Forestry Officer (Remote Sensing) P-4

The Forest Assessment, Management and Conservation Division provides services to member countries on matters relating to the forest assessment, development, management, conservation, restoration and protection of forests, trees, water, mountains, biodiversity, wildlife and related natural resources as well as for providing a neutral forum for the discussion of such topics. Other topics of interest for the Division are agroforestry, urban forestry, and forests and climate change, including Reducing Emissions from Deforestation and Forest Degradation (REDD+).

This position is located within the Global Forest Resources Assessment Team, in the Forest Assessment Management and Conservation Division of the Forestry Department.

Reporting Lines

The Forestry Officer reports to the Senior Forestry Officer, Global Forest Resources Assessment, FOM

Technical Focus

Coordination of the remote sensing work in the Global Forest Resources Assessment (FRA); data extraction and analyses; dissemination of information within the frame work of the FRA programme

Key Results

Comprehensive technical and policy expertise to support the planning, development and implementation of Departmental/Division programmes, projects, products and services in accordance with Departmental/Division objectives and FAO Strategic Objectives

Key Functions

· Plans and leads components of multi-disciplinary teams, leads and/or participates on Organization-wide, cross-Departmental committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;

· Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;

· Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;

· Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;

· Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;

· Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;

· Participates in resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions

· Prepares a long-term strategy for FAO Forestry management of remote sensing data and analyses in cooperation with other units of FAO and external partners;

· Prepares, coordinate and executes work plan activities for remote sensing inputs into the FRA, including liaison with other units of FAO, partner organizations and country focal points;

· Supervises the extraction and processing of sample and wall-to-wall imagery for use in multi-year analyses and other FRA-related analyses;

· Evaluates needs for additional remote sensing data that will serve future FRA processes; processes and analyses data as part of the FRA reporting process;

· Oversees and conducts FRA-related remote sensing work related to assessment of forest degradation, land use change, fire, forest accessibility and other analyses as assigned;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

· Advanced university degree in Forestry, Natural Resources, Remote Sensing, or a related field

· Seven years of relevant experience in the field of forest resources assessment including international experience in developing countries, part of which in the assessment of forest change over time using remote sensing

· Working knowledge of English, French or Spanish and limited knowledge of or one of the other two or Arabic, Chinese, Russian

Technical/Functional Skills

· Work experience in more than one location or area of work, particularly in field positions is desirable

· Extent and relevance of experience in large-scale application of remote sensing for forest resources assessment

· Demonstrated experience in the use of software applications for remote sensing

· Familiarity and experience with local and global forest resources assessment is desirable
