VACANCY ANNOUNCEMENT: CHIEF OF PROCUREMENT UNIT
The African Union, established as a unique Pan African continental body, is charged with spearheading Africa's rapid integration and sustainable development by promoting unity, Solidarity, cohesion and cooperation among the peoples of African and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.
In seeking to achieve these objectives the African Union intends to strengthen its capacity to deliver by, among others, the implementation of new organization structure and the filling of vacant posts. The Commission of the African Union invites applicants who are citizens of Member States for the post of Chief of Procurement Unit.

JOB PURPOSE
Chief of Procurement and Travel Unit will oversee, manage, plan and direct all activities in the Procurement Unit.
MAJOR DUTIES AND RESPONSIBILITIES
  1. Plan organizes the purchase and delivery of equipment, materials, stationery and office supplies and services;
  2. Negotiate with suppliers on prices, credit terms and discounts and arrange delivery schedules;
  3. Negotiate and administer contracts for purchase or sale of equipment, materials, products and services;
  4. Prepare and review requests for bids, process specifications and other exhibits required in the procurement process;
  5. Services Tenders Boards meetings and serve in the Secretariat to the Tender Board;
  6. Arrange for the transportation of staff members households goods on initial recruitment, transfer to other duty stations and separation from the services of the organization;
  7. Arrange transportation of equipment, documents and materials to conference and meeting venues outside Headquarters;
  8. Prepare periodic reports on Procurement related expenditure and cost on Procurement for budget purposes;
  9. Performance appraisal of staff in the Unit;
QUALIFICATION AND WORK EXPERIENCE REQUIRED
  • Candidates must have a University Master's Degree/ in Procurement /Supply Chain Management/ Materials Management/ Business Administration from a recognized institution.
  • Specialized Advanced Diploma in Purchasing and Supply/Materials Management is an added advantage. In addition, the Candidate must possess Membership of the Chartered Institute of Purchasing and Supply Management (CIPS) or equivalent qualification from a recognized institution.
  • Candidates must possess a minimum of eight (8) years progressive professional experience in Procurement and travel Management in a major Government, International Organization, Public or Private Sector Organization.
SKILLS AND COMPETENCIES REQUIRED
  • Computer literate particularly Microsoft Office Applications and familiarity with electronic data processing systems and ERP such as SAP.
  • Excellent materials management skills and must be able to work with minimum supervision;
  • Excellent experience, interpersonal skills and ability to organize and motivate others to work in a multi culture environment.
  • Good planning and organizational skills.
  • Proven ability to plan, delegate and direct subordinates.
LANGUAGE REQUIREMENT
  • Proficiency in one of the African Union working languages.
  • Knowledge of one or several other working languages would be an added advantage.
TENURE OF APPOINTMENT
The appointment will be made on a fixed term contract for a period of three (3) years, of with the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

Candidates from the following least represented countries are encouraged to apply: Eritrea, Central African Republic, Cape Verde, Comoros, Congo (DRC), Djibouti, Equatorial Guinea, Liberia, Mauritania, Namibia, Sahrawi Arab Republic, SaoTome and Principe, Seychelles and Somalia.

REMUNERATION
Indicative basic salary of US$ 35,300.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance 14,414.40 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission.
