Job Description

SNV is seeking an experienced Chief of Party (COP) for an anticipated USAID-funded, climate change adaptation project in Mali. The goal of the program is expected to be ensuring that the rain-fed areas of Mali are more resilient to climate variability and change by: increasing the use of effective climate information; increasing the capacity of national and local government entities and civil society organizations to effectively use climate information; and increasing adoption of local solutions in climate change adaptation.

The COP will have overall responsibility for the program's performance, management and operations, overall achievement of programmatic results and timely completion of deliverables. The COP is expected to play a lead role in interacting with key actors and other development partners and stakeholders.

Responsibilities

• Provide strategic leadership and technical direction to ensure results and deliverables are achieved on schedule, resources are used effectively, staff and partners meet their commitments, and deliverables are of the highest quality;
• Monitor and evaluate strategies and activities on an ongoing basis to ensure maximum impact and proactively identify appropriate next steps;
• Oversee financial management and procurement to ensure compliance with USAID and SNV policies and regulations;
• Make key decisions and solve problems under tight deadlines while ensuring operational and program integrity;
• Ensure timely, high-quality, and complete submission of work plans, performance and financial reports, including timely responses to donor requests for meetings, performance reports, success stories, and financial information;
• Serve as the primary point of contact for USAID;
• Collaborate closely with implementers of complementary USAID and other donor programs including Feed the Future to ensure synergy and maximize impact;
• Maintain pro-active contacts with partners and stakeholders and represent SNV at meetings, workshops and other events.

Candidate Profile

The resident COP is expected to have both the technical and management qualifications necessary to manage a USAID-funded climate change adaptation program. The COP will possess the requisite leadership qualities, management experience, broad technical expertise, professional reputation, and interpersonal skills needed to fulfill the diverse managerial and technical requirements of the program description.

Minimum qualifications:

• At least 15 years of progressively more responsible international development work experience in climate change adaptation, natural resources management and/or local capacity building, including at least eight (8) years of experience as a COP or equivalent leadership role is required.
• Proven success managing a multi-million dollar USAID-funded contract is required.
• A thorough understanding of USAID policies and procedures is required.
• Experience working in Mali or Sahel is required.
• Technical understanding of climate change science, data and analysis is preferred.
• Experience in climate change adaptation program design and implementation in dry lands, and especially Sahel, is preferred.
• Experience building the institutional capacity of national and local-level government counterparts is preferred.
• Proven leadership in overall project management and a strong track record of meeting targets and deadlines for a project of similar scope and size are required.
• Proven ability to lead multidisciplinary teams in a challenging and changing environment is required.
• Demonstrated ability to establish and maintain collaborative working relationships with USAID, host government, civil society partners and personnel, bilateral and multilateral donors and implementers of complementary programs is required.
• Demonstrated experience leading coalitions, coordinating with and advocating among a broad set of diverse stakeholders including communities, local and national governments, donors, INGOs and local partners is required.
• Excellent oral and written communication skills in English and fluency in French are required.
