Senior Officer Finance and Operations,
Mama Cash is looking for a Senior Officer Finance and Operations, starting 1 January 2015. This position is 36 hours/week and based in Amsterdam.

JOB SUMMARY
The Senior Officer Finance and Operations (SOFO) contributes to strategy and policy development in the areas of finance, operations development and grant administration and monitoring, and contributes to the development and implementation of a system of policies and procedures. The work of the SOFO supports the accountability and control functions of Mama Cash. The SOFO will supervise the finance associate and may supervise other officers, associates, volunteers, and interns in the area of finance and operations. The SOFO reports to and works under the Director of Finance and Operations.
ESSENTIAL JOB FUNCTIONS
Financial Management
In collaboration with the Director of Finance and Operations identify and assess trends and developments in the area of finance and investments and advise on the effects for Mama Cash;
Contributes and implements, in collaboration with the Director of Finance and Operations to the constant improvement of the finance and operations systems and procedures to keep them state of the art;
Provides finance and operations-related information to meet the needs of the department's Director and Mama Cash's Management Team, as requested;
Supervises the correctness and consistency of all financial data in the financial systems and reports on deviations and inconsistencies;
Responsible for the periodic preparation of financial reports on income, expenditure, solvability, liquidity, grantmaking etc. for internal management as well as for external audience. The later in cooperation with the Philanthropic Partnership department;
Responsible for the preparation of the annual accounts;
Monitors salary, pension, sick leave, and insurance data, together with the HR Advisor.
Grants Administration
Assesses proposed grant budgets and financial reports and provide feedback to the Programmes Team and the Red Umbrella Fund;
Manages the grant contracting and payment process for all awarded grants, including informing and communicating with grantees about contract and payment procedures;
Supervises the availability and use of restricted funds and provides updates to the Programme Team and the Red Umbrella Fund;
Works with the Senior Programme Officer for Grant Operations to process grants, improve procedures and policies and support positive working relationships.
Database & Reporting
Supervise the further development, implementation and management of the database systems in collaboration with the Data Management and Reporting Officer;
Responsible for the planning and monitoring of annual plans and budgets.
Management and supervision
Supervises the Finance Associate and Data Management and Reporting Officer and may supervise other officers, associates, consultants, volunteers and interns;
Provides advice and support to colleagues outside the department to help them integrate financial and operational objectives into their work;
Advises the Director of the department about management issues pertaining to finance and operations staff and volunteers and about procedural issues;
Monitors the finance and operations budget and assists the Director of the department with the budgeting, annual planning and review process.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of and commitment to women's human rights and the work of women's, girls and trans rights groups, particularly in the global south and east;
Minimum of five years relevant work experience and a completed course of higher professional education in the area of finance or control;
Minimum of three years experience in data and process management systems preferably Salesforce as well as in Dutch NGO tax- and financial laws and regulations;
Track record of successfully working with high performing teams; strong personnel management skills, strong interpersonal and communication skills; sensitivity and appreciation for diverse viewpoints and different communication styles in a politically and culturally diverse environment;
Bilingual fluency in oral and written English and Dutch required;
Demonstrated ability to take independent initiative and solve problems creatively;
Superior organisational, administrative and project management skills, and ability to manage complex tasks, prioritise competing demands and issues, meet deadlines, and motivate others to do the same. Experience with grantmaking preferred;
Computer literate (proficient in MS Office and Exact, familiarity with database programmes)
