Job description
Purpose of the position:
Facilitate accurate and timely accounting, reporting and budgetary functions and ensure conformity with World Vision International report requirements and the stringent compliance standards established by donor.

Major Responsibilities
•    Submit accurate financial reports timely and file the signed copies; implement internal controls and contribute to the designing of appropriate policies and procedures.
•    Monitor actual grant expenditure against approved donor line items on a monthly basis; alert management on any irregularities and make recommendations concerning the re-negotiations or approved grant line items with the donors.
•    Ensure monthly LDRs are prepared by project staff in compliance with LDR policy, including monthly status submission and reconciliation with the payroll.
•    Prepare/review coding on voucher for accurate account, expense codes, donor combinations and proper documentation (backup).
•    Monitor and supervise Project office financial activities and review of finance documents to ensure compliance with donor regulations before payments.
•    Prepare and timely submit project funding request in line with cash flows for consolidation by cluster.
•    Provide monthly project Fleet analysis report( Maintenance and fuel cost) for management informed decision making, and participate on preparation of cluster fleet report for National office monthly submission of cheque list, Cash deposits relating to Pamoja project.
•    Process all payments within the approved control system in a timely manner accompanied with project site visits for verification on existence and delivery of materials.
•    Build capacity to non-finance staff in project financial management.
•    Coordinate supply chain activities (Procurement, stores and fleet management) of the project in line with WV procurement policies, procedures and diverse donor requirements.
•    Facilitate project audit exercise, participate in preparation of management responses and ensure timely submission, monitor implementation of audit recommendations, and provide regular consolidated updates on implementation to Grants Manager Pamoja Project.

Job description
Purpose of the position:
Incumbent will organize and supervise the administrative activities to facilitate the smooth running of Dar es Salaam Program Development Division Office and ensure the efficient functioning of several functions such as support services (procurement, logistics etc), Information Communication and Technology (ICT) and finance.

Major Responsibilities
1.    Oversee procurement, ICT, finance and administrative functions in the Dar es Salaam office, ensuring compliance to WVs policies, procedures and agreed standards.
2.    In consultation with the Associate Director for SS (ADSS), lead the process of sourcing credible suppliers and vendors for goods and services in close partnership with the Finance division, National Office and Dar Office Procurement committee. This includes sourcing quotations, submitting tender documents, analyzing supplier bids etc in line with WVs policies and standards.
3.    Liaise and build relationships with key senior government officials from line ministries such as Immigration and Labour, and Professional bodies such as TRA and other standard and regulatory Bureau to ensure WVT secures timely services.
4.    Link NO Supply Service team with vendors, regulatory bodies, clearing and customs authorities, vendor verification and vetting.
5.    In consultation with the ADSS, organize a price survey of most commonly procured goods and services to ensure market trends are identified and WVT maintains competitive purchasing practices.
6.    Manage and maintain proper utilization of assets, utilities in Dar office and work with security and cleaning firms.
7.    Provide supervision and oversight to the procurement officer, the Secretary/Administration officer, ICT officer and Senior Finance Officer to, ensure their functions are well understood, organized and executed on time and with the highest level of professionalism and service.
8.    Ensure all logistic arrangements are done on time for all visitors to Dar es Salaam.
9.    Facilitating various appointments with government officials both technical and political.
