Job Summary ;
The HIV Technical Advisor is responsible for provision of technical inputs in the planning, budgeting, coordinating, implementing, and monitoring of Tanzania Red Cross community HIV program activities. . He/she will provide technical advice in the field of Prevention, community based care and support of PLHIV and most vulnerable children including home-based counseling. Essential responsibilities of the job will include: timely and successful technical input for leading program strategies and their translation into implementable activities. The incumbent will work closely with the Project Manager and M&E staff in the production of quality donor deliverables including continuation applications, required periodic progress reports, documentation of program implementation processes He/she will keep abreast of HIV/AIDS program and policy developments nationally and internationally, Represent TRCS in government and partners’ technical meetings. The HIV/AIDS Technical Advisor works closely with NACP or RCHS/MOHSW, CDC/Tanzania, and other implementing partners.
Key Responsibilities
Provide technical inputs in project design, implementation and attendant work plans and budgets to ensure timely and successful implementation of HIV/AIDS project strategies and activities.
Lead the develop of technical tools and approaches to address gaps and deficiencies identified in program performance
Provide leadership in the periodic revision and updating of I.E.C and other CBHS/OVC/HBCT, institutional capacity strengthening/training materials
Provide strategic direction of Project activities. Update the Project strategic plan, ensuring that programmatic directions are technically sound, evidence-based and consistent with National priorities.
Work with the Programs Department to ensure that project performance objectives and mandated deliverables such as technical activities, annual work plans and programmatic/financial/technical reports are carried out in a timely fashion and meet the highest quality standards.
Lead the development of training curricula, national and Red Cross internal guidelines, and job aides to improve the quality of provision of CBHS, OVC and home-based counseling. This work will be done in collaboration with the Programs department and will involve close consultation with regional managers and the MOHSW. This work will draw on the most recent national and internationally accepted practices.
Collaborate with the Programs Department to develop a strategy and technical approach to sustain the CBHS and OVC Project activities beyond the life of the project. Keep abreast of HIV program and policy developments nationwide through attending government and relevant partners’ meetings to raise Red Cross profile as a partner in HIV work in Tanzania.
Provide technical implementation support to local partners.
Provide technical input to strengthen relationships between health care facilities and clinics, and the communities they serve to improve quality of care, patient respect and the overall health service delivery environment.
Build local partner capacity to improve public sector systems and management, and mobilize community resources to expand basic knowledge about healthy family Option B+, safe delivery, HIV prevention, care and treatment, and child health and nutrition, and the need to ensure resilient referral networks and social safety nets.
Create and guide community-led opportunities for leadership, skills development, advocacy and resource mobilization to sustain community-based health services.
Document Project achievements for communications materials such as the annual reports, brochures, and website updates.
In collaboration with Project staff, ensure compliance with TRCS policies and donor contract provisions.
Cultivate and strengthen positive, productive relationships with CDC and other US agencies. , Local Governments, and HIV/ Implementing partners, and Government ministries to ensure that Tanzania Red Cross Society is consistently viewed as an effective implementing partner in achieving program goals Perform other tasks to ensure effective implementation of the Project as required.
Basic Requirements ;
Masters degree in public health, social sciences or related field.
Minimum of 3-5 years of experience implementing health and or social sector
Demonstrated ability in program design and integrated approaches to community engagement.
Experience or knowledge of how to work effectively with local, regional and central-level government authorities as well as local partners, civil society and faith-based organizations, and community leaders to build local capacity and carry out social empowerment, income generation and integrated family health care initiatives.
In-depth knowledge of public and/or private health systems, decentralization of services, and the latest professional developments in HIV Prevention and Care.
Ability to motivate, mentor and direct all levels of staff while creating a positive team environment.
Excellent knowledge of the political, social, economic, and cultural context of working within communities in Tanzania.
Strong presentation skills including the ability to present results and products to CDC and other key stakeholders such as the Ministry of Health.
Expert computer skills in Microsoft Office Suite applications, especially Word, Excel, PowerPoint and Outlook.
Must be fluent in written and spoken English and Swahili
Position requires frequent in-county travel depending upon program needs
