FINANCIAL PLANNING AND ANALYSIS MANAGER
Wat-Human Settlements Trust (Wat-Hst)) is a Tanzanian Non-Governmental Organization established in 1989. It endeavors to promote and facilitate affordable housing and secure tenure for low and middle income groups, particularly women. To date WAT-HST is working with community groups and co-operatives to provide training, technical services for housing, pro-poor real estate development, arid retail real estate financial services. The trust, in alliance with its financial partners is a fast growing innovative leader in the housing delivery and housing microfinance sector.
Due to this fast growth, WAT-HST is led to seek the services of a qualified, dedicated, team builder, energetic, self- motivated and experienced person to fill the position of Financial Planning and Analysis Manager (FP&A). The individual provides both operational and programmatic support to the organization. He/she also reports directly to the Chief Executive Officer (CEO) and directly assists the Operations Manager (OM) on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Assist in performing all tasks necessary to achieve the organization's mission and help execute staff succession and growth plans.
• Lead in the development and review of all financial related procedures and policies to support the efficient running of the organization and its subsidiaries.
• Participate in developing new business, specifically: assist the CEO in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery.
• Provide financial leadership in the transformation of the organization towards an entrepreneurial, business oriented, sustainable service provider.
• Manage the treasury function of the organisation and its subsidiaries, ensuring a good balance between risk and company liquidity.
• Establish and maintain systems and procedures to support the housing retail lending business of the organization.
• Assess the benefits of all prospective contracts and advise the Executive Team on programmatic design and implementation matters.
• Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent, partner and governmental audits.
• Provide the OM with an operating budget. Work with the OM to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements. This includes:
1) interpreting
legislative and programmatic rules and regulations to ensure compliance with all local and contractual guidelines,
2) ensuring that all government regulations and requirements are disseminated to appropriate personnel, and
3) monitoring compliance.
• Oversee the management and coordination of all fiscal reporting activities for the organization including: organizational revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and contract/grant budgets.
• Develop and maintain systems of internal controls to safeguard financial assets of the organization oversee the coordination and activities of independent auditors ensuring all audit issues are resolved, and all compliance issues are met, and the preparation of the annual financial statements is in accordance with national and international standards and other required supplementary schedules and information.
• Attend Board and Subcommittee meetings; including being the lead staff on the Audit/Finance Committee.
• Monitor banking activities of the Organization.
Ensure adequate cash flow to meet the organization's needs.
• Oversee the production of monthly reports including reconciliations with funders, as well as financial statements and cash flow projections for use by Executive management, as well as the Audit/Finance Committee and Board of Directors.
• Oversee Accounts Payable and Accounts Receivable and ensure a disaster recovery plan is in place.
ABILITY TO:
• Foster and cultivate business opportunities and partnerships.
• Create and assess financial statements and budget documents.
• Recognize and be responsive to the needs of all clients of the organization, including funding organizations, the Board of Directors, local community advocates, participants, and employers.
• Supervise staff, including regular progress reviews and plans for improvement.
• Communicate effectivelyin both written and verbal form.
EDUCATION AND EXPERIENCE
Education:
• Completion of a bachelor's degree in accounting at an accredited college or university or equivalent work experience.
• Completion of a master's degree in finance or related field at an accredited college or university or equivalent work experience.
• Certified Public Accountant (CPA) or ACCA.
Experience:
• Age between 35-45 years is preferred.
• Managerial experience of at least 3-5 years in a reputable organization. Direct experience, with proven results, in housing development & related services or retail finance / microfinance will be an added advantage.
• Strong knowledge of related information and communication technology including business and financial management.
• Fluency in English and Kiswahili with a demonstrable capacity to communicate (written and spoken) effectively
