on its biological
resources. This will be possible only if the now vacant positions will be filled by right candidates.

GENERAL PROVISIONS
The following requirements will apply to all the posts now available in the Endowment Fund
Secretariat

General Conditions
Proven ability in writing and speaking both English and Kiswahili languages.
All positions are equally available for both female and male Tanzanian applicants.
Female candidates are strongly encouraged to apply.

Terms and Conditions of Employment
A contract of two years will be issued to the successful applicant with a probation period of three
months. Depending on the ability to perform the assigned duties, the contract may be renewed at
the end of the second year. An attractive remuneration package will be offered to the selected
candidate commensurate to professional qualifications and working experience.2

DUTY STATION: Kilolo District Council

DUTIES AND RESPONSIBILITIES
Reporting and answerable to the Executive Director, the successful Field Project Officer (FPO) will
be in - charge of all field activities supported by EAMCEF at the assigned target sites. The primary
responsibilities of the FPO will be to assist the Executive Director in the identification,
development, follow up and monitoring of conservation and community development projects as
well as to work with communities and other agencies in the field of community education and
awareness regarding the Fund's conservation objectives. The Field Project Officer will assist local
communities to identify, prepare and present proposals to the Endowment Fund Secretariat (EFS)
and will work closely with the Local Advisory Committees (LACs) formed in each priority District.
The principal duties and responsibilities of the Field Project Officer will include but be not limited
to the following:
Raise awareness to local communities, local governments, NGOs, research institutions, other
relevant stakeholders and partners on the Fund and the benefits available through the Fund
programmes.
Sensitizing local communities and other stakeholders on the linkages between conservation and socio-economic development.
Develop and maintain an always-updated central forum for cataloging status of activities
receiving funding as well as activities planned and implemented through other conservation
partners.
Ensuring relevant information about the Fund's performance and accomplishments is always
available for use by all relevant stakeholders including the government and other financiers at the assigned field sites.
Undertake timely planning, budgeting and progress reporting for all programme activities at
the field sites.
Handle publicity, education and extension activities in the respective sites.
Provide necessary supervision, technical advice and back-up support to all partners on implementation of the funded field activities.
Play a liaison role between the Endowment Fund Secretariat (EFS), local beneficiaries and
field partners.
Doing follow up and monitoring the implementation of activities financed by the Fund.
Participate in executing relevant training and out-reach programmes in order to build the
capacity of stakeholders.
Facilitate the initiation of and provide support for environmentally friendly community
development, conservation and alternative income - generating activities within the target areas.
Build and maintain partnerships with other stakeholders, enhance the political will and raise the public understanding on the Eastern Arc forests and the impact of various human activities on their biological, ecological and economic values.
Assist and advise the Executive Director in matters pertaining to management, technical and professional issues as appropriate.

PERSONAL ATTRIBUTES
Not more than a Bachelors degree in forestry, agriculture, natural resources management, rural
development, community development or other relevant social or biological sciences from recognized institutions.
An ability and experience to work with other agencies particularly district councils, government extensionists, NGO field personnel and, local government structures and systems.
Adequate experience in helping communities conceptualize projects, draw up work plans and
budgets, and in field implementation of conservation/livelihood improvement projects.
Technical expertise in forest management/ community development and working with
communities especially in Participatory Forest Management and sustainable agricultural practices.
Experience in donor funded project procedures or working with similar programmes/projects will be added advantage.
Proficiency in computer use especially MS Word and Excel, and basic Information
Technology e.g. Internet and E-mails will be essential.
Good interpersonal skills and strong background in conservation, agriculture and community
development work.
Background in conservation agriculture shall be a strong additional merit.
Good writing, presentation and communication skills
